(NLDO) – After a lengthy deliberation, on the morning of January 13, the People's Court of Thai Binh province sentenced defendants Luu Binh Nhuong, Le Thanh Van and 3 accomplices.
Based on the indictment, the defendants’ testimonies, the collected evidence and the proceedings of the trial, the Trial Panel (TAC) sentenced defendant Luu Binh Nhuong (former National Assembly delegate, former Deputy Head of the Petition Committee of the National Assembly Standing Committee) to 3 years in prison for the crime of “Extortion of property”, and 10 years in prison for the crime of “Abusing position and power to influence others for personal gain”. The total sentence for defendant Nhuong is 13 years in prison.

Defendant Le Thanh Van (former National Assembly delegate, former Standing Member of the National Assembly's Finance and Budget Committee) received a 7-year prison sentence for "Taking advantage of position and power to influence others for personal gain".
Defendant Pham Minh Cuong (born in 1986, also known as Cuong "quat") was sentenced to 7 years in prison and Vu Dang Phuong (born in 1982, residing in Thai Thuy district, Thai Binh province) was sentenced to 6 years in prison for the crime of "Extortion of property".
Defendant Nguyen Van Vuong (former specialist of the Legal Department, Office of the President) was sentenced to 14 years in prison for "Taking advantage of position and power to influence others for personal gain".
The panel of judges determined that based on the testimonies and evidence collected, there was sufficient basis to conclude that the defendants had committed the crimes as prosecuted by the People's Procuracy of Thai Binh province.
According to the indictment, in May and June 2021, Cuong “Quất” and Phuong met defendant Nhưương many times. Cuong said that business was difficult, due to harassment by a group of gangsters, the Sao Do Company Branch stopped mining sand and suffered losses, thanks to Mr. Nhưương's intervention.
After that, Cuong sold 30 hectares of illegally planted tidal flats to defendant Nhuong and his wife for 900 million VND. Defendant Nhuong and his wife assigned Cuong "quat" to manage, use, and exploit.
In September 2021, defendant Nhuong called a leader of Thai Binh Provincial Police to ask for help in resolving and handling Cuong's rival group. To gain prestige and facilitate defendant Cuong's business, Luu Binh Nhuong took Cuong with him to the Border Guard Station to meet with the authorities of Thuy Xuan Commune, Thai Thuy District.
From October 2021 to April 2022, Sao Do Company Branch was forced to pay Cuong and his accomplices a total of nearly 1.4 billion VND.
The indictment also accused defendants Luu Binh Nhuong and Le Thanh Van of taking advantage of their status as National Assembly deputies to sign documents sent to authorities to intervene on behalf of people and businesses in order to benefit themselves.
Defendant Luu Binh Nhuong committed crimes four times and received money and gifts many times as thanks. Of these, Mr. Nhuong received 210 million VND and 300,000 USD, a plot of land in Dong Anh district, Hanoi; and was promised a plot of land of more than 1,000 m2 in Quang Ninh.
Defendant Le Thanh Van was accused of violating the law from August 2020 to November 2023, although he was not part of the National Assembly delegation of Quang Ninh province and was not in the area of responsibility of the Standing Member of the National Assembly Budget Committee.
In June, July, August, and December 2020, defendant Van signed 4 documents to intervene with the leaders of the Provincial Party Committee, the People's Committee of Quang Ninh province, and the Permanent Deputy Prime Minister to agree to allow Ha Long Company to continue implementing the 36-hectare project, benefiting from a land plot worth more than 1.8 billion VND in Van Noi commune and aiming to benefit from 1,000 m2 of land worth nearly 2 billion VND in this project.
In July 2023, defendant Van called the leaders of Quang Ninh province to intervene, so that Truong Sinh Joint Stock Company could soon be licensed to exploit the Bac Son hill project and benefited 60 million VND.
