At the workshop "Realizing green social housing" organized by Saigon Economic Magazine on the morning of August 22, Mr. Ha Quang Hung, Deputy Director of the Department of Housing and Real Estate Market Management (Ministry of Construction), said that in the period from 2021 to the end of the second quarter of 2024, the whole country had 619 social housing projects implemented with a scale of 561,800 units.
Of which, the number of completed projects is 79 projects with a scale of 40,679 apartments, the number of projects that have started construction is 128 projects with a scale of 112,000 apartments and the number of projects that have been approved for investment policy is 412 projects with a scale of 410,000 apartments.
According to Mr. Hung, localities are implementing about 152,000 social housing units, reaching more than 35% of the target by 2025.
Explaining why social housing development has not been as fast as expected, Mr. Hung said the core reason is that there are overlaps in laws that have caused housing development to encounter many obstacles for a long time, but now the legal corridor has been cleared.
In addition, Mr. Hung commented that other policies such as creating conditions for developing land funds for building social housing, providing profit incentives for investors, cutting administrative procedures, and opening up conditions for residence and income for buyers, etc. will help investors accelerate the construction of social housing.
Mr. Nguyen Duc Lenh, deputy director of the State Bank of Vietnam, Ho Chi Minh City branch, said that building green social housing will contribute to reducing emissions and improving people's quality of life without increasing home prices.
According to Mr. Lenh, the State Bank will create maximum conditions for projects to access credit sources to develop social housing, including the 120,000 billion VND package.
Up to now, in Ho Chi Minh City, there are 6 social housing projects eligible to access the 120,000 billion VND package, but Mr. Lenh said that only 3 projects have borrowed capital from banks.
Of which, the housing project for workers in Thu Duc City is borrowing a package of 120,000 billion VND with a disbursed amount of 170 billion VND, the remaining 2 projects borrow through commercial banks and do not participate in the preferential loan package.
According to Mr. Lenh, the 2023 Housing Law and Decree 100 have loosened income conditions, in which couples with a total monthly income of no more than 30 million VND can buy social housing, which will help expand the number of people buying social housing.
It is important to continue to maintain low interest rates, long loan terms and accelerate social housing construction to ensure supply for people to buy houses.
Mr. Vu Linh Quang, a member of the board of directors of the Vietnam Green Building Council, said that in Vietnam, many commercial buildings have met domestic and international green criteria for the past 15 years.
According to Mr. Quang, developing green social housing projects without increasing costs is feasible in Vietnam, requiring investors to "commit" to the goal of reducing overall emissions, focusing on green criteria right from the early stages of project development.
