Delegates attending the conference unanimously assessed: In 2024, in conditions with more difficulties than advantages, greater challenges than opportunities, overcoming the heavy losses of the historic storm No. 3, Quang Ninh province has maintained political - economic - social stability, maintained solidarity, unity of will and action; maintained the great solidarity of ethnic groups and the trust of people, businesses, cadres, and party members; maintained a peaceful, friendly, stable, cooperative, and developing border and achieved important results in all fields.

The total state budget revenue is estimated to reach 55,600 billion VND in 2024, equal to 104% of the central budget estimate and 100% of the provincial budget estimate. Processing and manufacturing industry continues to be the main growth driver, increasing by 20.45%, 4.05 percentage points higher than the same period. The total number of tourists in the province reached 19 million, up 20% over the same period, of which international visitors reached 3.5 million. Total tourism revenue is estimated at 46,460 billion VND, up 38% over the same period. It is estimated that in 2024, the province will have 2,070 newly registered enterprises, equal to 103.5% of the assigned plan, bringing the total number of enterprises in the province to 11,765; 782 enterprises will register to resume operations, up 1.3% over the same period.
Cultural, social and human development has made progress in many aspects; social security has received special attention, quickly overcoming damage, bringing activities back to normal, restoring production and business after storm No. 3. Total social security expenditure for the whole year is estimated at 1,897 billion VND, up 23% over the same period; creating jobs for 31,350 more workers, reaching 104% of the annual plan. The education and training sector has many high achievements; the average high school graduation exam score ranked 25th out of 63 provinces and cities, up 11 places compared to the previous year, the highest ever; The National High School Student Competition for the 2023-2024 school year won 85 prizes, the highest in the past 6 years, ranking 8th out of 70 participating units.
Party building and the political system are given special attention; attention is paid to planning, arranging, and using cadres to prepare cadres for the new term; the effectiveness of inspection, control, supervision, and the prevention and fight against corruption, negativity, and waste is improved. National defense, security, border and island sovereignty are maintained, and social order and safety are ensured.
At the conference, delegates focused on discussing tasks and solutions to effectively implement the goals, targets and tasks of 2025. At the same time, they discussed and gave opinions on the report on the situation and results of the implementation of the 2024 budget estimate; the plan for allocating the estimate, the mechanism and measures for managing the local budget in 2025; Report on the implementation of the 2024 development investment plan; The 2025 development investment plan; Report on the results of inspection of Party committees and heads of Party committees at all levels in leading, directing and organizing the implementation of the Resolution of the 15th Provincial Party Congress, term 2020 - 2025; leading and directing the preparation of Party congresses at all levels, towards the 16th Quang Ninh Provincial Party Congress.

Regarding the tasks for 2025, the Provincial Party Secretary emphasized that 2025 is a year of special importance to complete the goals and targets set out in the Resolution of the 15th Provincial Party Congress, term 2020 - 2025, creating a solid foundation for Quang Ninh and the whole country to enter a new era - the era of national growth. Therefore, the Provincial Party Executive Committee has agreed on the general goal for 2025 as follows: "Strengthening the building and rectification of the Party, a clean and strong political system in all aspects; improving the quality of key cadres at all levels; promoting solidarity, democracy, discipline, self-reliance and self-improvement; resolutely fighting against corruption, negativity and waste. Promoting growth, creating breakthroughs in economic development; restructuring sectors and fields, improving productivity, quality, efficiency, autonomy, resilience and competitiveness of the economy; focusing on implementing three strategic breakthroughs. To successfully achieve the goals, targets and themes of the year, the Provincial Party Secretary requested to continue to promote the work of building and rectifying the Party and the political system to be clean and strong in all aspects. Focus on preparing and successfully organizing party units at all levels and the 16th Provincial Party Congress towards the 14th National Party Congress.
Along with that, it is necessary to create a breakthrough in economic development, striving to complete the target of an average gross regional domestic product (GRDP) growth rate of over 10% per year in the 2021 - 2025 period as determined in the Resolution of the 15th Provincial Party Congress. In particular, continue to restructure the economy in conjunction with growth model innovation; focus on attracting new generation FDI; create all favorable conditions for the coal and electricity industries to develop stably. Promote investment attraction in tourism and service projects, develop logistics services and multimodal transport, digital economy, green economy, night economy, circular economy, sharing economy and new and effective economic models. Promote restructuring, quickly restore production, improve agricultural economic efficiency after storm No. 3. Focus on supporting and removing maximum difficulties, obstacles, and bottlenecks in administrative procedure settlement, mobilizing and using investment resources.
Strengthening budget collection management; nurturing revenue sources, expanding revenue bases and new revenue sources from taxes and fees; resolutely and promptly overcoming bottlenecks and limitations in public investment; speeding up implementation and completing on schedule projects to welcome the 16th Provincial Party Congress.
