The Provincial Party Executive Committee gave its opinion on the detailed outline of the Political Report.

On December 13, the Provincial Party Executive Committee held its 60th meeting to discuss and give opinions on the detailed outline of the Political Report of the 15th Provincial Party Executive Committee to be submitted to the 16th Provincial Party Congress, term 2025-2030. The draft detailed outline of the Political Report of the 15th Provincial Party Executive Committee submitted to the 16th Provincial Party Congress for the 2025-2030 term was developed on the basis of closely following the theme of the 14th National Party Congress determined at the 10th Central Conference of the 13th tenure; the orientations of the Quang Ninh Provincial Planning for the 2021-2030 period, with a vision to 2050. At the same time, the draft also received comments from scientists and leading experts in the fields of socio-economic development. The Draft Detailed Outline was also held many meetings by the Document Subcommittee, the Provincial Party Standing Committee, and the Provincial Party Standing Committee to discuss and solicit written opinions. Based on the comments, the Provincial Party Standing Committee has completed the draft detailed outline of the Political Report to solicit opinions from the Provincial Party Executive Committee.

According to the draft detailed outline of the conference report, the congress theme is expected to be 76 words: "Proud and confident under the glorious flag of the Party, joining hands and unanimity to successfully implement the development goals by 2030, determined to build Quang Ninh rich, civilized, modern, happy, becoming a centrally-run city, one of the dynamic and comprehensive development centers, creating a solid foundation with the whole country to enter a new era of development". The congress motto is expected to be: "Solidarity - democracy - discipline - breakthrough - development".

The detailed outline of the Political Report of the 15th Provincial Party Congress presented to the 16th Provincial Party Congress for the 2025-2030 term consists of 2 parts with main contents. The first part focuses on assessing the implementation results of the Resolution of the 15th Provincial Party Congress for the 2020-2025 term in the fields of Party building, political system building, socio-economics, national defense and security, foreign affairs; summarizing the achievements of 40 years of implementing the Party's innovation policy in the locality. The second part is the viewpoints, goals, tasks and solutions for the 2025-2030 term, which provides a forecast of the situation; viewpoints and development goals of Quang Ninh province in the 2025-2030 period; main tasks and solutions on Party building, rectification and political system building, socio-economics, national defense and security, foreign affairs.

Giving opinions on the Outline, the delegates basically agreed with the prepared content and believed that the Outline had been carefully, thoroughly, scientifically prepared, comprehensive, closely following the orientations of the General Secretary and the Party Central Committee on the new era of the nation; associated with the aspirations of Quang Ninh to rise up. Based on the sections and items of the Outline, the delegates focused on contributing opinions on each specific content of the document outline. In particular, they mentioned a number of indicators related to the fields of economy, culture, society, party development, as well as key programs and breakthroughs in the coming term.

Speaking at the conference, comrade Vu Dai Thang, member of the Party Central Committee, Secretary of the Provincial Party Committee, appreciated the enthusiastic and responsible contributions of the members of the Provincial Party Committee on the detailed outline of the Political Report of the 15th Provincial Party Committee to be submitted to the 16th Provincial Party Congress, term 2025-2030.

The Provincial Party Secretary affirmed: The 16th Provincial Party Congress, term 2025-2030, is a particularly important political event for the Party Committee, government and people of Quang Ninh province. Therefore, the preparation of the Political Report is of great significance. He requested the Document Subcommittee to fully absorb the opinions of the members of the Provincial Party Executive Committee at the conference, ensuring that the report is the crystallization of the spirit of solidarity and unanimity of the Provincial Party Executive Committee; at the same time, it demonstrates the province's aspirations to rise in the period of transformation and rise of the nation and the country.

Regarding some specific issues in the draft, the Provincial Party Secretary highly agreed with the opinions expressed on setting the overall goal of building Quang Ninh into a centrally-run city before 2030. In addition, the main targets identified in the next term have also been considered and selected based on feasibility in the implementation process as well as the ability to evaluate and quantify the implementation results. Regarding economic development targets, the general spirit is to set targets higher than the national average. Regarding the identification of breakthroughs in the next term, the viewpoint is to continue to implement the 3 breakthroughs identified from the 11th National Party Congress. At the same time, specify each key content in the breakthroughs in association with the major orientations of the Central Government, ensuring consistency with the country's trends in green transformation and digital transformation. In addition, it is necessary to study and propose that the Central Government has mechanisms and policies to create conditions and motivation for development; including specific policies and mechanisms for Van Don Economic Zone, ensuring that the development potential as well as the invested infrastructure system can be fully exploited, making Van Don Economic Zone an economic zone of international stature, meeting the expectations of the Central Government as well as the wishes of the people.

On the same day, the Provincial Party Executive Committee listened to and gave opinions on amending Working Regulation No. 08-QC/TU dated June 28, 2023 of the Provincial Party Executive Committee, term XV, 2020-2025.
