Besides exploiting projects to relieve traffic pressure at many gateways, Ho Chi Minh City focuses on key projects connecting inter-regions.

In recent days, a series of important traffic projects at many gateways of Ho Chi Minh City have been put into operation.

On December 30, 2024, Phuoc Long Bridge connecting District 7 with Nha Be District was opened to traffic. This project with a total investment of 737 billion VND creates a connection between Huynh Tan Phat Street and Nguyen Huu Tho Street, contributing to improving traffic conditions as well as adding momentum to socio-economic development.

At the same time, the HC1 tunnel belonging to the construction project of the Nguyen Van Linh - Nguyen Huu Tho intersection and a parallel section of National Highway 50 was put into operation. In addition, the project to upgrade and expand Tan Ky Tan Quy road in Binh Tan district with a total investment of 1,232 billion VND began serving the people. The road was widened from 10 m to 30 m, helping to solve the traffic problem in densely populated residential areas, widening the direction to Tan Son Nhat airport.

More good news

Another good sign is that the Ho Chi Minh City - Moc Bai Expressway construction project (phase 1) was approved by the Prime Minister in Decision No. 760 in August 2024.

Recently, the Ho Chi Minh City People's Committee announced a survey on investors' interest in the component project 1 of the Ho Chi Minh City - Moc Bai Expressway, phase 1, under the public-private partnership (BOT contract) method, marking a new step forward for an important inter-regional project.

The Ho Chi Minh City - Moc Bai Expressway has a total length of more than 50 km, starting at the Ho Chi Minh City Ring Road 3 in Cu Chi District, and ending at National Highway 22 in Ben Cau District, Tay Ninh Province. The project implementation period is from 2024 to 2027.

The total estimated investment (phase 1) of the project is about 19,617 billion VND. Of which, the construction and equipment costs are about 9,273 billion VND, the rest is the cost of compensation for site clearance, support, resettlement, technical infrastructure relocation, etc. Regarding capital structure, the capital that investors and enterprises are responsible for arranging is about 9,943 billion VND (accounting for 50.69%). The state capital participation is about 9,674 billion VND, including the central capital of about 2,872 billion VND, the Ho Chi Minh City budget capital of about 6,802 billion VND.

A recent meeting between leaders of Ho Chi Minh City and Tay Ninh province agreed on a number of expected progress milestones. Accordingly, component project 1 will be approved in April 2025, the BOT contract will be signed in September 2025 to start construction in early 2026. Component project 2 will be approved in February 2025, start construction in August 2025 and be completed and put into operation in April 2027.

Meanwhile, component project 3 was approved in February 2025, site handover from April 2025 to relocate technical infrastructure and start construction of component project 2 in August 2025.

To ensure progress, the Traffic Committee requested the People's Committee of Cu Chi district to direct the Compensation and Site Clearance Committee of Cu Chi district and the Department of Natural Resources and Environment to speed up the recruitment of surveying and mapping consultants and compensation price appraisal consultants. From there, a specific land price plan will be developed to serve the work of compensation, support and resettlement.

Boosting connectivity

In the last days of 2024, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong continuously attended the launching of emulation movements to complete key projects and open traffic gateway traffic works. He said he felt clear changes in a number of projects and expected investors and contractors to make efforts to ensure the committed progress, project quality and construction safety.

The Vice Chairman of the Ho Chi Minh City People's Committee emphasized that in 2025, the city will continue to implement many projects such as building Nguyen Khoi bridge and road, expanding national highways as well as focusing on completing procedures to implement the Ho Chi Minh City - Moc Bai expressway project.

Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong requested units to focus all resources to ensure progress and quality of implementation of emulation projects to celebrate the 50th anniversary of the Liberation of the South and National Reunification Day.

The requirement is that units make efforts to disburse capital from the beginning of the year to ensure the disbursement rate according to the plan. In particular, investors must control cash flow well and strictly handle contractors with capacity problems. Localities where the project passes through must make efforts to hand over the land for project implementation.

Implementing the 2025 plan for the city's transport sector, the Vice Chairman of the Ho Chi Minh City People's Committee requested the Department of Transport to enhance its strategic role and tasks in coordinating the Southeast region, developing multimodal transport, and inter-regional connectivity. Along with that, focus on planning and implementing planning, especially planning for the transport infrastructure system.

An important parallel task, according to Mr. Bui Xuan Cuong, the Department of Transport is to research and propose solutions to speed up the progress of public investment projects; optimize construction solutions, and clearly define the responsibilities of agencies and units in the implementation.

The Vice Chairman of the Ho Chi Minh City People's Committee assigned the Department of Planning and Architecture to soon provide guidance on the procedures for local adjustment of planning projects related to key and urgent projects according to the specific mechanisms and policies for the development of Ho Chi Minh City to submit to competent authorities for approval of investment policies. Perspective of Ho Chi Minh City - Moc Bai expressway

Focus on advocacy work

The goal of the Ho Chi Minh City - Moc Bai expressway project is to meet transportation needs, reduce traffic congestion and ensure traffic safety on National Highway 22. At the same time, it helps develop the industrial - urban chain Moc Bai - Ho Chi Minh City - Cai Mep - Thi Vai port associated with the Trans-Asia economic corridor; promote socio-economic development of Ho Chi Minh City, Tay Ninh in particular and the Southeast region in general...

For the parallel section of National Highway 50 from Trinh Quang Nghi Street to Nguyen Van Linh intersection, there are still 8 households that have not yet handed over the land. The Traffic Committee has proposed that the People's Committee of Binh Chanh District, the Department of Natural Resources and Environment, and many related units continue to support the acceleration of mobilization work and hand over 100% of the land to the investor before January 31.
