The Ministry of Education and Training plans to eliminate the concept of early admission in university and college admissions this year. How will this affect the allocation of quotas and the selection of each method, especially separate exams?


MANY OPINIONS SUGGESTING ELIMINATING EARLY ADMISSION

Up to now, although the draft admission regulations are still in the consultation stage, the regulations on early admission have had clear directions from the Ministry of Education and Training. This adjustment is of particular interest because early admission not only affects the admission plans of schools but also candidates in their registration.

In 2023, more than 200 out of 322 universities nationwide will conduct early admission. The number of candidates admitted under this method is more than 375,500, of which 147,400 students choose the methods in the early admission stage as their first choice, equivalent to nearly 40%. These are admission rounds that take place before the high school graduation exam of the Ministry of Education and Training by using academic records, international certificates, test scores to assess capacity, thinking or a combination of many criteria. However, according to the assessment of the Ministry of Education and Training, besides the positive aspects, early admission in some cases leads to unfairness among candidates when considering university admission.

Therefore, this year, according to the draft circular amending and supplementing a number of articles of the Regulations on university and college admissions for preschool education, the Ministry of Education and Training plans to adjust the organization of early registration and admission. The draft states that training institutions can organize early admission in an appropriate manner to select candidates with outstanding abilities and academic achievements. The early admission quota is determined by the training institution but does not exceed 20% of the quota for each major and group of majors. The school ensures that the admission score for early admission is not lower than the admission score for the general planned admission round.

Many admission experts propose to abolish early admission when the admission system is so superior, whether early admission or general admission, students still put all their wishes on the general admission support system.

However, after a period of consultation, the Ministry of Education and Training plans to make changes to the draft on early admission. Sharing at the discussion on Career Guidance and University Admissions in 2025, organized by Ho Chi Minh City University of Technical Education on the morning of January 5, Associate Professor, Dr. Nguyen Thu Thuy, Director of the Department of Higher Education (Ministry of Education and Training), said that it is expected that there will be no more early admissions this year. Explaining this expected adjustment, the Director of the Department of Higher Education said: "Many admissions experts have proposed to eliminate early admissions when the admissions system is already so superior, whether early admissions or general admissions, students still put all their wishes on the general admissions support system."

Therefore, according to Associate Professor, Dr. Nguyen Thu Thuy, the Drafting Committee submitted to the leaders of the Ministry of Education and Training to remove the concept of early admission. This concept refers to the time for receiving early admission applications, while the general admission stage can apply all admission methods to ensure the rights of candidates. In fact, not applying early admission is even more secure for the rights of candidates who are not qualified to participate in separate entrance exams.

BASIS FOR DETERMINING THE INDICATORS OF EACH METHOD

One issue that many candidates are concerned about is when the admission methods are implemented simultaneously, do universities determine the enrollment quota for each method? Many people pay attention to this because besides the number of registered candidates, the enrollment quota is an important basis for determining the level of competition between candidates and the entrance score for each method.

Master Le Phan Quoc, admissions expert at Ho Chi Minh City University of Education, said: "In the case of early admission being eliminated, admission from a separate exam will not change in essence." Explaining this statement, Master Quoc analyzed: "Every year, after participating in early admission, candidates who are eligible to be admitted using the separate exam scores will feel secure before taking the high school graduation exam. But after that, candidates still re-register their wishes on the common system to choose between the methods. Now, if early admission is eliminated, candidates will still choose between the methods - including separate exam scores, to place their wishes as usual."

Therefore, according to Master Quoc, even though students register for all methods at the same time, determining enrollment quotas for each method is still necessary. "When determining enrollment quotas for each method, schools aim for two goals: ensuring fairness for students when participating in the admission process for each method and selecting a certain group of students for each method. Therefore, enrollment quotas are a necessary basis for selecting students and determining the admission scores for each method, even if they are converted to a common score scale as in the draft enrollment regulations."

Dr. Nguyen Trung Nhan, Head of Training Department of Ho Chi Minh City University of Industry, said that the determination of enrollment quotas for each method is still carried out as a basis for admission. However, as in previous years, the initial enrollment quota is the expected level. Then, based on the actual number of students registering for admission, the schools will adjust the quota accordingly and this can be done flexibly during the admission process.

SCHOOLS' SPECIAL ADMISSION PLANS

Representatives of universities using their own exam results for admission said they still have certain quotas for this method this year.

Associate Professor Dr. Bui Quang Hung, Vice Director of Ho Chi Minh City University of Economics, said that among the five planned admission methods, there is one method of considering the Ho Chi Minh City National Competency Assessment Test scores (the Vinh Long branch will also consider the V-SAT exam scores). The school plans to still determine the quota according to each method, in which the method of considering this separate exam score is expected to increase to 20% of the total quota for all majors. Accordingly, this year the school will consider admission based on the competency assessment score combined with the international English certificate. Specifically, the competency assessment test score accounts for 70% of the score and the international foreign language certificate accounts for the remaining 30%.

Dr. Pham Tan Ha, Vice Principal of the University of Social Sciences and Humanities (Ho Chi Minh City National University), said that the school still plans to reserve about 30-40% of its quota based on the scores of the Ho Chi Minh City National University's 2025 aptitude test. According to Dr. Ha, if there is no more early admission, the consideration of separate exam results will not change in essence compared to early admission. Because no matter what, in the end, students will still choose to be admitted to only one major at one university by one method.

"The difference between candidates who take a separate exam and those who do not is that candidates who take a separate exam will increase their chances of being admitted to their desired major, which other candidates do not have," said the Vice Principal of the University of Social Sciences and Humanities.

Regarding universities, Dr. Ha said that schools will have calculations and considerations in determining benchmark scores to recruit people with equivalent abilities from different methods into the same major.

Ho Chi Minh City University of Industry also plans to reserve only about 15% of its quota for the Ho Chi Minh City National University's aptitude test scores, equivalent to 1,000 - 1,500 candidates. Some other universities this year plan to organize the V-SAT exam for admission purposes, such as the University of Finance and Marketing, Ho Chi Minh City Open University. Ho Chi Minh City University of Law is also using the V-SAT exam scores for admission purposes for the first time. Many other universities also plan to use the results of their own exams for admission purposes this year.
