In the upcoming 2025 enrollment plan, many universities said they will eliminate the admission method based on academic records. Previously, from the 2024 enrollment season, many schools also eliminated this admission method.
Implementing the 2018 General Education Program (new GDPT) at all levels, the 2025 high school graduation exam and university admissions for the 2025-2026 school year will closely follow the new program. Accordingly, both the high school graduation exam and university admissions will have significant innovations.
Specifically, the Ministry of Education and Training (MOET) plans to change the way of calculating high school graduation scores. It will use the test scores and the results of the students' three-year assessment process at a ratio of 50-50; that is, increasing the rate of using students' learning results in high school years to comprehensively assess their abilities according to the new program. In the high school graduation exam, candidates will take 4 subjects; of which, 2 are compulsory subjects: Math, Literature and 2 are optional subjects from the remaining subjects studied in grade 12. Regarding university admission, there will be new combinations because two subjects: Information Technology and Technology (industry, agriculture) will be held for the first time in the exam.
It is worth noting that up to this point, some schools have had information about the 2025 enrollment policy. Recently, Mr. Nguyen Ngoc Trung - Vice Principal of Ho Chi Minh City University of Education said that in previous years, high school transcript scores were used to independently consider admission to the school (10% of the target) or in combination with the competency assessment test scores (30-40% of the target). However, from 2025, the school will not use high school transcript results for both of these methods. According to Mr. Trung, the reason is that according to the new program, each student will choose and have a transcript score in different combinations, so this selection is no longer suitable. Instead, the specialized competency assessment test will be one of the school's main enrollment methods in 2025.
Ho Chi Minh City University of Industry and Trade announced that it is expected that from the 2025 enrollment season, it will reallocate the quota for admission methods in the direction of sharply reducing the quota for considering high school transcripts. The admission rate based on high school graduation scores accounts for 50 - 60% of the total quota, equivalent to 2024; admission based on grade 10, 11 and semester 1 of grade 12 transcripts will be reduced to 15% - 20% of the total quota, a 10% decrease compared to 2024. In addition, the school will conduct direct admission and consider the capacity assessment scores of Ho Chi Minh City National University. Notably, the school plans to add a method of considering specialized capacity assessment scores of Ho Chi Minh City University of Education.
Explaining the reduction in enrollment quotas, Mr. Pham Thai Son - Director of the School Admissions and Communications Center said that the academic records of public and private high schools are often uneven, with a large gap. This leads to unfairness in admissions.
In the Northern region, in 2025, the National Economics University plans to maintain the same three admission methods as in 2024, but with adjustments to the quota for each method. The National Economics University has abolished the consideration of high school transcripts since the 2024 admission season.
Previously, this group of candidates accounted for about 10-15% of the target. Regarding the reason for removing this admission method, the school said that over the years, it has noticed that most of the excellent students in specialized schools (the group eligible for admission based on their school records) are eligible for admission based on international certificates or their own exam scores. Therefore, removing the consideration of school records will reduce the virtual rate, because a candidate can use many methods.
At the conference summarizing the organization of the high school graduation exam for the period 2020-2024 and preparing for the exam from 2025, the Ministry of Education and Training recently held, admitted that the use of many early admission methods by schools has narrowed the admission quota based on high school graduation exam scores. Many candidates with high exam scores still fail to pass their favorite wishes, creating a negative social psychology for thousands of candidates and their parents.
Reality also shows that students who have met the requirements to be admitted to university through the early admission method will not continue studying, which is very harmful. Therefore, many people agree to abolish the admission method based on academic records.
Ms. Pham Thuy - a teacher at Hoang Van Thu High School (Hanoi) supports this plan. Accordingly, the decision of many top universities to eliminate the method of considering academic records is in line with the requirements of the 2018 General Education Program - students need to develop comprehensive knowledge and skills. Moreover, in the learning process, in many cases, students' scores are not substantial due to many subjective reasons. Therefore, eliminating the method of considering academic records and evaluating students through the Ministry of Education and Training's exams and the university's own assessment methods is more reasonable.
As of May 2024, there are 224 universities in Hanoi and Ho Chi Minh City that consider transcripts. With this form, according to general assessment, the entrance score is quite high, even many faculties of "top" universities have almost absolute scores. For example, the Digital Marketing major (Hanoi campus), Logistics and Supply Chain Management and Integrated Marketing Communications major (Ho Chi Minh City campus) of Foreign Trade University have an absolute score of 30.
