The Ministry of Finance issued Circular 12/2025 amending and supplementing a number of articles of Circular 40/2017 of the Minister of Finance regulating the regime of business trip expenses and conference expenses.
The circular clearly states that ministerial-level leaders are paid 4,000,000 VND/day for accommodation, regardless of destination. This is an increase of 1,500,000 VND compared to the current level and 1,000,000 VND compared to the draft at the end of 2024.
Deputy Ministers and equivalent positions are paid 2,000,000 VND/day for accommodation when working in a centrally-run city; 1,800,000 VND/day when returning to the provinces. This level is an increase of 700,000 - 900,000 VND compared to the current level.
Leaders with a position allowance coefficient of 0.8 - 1.2 on business trips to central cities will be paid a room rate of 1,200,000 VND/day; 800,000 VND if traveling to other provinces.
Officials, civil servants, public employees and workers on business trips to centrally-run cities are paid a room rate of VND 1,400,000/day for two people and VND 1,100,000 when traveling to other localities.
The Circular of the Ministry of Finance also increases the accommodation allowance, which is an additional support for business travelers in addition to the salary paid by the agency. This amount is calculated from the start date until the end of the business trip.
Accordingly, the accommodation allowance is increased to 300,000 VND/day, an increase of 100,000 VND compared to the current level.
In case of a one-day business trip (going and returning within the same day), the head of the agency or unit shall decide on the accommodation allowance based on the following criteria: Actual number of hours spent on business during the day (including time spent on the road), distance traveled and must be specified in the internal spending regulations of the agency or unit.
Cadres, civil servants, public employees and workers on the mainland who are sent on business trips to perform duties at sea or on islands are entitled to a residence allowance of VND 400,000/person/day of actual work at sea or on islands (applicable to both working days at sea or on islands and days of travel to and from sea or on islands). The old regulation was VND 250,000/person/day.
In case a number of specific sectors have been prescribed by competent authorities regarding the regime when going on business trips at sea or on islands, the highest prescribed regime (accommodation allowance or compensation) can be selected to pay for the person going on business trips.
Circular No. 12/2025 takes effect from May 4.
