According to the Central Inspection Committee, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung "violated to the extent that disciplinary action must be considered" due to his involvement in AIC's violations.
On the afternoon of March 8, the Central Inspection Committee issued a statement stating that at its 37th session, the agency reviewed the inspection results when there were signs of violations against the Party Committee of the Ministry of Labor, War Invalids and Social Affairs.
The Central Inspection Agency found that the Party Committee of the Ministry of Labor, War Invalids and Social Affairs violated the principle of democratic centralism and working regulations; lacked responsibility, and loosened leadership and direction, allowing the Ministry and a number of organizations and individuals to seriously violate Party regulations and State laws in advising and implementing mechanisms and policies on vocational training; and in implementing bid packages implemented by the International Progress Joint Stock Company (AIC) and enterprises in the AIC ecosystem.
"The above violations have affected the implementation results of the Vocational Training Development Strategy, causing serious and difficult-to-remedy consequences; risking huge losses and wastes of money, assets of the State and social human resources, negatively affecting the reputation of the Party organization and State management agencies, to the point of requiring consideration and disciplinary action," the announcement stated.

The Central Inspection Commission concluded that responsibility for the above violations belongs to the Party Executive Committee of the Ministry of Labor, War Invalids and Social Affairs for the terms 2011-2016 and 2016-2021.
Individuals jointly responsible are: Mr. Dao Ngoc Dung, member of the Party Central Committee, Secretary of the Party Committee, Minister; Pham Thi Hai Chuyen, former member of the Party Central Committee, Secretary of the Party Committee, Minister.
Also responsible are: Nguyen Ngoc Phi, Huynh Van Ti, Doan Mau Diep, Le Quan, former members of the Party Executive Committee, Deputy Ministers; Nguyen Tien Dung, former General Director of the General Department of Vocational Training; Duong Duc Lan, Nguyen Hong Minh, former Party Committee Secretary, General Director of the General Department of Vocational Education; Truong Anh Dung, Party Committee Secretary, General Director of the General Department of Vocational Education; Pham Quang Phung, Party Cell Secretary, Director of the Department of Financial Planning, Ministry of Labor, Invalids and Social Affairs.
Related to the above violations are also the responsibilities of a number of other party organizations and party members.
The Central Inspection Commission requested the Party Executive Committee of the Ministry of Labor, War Invalids and Social Affairs and Party organizations in a number of relevant units to coordinate, direct the review, consider responsibilities, and discipline Party members who have violated their authority, and report the results to the Commission.
Mr. Dao Ngoc Dung, 62 years old, grew up as a youth union cadre, served as Secretary of the Nam Ha Provincial Youth Union (formerly), then held the position of First Secretary of the Central Youth Union. Before becoming Minister of Labor, War Invalids and Social Affairs in April 2016, he held the positions of Standing Deputy Secretary of the Provincial Party Committee, Secretary of the Yen Bai Provincial Party Committee, and then Secretary of the Party Committee of the Central Agencies for the 2011-2015 term. He was a member of the Party Central Committee from the 10th to 13th terms, and a National Assembly delegate for the 14th and 15th terms.
Over the past two years, AIC has been continuously investigated for bidding violations in its units and localities. Most recently, the former Secretary and Chairman of Bac Ninh Province was arrested on charges of violations related to the bid-rigging case at the Medical Construction Project Management Board under the provincial Department of Health.
Previously, at the end of December 2023, many AIC leaders and officers were accused of wrongdoing in a case that occurred at the Vietnam Computer Emergency Response Center VNCERT, Ministry of Information and Communications.
In 2022, violations at Dong Nai General Hospital, Quang Ninh Department of Health, Ho Chi Minh City Biotechnology Center related to AIC were investigated. AIC Chairman Nguyen Thi Thanh Nhan was accused of violations in 5 cases but fled, was internationally wanted, and was tried in absentia in a number of cases.
