At the spring meeting of typical state-owned enterprises on the morning of March 3, Minister of Industry and Trade Nguyen Hong Dien said that regarding some opinions related to the mechanism for developing rooftop solar power, the total power source of the country by 2030 has been clearly determined, in which the power source structure is clearly allocated. If we now strongly develop rooftop solar power while not being able to regulate it, not having enough base power source to ensure stable mobilization of the power system, this is a challenge.
"Countries around the world, even developed countries, cannot develop rooftop solar power spontaneously or massively," said Mr. Dien.

According to Minister Dien, if rooftop solar power is not on the grid, does not depend on the national power system, and does not use national power sources, then that is normal, but if it uses national power sources and exploits and develops rooftop solar power, that is a huge challenge for the electricity security of each country.
Previously, Mr. Dang Hoang An, Chairman of Vietnam Electricity Group (EVN), said that after 69 years of development, Vietnam's electricity industry has the largest power system in Southeast Asia. Vietnam's electricity output has also increased for many consecutive years, from 2010 to 2019, our electricity growth rate was 10.35%.
In 2023 alone, it increased by 4.56%, with the country's electricity output reaching 280.6 billion kWh. EVN's investment volume reached VND 90,997 billion, disbursed VND 87,545 billion, the highest among State-owned corporations and groups. 146 projects were started, and 163 projects with 110-600kV voltage were completed.
Currently, EVN supplies electricity to 11/12 island districts nationwide, including Truong Sa island district. The rate of people nationwide with access to electricity is 99.74%. In rural areas, the rate of households with access to electricity is 99.6%.
In 2023, EVN and its affiliated units will pay the state budget 21,000 billion VND.
"However, EVN's performance of its tasks in 2023 also faced many difficulties, including a power shortage in May and early June, which lasted only 2-3 days in the North but greatly affected the lives, production and business of people and businesses. This is a profound lesson that EVN is continuing to analyze, dissect, and take remedial measures to better perform its tasks in the coming time," said Mr. Dang Hoang An.
According to the Chairman of EVN, in 2024, the Group is committed to ensuring enough electricity for production, business and people's daily life, to meet the GDP growth target of 6-6.5%, and not to let there be a power shortage in any situation as directed by the Prime Minister.
EVN has prepared a scenario of high growth in electricity demand (9.18% or higher), the total system's electricity output could reach 306.4 billion kWh (an increase of 26 billion kWh compared to 2023).
In addition, EVN also strives to balance finances; ensure employment and workers' lives; implement drastic and effective measures to improve labor productivity; make operations transparent, fight corruption and negativity, increase responsibility to the community and society, and better serve customers.
"The Group is focusing on amending working practices, amending and replacing internal management regulations and rules in the direction of increasing decentralization, delegation of authority, and delegation of authority associated with responsibility; strengthening ideological and ethical education for cadres, party members, and workers; and the responsibility of setting an example and daring to take responsibility of leaders at all levels," the EVN chairman emphasized.
