The addition of a residential underpass on the North-South expressway through Tan Phuc village, Kim Song Truong commune (Can Loc, Ha Tinh) helps people travel conveniently for production and visiting graves.

Thang Long Project Management Board (Ministry of Transport) - the investor of the North - South expressway component project, Eastern phase 2021 - 2025, Bai Vot - Ham Nghi section, is assigning the design consultant to consider adding a civil underpass at Km483 + 966 of the expressway section through Tan Phuc village, Kim Song Truong commune, Can Loc district.
Previously, Tan Phuc villagers and Kim Song Truong commune authorities petitioned the Provincial People's Committee, Thang Long Project Management Board and relevant agencies and units to add more underpasses on the North-South expressway section passing through the area to facilitate farming and visiting graves.
The reason is that the road that 100 households in Tan Phuc village often use for farming, burying the dead and visiting graves has been cut off by the highway. This causes many inconveniences for people traveling, while most of the agricultural land and graves are located on the other side of the highway.

Deputy Director of Ha Tinh Department of Transport Le Anh Son said: Implementing the direction of the Provincial People's Committee, the unit has coordinated with the Thang Long Project Management Board, local authorities and related units to inspect, resolve and respond to the petitions of citizens of Phuc Tan village, Kim Song Truong commune.
After the actual inspection, the parties agreed to add an underpass at Km483+966 on the Bai Vot – Ham Nghi expressway section with a width of 4m and a clearance height of about 2m. Thang Long Project Management Board is responsible for carrying out the procedures for implementation.
According to information from the Thang Long Project Management Board, in the case of only adding underpasses, the funding source for implementation is not too large. However, if technical factors have to be changed (raising the road with underpasses, adding the area of land clearance, increasing the volume of road embankment...), the total investment will increase significantly. Currently, the investor is requesting the consulting unit to study adding underpasses in the direction of not raising the highway's foundation.
