Ministry of Transport gives opinions on 2 important projects of Long Thanh airport

TPO - The Ministry of Transport has just sent a document to the Department of Planning and Investment and Vietnam Airports Corporation regarding investment procedures for runway 2 and leveling the area of ​​passenger terminal T3 of Long Thanh International Airport.

In this document, the Ministry of Transport (MOT) said that it had received the report No. 3434/TTr-TCTCHKVN dated August 15, 2024 from the Airports Corporation of Vietnam (ACV) on the appraisal of the pre-feasibility study report of the Project to build runway No. 2 and level the ground for the T3 passenger terminal area of ​​Long Thanh International Airport. After review, the MOT gave some opinions.

Regarding investment procedures, according to the proposed content, ACV plans to separate the two investment contents into separate projects and submit them to the Prime Minister for approval of the investment policy, in which component project 1 is the construction of runway 2, which ACV mobilizes development investment capital for investment, and component project 2 is the leveling of the T3 passenger terminal area, proposed to use public investment capital from the Ministry of Transport.

According to the Ministry of Transport, the Long Thanh International Airport project was decided by the National Assembly in Resolution No. 94, in which the project was divided into 3 investment phases.

Phase 1 will invest in the construction of 1 runway and 1 passenger terminal along with synchronous auxiliary items with a capacity of 25 million passengers/year and 1.2 million tons of cargo/year; completed and put into operation by 2025 at the latest. Phase 2 will continue to invest in the construction of 1 more open-configuration runway in the South of the airport.

The Ministry of Transport believes that ACV's proposal to invest in runway 2 at this stage is not suitable in terms of timing and location according to the investment scale decided by the National Assembly. "ACV's proposal is a case of changing the investment scale approved by the National Assembly, so it is necessary to carry out the procedure of submitting and approving the adjustment of the project's investment policy. On that basis, the Prime Minister will approve the adjustment of component project 3 to add this item," said the Ministry of Transport.

The Ministry of Transport believes that the proposal to build Road No. 2 in phase 1 is inappropriate.

Regarding the proposal to level the ground of the T3 passenger terminal area, the Ministry of Transport knows that this is not the main investment scale of the project phase 1. The addition of this content does not fall under the case of adjusting the investment policy but falls under the case of adjusting and supplementing the investment scope of phase 1 approved by the Prime Minister in Decision No. 1777 on approving the Long Thanh International Airport Construction Investment Project phase 1.

Regarding the use of capital to implement this item, the Ministry of Transport found that from the beginning, ACV had developed a business plan, accumulated funds to implement phase 2 of the project and oriented for phase 3. This content has been explained many times by the Ministry of Transport and ACV to the State Appraisal Council and National Assembly deputies. The investment in the leveling of the T3 passenger terminal in the later phase is aimed at avoiding affecting the exploitation of phase 1 of ACV and creating favorable conditions for ACV to implement the next phase.

"Currently, the Ministry of Transport's public investment capital for the 2021-2025 period is no longer available to implement this project; if it is implemented in the 2026-2030 period, it will not ensure the required completion schedule. Therefore, the unit performing the leveling work of the T3 passenger terminal should be implemented by ACV to ensure consistency as well as implementation progress," said the Ministry of Transport.

Based on the analysis, the Ministry of Transport requested ACV to review and update the total investment of Component Project 3 to study and supplement the above items (runway 2, leveling of passenger terminal T3) with ACV as the investor to ensure convenience in procedures, capital sources, and investment progress. In case the total investment of Component Project 3 exceeds, ACV needs to report and seek consensus from the State Capital Management Committee at enterprises as a basis for submitting for appraisal and approval of supplementation.

Previously, ACV proposed that the Ministry of Transport recommend that the competent authority consider constructing the second runway of Long Thanh airport (in phase 2) in phase 1. According to ACV, this will help take advantage of the infrastructure currently serving the construction of phase 1 and will not affect flight operations when the port is put into operation. The construction of the project will take about 12 months from the second quarter of 2025 to the end of the fourth quarter of 2026. The project will be put into operation and collect fees to recover capital from the first quarter of 2027.

ACV stated that the total investment for the project is about 5,410 billion VND, of which the construction of runway No. 2 is about 3,410 billion VND and the leveling of the T3 passenger terminal area is about 2,000 billion VND.
