On February 1 (the 4th day of the Lunar New Year), the People's Committee of Binh Duong province held the groundbreaking ceremony for the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project through Binh Duong province.
Attending the groundbreaking ceremony of this key highway infrastructure project were Prime Minister Pham Minh Chinh, Deputy Prime Minister Tran Hong Ha and leaders of central ministries and branches.
The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway project through Binh Duong province is over 52 km long, planned with a scale of 6 expressway lanes, designed speed of 100 km/h. This is the first expressway connecting Ho Chi Minh City with Binh Duong, Binh Phuoc and continues to connect with Gia Nghia - Chon Thanh Expressway to connect to the Central Highlands.
Phase 1, the project is invested with a scale of 4 expressway lanes, continuous emergency lanes along the entire route, roadbed width of 25.5m. The total investment is more than 8,833 billion VND, implemented under the public-private partnership (PPP) method. Implementation period is 36 months from the effective date of the contract.
The investor consortium includes the Industrial Development and Investment Corporation (Becamex IDC), the Infrastructure Development Joint Stock Company (Becamex IJC), the Becamex Binh Phuoc Infrastructure Development Joint Stock Company (BCMC) and the Deo Ca Group Joint Stock Company.
Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh welcomed the proactive spirit of the Becamex - Deo Ca investor consortium and commented that these are capable and experienced units.
“I believe that with the capacity and experience of the Becamex and Deo Ca consortium, we will do well and soon complete the Ho Chi Minh City - Thu Dau Mot - Chon Thanh project,” Prime Minister Pham Minh Chinh assessed, and at the same time requested consulting units, state agencies, and localities to implement seriously, openly, transparently, and not to let any negativity happen.
It is known that the consortium of investors of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project is a combination of units in the Becamex ecosystem - a key enterprise of Binh Duong province and Deo Ca Group - a leading unit in Vietnam in the field of investment, general contractor, and operation management of traffic infrastructure projects.
Becamex is a state-owned enterprise that plays a key role in the socio-economic development and industrialization of Binh Duong province, making an important contribution to making Binh Duong a leading manufacturing center of Vietnam.
Deo Ca Group is the largest investor in road infrastructure projects in Vietnam. As of early 2025, this unit has invested in and completed the construction of more than 30 km of road tunnels, 410 km of highways and national highways, 6 large bridges and managed 18 BOT toll stations nationwide.
Typical key projects such as Deo Ca Tunnel, Co Ma Tunnel, Cu Mong Tunnel, Hai Van 2 Tunnel, Bac Giang - Lang Son, Trung Luong - My Thuan, Cam Lam - Vinh Hao Expressways, etc., after being put into operation, will contribute to improving the connectivity of the North - South transport system, promoting the socio-economic development of localities in particular and the whole country in general.
In addition, Deo Ca Group is the investor of the Dong Dang - Tra Linh expressway project and the Huu Nghi - Chi Lang expressway project with a total investment of more than VND 25,300 billion (started in 2024, expected to be completed in 2026), and Deo Ca is currently implementing construction at the projects Quang Ngai - Hoai Nhon, Chi Thanh - Van Phong, Khanh Hoa - Buon Me Thuot, Ho Chi Minh City Ring Road 3, Long Thanh Airport connection route, etc.
Within the framework of the project groundbreaking ceremony, Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway Joint Stock Company (project enterprise) and Vietcombank, Vietinbank, BIDV signed a credit financing agreement for the project.
The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway connects Ho Chi Minh City Ring Road 3 to Chon Thanh town (Binh Phuoc province), creating development momentum for the Southeast region, expanding urban and industrial space.
When the Chon Thanh - Gia Nghia expressway is completed, it will continue to connect with the Central Highlands region, creating regional connectivity, promoting socio-economic development, while ensuring national defense and security. The project also contributes to realizing the goal of 5,000 km of expressway set by the Party and Government in the 2021-2030 period.
