(NLDO) - Inspecting the construction progress of Long Thanh airport, Prime Minister Pham Minh Chinh stated that by 2025, the project must be basically completed.
On February 1 (the 4th day of the Lunar New Year), Prime Minister Pham Minh Chinh inspected the construction progress of Long Thanh airport (Dong Nai province) and gave Tet greetings and lucky money to construction units and workers. Accompanying him were Deputy Prime Minister Tran Hong Ha and representatives of central ministries and branches.
According to the report of the Ministry of Transport, Component Project 1 (headquarters of agencies) has had 4/5 projects started and committed to be completed before December 31, 2025.
Component 2 project (air traffic management works) is scheduled to be completed before December 31, 2025.
Component 3 project invested by ACV (Airports Corporation of Vietnam), by the end of December 2024, 3 basic packages were completed, many packages are under construction, selecting construction contractors, and appraising technical designs.
ACV worked with the contractor to request to speed up the construction. All parties also made efforts to complete the packages 3-5 months ahead of schedule.
As for component project 4, the units are also making efforts to speed up to reach the finish line on time.
In his speech, Prime Minister Pham Minh Chinh acknowledged the efforts of relevant ministries, branches, agencies and localities in implementing the project, and praised the enthusiasm for the work with nearly 4,000 cadres and workers staying at the construction site during Tet.
Prime Minister Pham Minh Chinh emphasized that the Long Thanh airport project is an important national project, the largest airport project in our country, of great significance, especially in the context of Tan Son Nhat airport being overloaded with thousands of flights per day. The completion of Long Thanh airport is also a practical way to celebrate the 14th National Party Congress and major holidays in 2025.
Stating that the target has not changed compared to the previous direction, which is to basically complete Long Thanh airport by the end of 2025, the Prime Minister requested ministries, branches, localities, units and ACV to urgently implement the Prime Minister's direction at the meeting on January 25 and according to their functions, tasks and powers; review and rebuild the progress critical path according to the target to deploy the work and monitor, inspect and supervise the project investment and construction process, promptly handle problems and arising issues according to their authority, and report urgent issues beyond their authority.
Assessing that component project 3 is still the most difficult and burdensome part, the Prime Minister requested ACV and relevant agencies to increase machinery, human resources, construction, and equipment installation with 3 shifts, through holidays, Tet, and holidays, "eating quickly, sleeping urgently", "overcoming the sun, overcoming the rain, not losing to storms"; increase subcontractors, mobilize the police, army, and trade unions... with tasks that can be done such as cleaning and restoring the environment.
Regarding the issue of raw materials, the Prime Minister requested that next week, Dong Nai meet with ministries, sectors, investors, and contractors to thoroughly resolve the problems related to the supply of raw materials in the spirit of providing directly to contractors, without intermediaries; reclaim mines that have expired or are operating improperly, taking advantage of the situation of hoarding, profiteering, and price gouging; and strictly handle cases as a deterrent. The Ministry of Public Security must get involved in this work.
Regarding difficulties and problems, ministries, localities, investors, contractors, etc., report to Deputy Prime Minister Tran Hong Ha for immediate resolution.
The Prime Minister also assigned Deputy Prime Minister Tran Hong Ha to convene monthly meetings with relevant entities to urge, direct and resolve arising issues.
Regarding connecting traffic, the Prime Minister agreed to implement the connecting road project, the metro line connecting Tan Son Nhat airport and Long Thanh airport under the turnkey method. The Prime Minister requested the investor and contractors to control the progress, the spirit of assigning 5 clear tasks; "clear people, clear work, clear responsibility, clear progress, clear products"; strengthen inspection and supervision to avoid corruption and negativity; reward and discipline strictly. Strengthen labor safety assurance on the project; if any mechanism, policy is needed, or there is a lack of capital, it must be reported to the competent authority.
Speed up construction and remove obstacles for Ring Road 3 project
On the same afternoon, Prime Minister Pham Minh Chinh and his delegation visited and encouraged engineers and workers working through Tet at Nhon Trach Bridge (part of component project 1A of Ho Chi Minh City Ring Road 3).
Reporting to the Prime Minister, Mr. Tran Van Thi, Director of My Thuan Project Management Board (PMU), said that the 1A component project is 8.22 km long, including 6.30 km through Dong Nai province and 1.92 km in Ho Chi Minh City. Up to now, the total progress of the entire project has reached 85.1%, exceeding the contract by 8.4%.
Although the project progress is good, the Project Management Board and the contractor still organize construction during Tet to ensure progress, striving to complete the project by April 30.
To promptly connect the Ho Chi Minh City - Long Thanh Expressway, Ring Road 3 with Nhon Trach Bridge, Ho Chi Minh City and localities are accelerating construction. In particular, focusing on construction of two branches at the intersection between component project 1A and the Ho Chi Minh City - Long Thanh Expressway.
At the same time, the section from the expressway to Tan Van intersection is also striving to be technically open to traffic in 2025. Other sections through Dong Nai, Long An, and Binh Duong will also be basically completed in 2025 and put into operation in 2026.
Meanwhile, reporting the entire Ring Road 3-HCMC project to the Prime Minister, the HCM City Traffic Construction Investment Project Management Board proposed to speed up the exploitation progress of 6 sand mines in Ben Tre and Tien Giang, so that in the first quarter of 2025, sand can continue to be brought to the Ring Road 3 construction site.
Specifically, regarding stone, the project needs 1.6 million m3 , the representative of the Traffic Department proposed that the two provinces of Binh Duong and Dong Nai support speeding up procedures in 2025 to ensure the target volume.
The Prime Minister highly appreciated the efforts of the investor, contractors, engineers and workers who have stayed at the construction site over the past time, especially during Tet.
The Prime Minister encouraged efforts to continue to shorten the completion time by April 30, 2026 (the original plan was June 30, 2026). In addition to progress, special attention must be paid to project quality and the lives of workers and laborers.
Regarding Ho Chi Minh City's proposal on sand mines in Tien Giang and Ben Tre, the Prime Minister requested the Government Office to issue a separate notice on immediately providing sand mines to Ho Chi Minh City to implement the project.
Provinces and cities coordinate closely with each other during project implementation. Any problems must be reported immediately to Deputy Prime Minister Tran Hong Ha for handling, without prolonging the process.
