Spring in Hai Phong
A new Spring is coming to the Port City. From the countryside to the city's urban areas, everywhere you can see the bustling, bustling atmosphere. Daily life seems to be more urgent, more bustling and more fun.
Looking back proudly, from the first day of 2025, the countdown festival with a television bridge with major cities in the country has excited the people here. Friends, people across the country, and tourists know more, understand more and acknowledge the strong development of Hai Phong. The vivid numbers show that Hai Phong is still worthy of being ranked 3rd in the country.
A “city within a city” was officially born on January 1, 2025 - Thuy Nguyen city. The new An Duong district was also born on the same day. Opportunities opened up for growth poles in the Northeast and West of the City.
By 2025, Hai Phong aims for a GRDP growth rate of 12.5%. The city has achieved 10 consecutive years of double-digit growth, but if it wants to enter the club of Asia's leading cities according to Resolution No. 45/NQ-TW of the Politburo, Hai Phong needs many more decades of double-digit growth.

When the numbers are not only in the “estimated” stage, but have been “finalized”, Hai Phong is really proud of the past year. Accordingly, Hai Phong is one of the localities with the fastest economic growth rate in the country, with annual GRDP maintained at a high level. Notably, it has maintained 10 consecutive years of double-digit growth (2015 - 2024) and for the first time (2024) entered the top 5 provinces and cities with the largest economic scale in the country.
This city is always in the group of localities attracting the largest foreign direct investment (FDI) in the country. In 2024, Hai Phong attracted 4.94 billion USD of FDI capital, ranking 2nd in the country. To date, Hai Phong has more than 1,020 FDI projects with a total registered capital of over 33.8 billion USD from 39 countries and territories. Trust has created a solid landing place for foreign investors when coming to Hai Phong.
2024 is also the first year that Hai Phong's budget revenue ranks 3rd in the country, with over 118,255.3 billion VND (after Ho Chi Minh City and Hanoi). The city has 137 communes meeting advanced new rural standards, 92 communes meeting model new rural standards, reaching 100% of the 2024 plan.
Not only focusing on economic development, the policy of "Investment in social security and welfare must go ahead of economic growth" is a special mark for the people of this city. That is developing social housing, workers' housing; exempting tuition fees for students at all levels; supporting policy beneficiaries is always at a high level compared to the national average. By the end of 2024, Hai Phong will officially have no poor households according to the national poverty standard.
Last year, Cat Ba archipelago was not only the pride of Hai Phong, but also of Vietnam when it was honored by UNESCO as the country's first inter-provincial world natural heritage along with Ha Long Bay. From here, the position and value of Cat Ba will be preserved, exploited, and further promoted in the economic and social life of Hai Phong.
Another success of Hai Phong is the spectacular breakthrough, exploiting advantages and potential, with the core being the solidarity, joint efforts, consensus and unanimity of all the people of the City.
New Era of the Port City
The year 2025 marks an important milestone in the country's development journey, marking a strong breakthrough in many fields. Hai Phong is joining the country in entering a new era, because this is the time when Hai Phong has many opportunities to realize its strategic goals, as well as make an important contribution to the overall development of the country.
Hai Phong is moving towards a modern urban government model to promote economic growth, improve social management and enhance the quality of life. The implementation of this model will not only help the City maximize its inherent potential, but also create momentum for Hai Phong to go further in the era of integration and digital transformation.
In particular, the National Assembly's promulgation of the Resolution on the organization of urban government in Hai Phong City will create a breakthrough, an important premise for Hai Phong to develop more strongly, be more autonomous, and make the most of its geopolitical position. The Resolution on the organization of urban government in Hai Phong City will take effect from January 1, 2025, and from July 1, 2026, the district and ward governments in Hai Phong City will only have the People's Committee, no longer the People's Council.
Then, implementing the direction of the Politburo and the Government, the Standing Committee of the Hai Phong City Party Committee agreed on the policy of reorganizing the apparatus of the City's political system. With the direction of the Central Government, the organizations after reorganization and consolidation will reduce 35-40% of the focal points, the remaining organizations will be arranged internally with a minimum reduction of 15% of focal points.
“The task of streamlining the organizational apparatus, restructuring the staff, and reducing the payroll is a revolution for the overall development of the City. Therefore, when implementing the task, we should have the mindset of revolutionaries, aiming to improve the efficiency, effectiveness, and performance of the organizational apparatus; taking as motivation the expectations and wishes of more than 2.2 million Hai Phong people for the breakthrough and growth of the City in the future,” Mr. Le Tien Chau emphasized.
Hai Phong has become more beautiful and modern. However, to be worthy of the region and continent, planning is still an extremely important and urgent factor. Therefore, the completion of two major plans, the Hai Phong City Planning for the period 2021-2030, with a vision to 2050, and the Hai Phong City Master Plan to 2040, with a vision to 2050, is a great driving force for development. The bottlenecks and bottlenecks have been gradually removed, creating transparency for Hai Phong's investment environment.
Mr. Nguyen Van Tung, Chairman of Hai Phong City People's Committee, always affirmed that urban planning and infrastructure development are among the most important factors that help Hai Phong not only develop sustainably, but also create a favorable, transparent and attractive investment environment. In the context of increasingly deep international integration and increasing environmental challenges, planning plays a role as a strategic tool to help the City optimize resources and improve the quality of life for people. At the same time, it strengthens connections with international partners in areas such as trade, technology and investment.
With the Prime Minister's decision to establish the Southern Coastal Economic Zone of Hai Phong in early December 2024, there will be many outstanding mechanisms and policies for Hai Phong to accelerate. It is a comprehensive economic zone following the green growth model, circular economy, sustainable development, forming a free trade zone, contributing to increasing foreign investment flows from ASEAN, EU, the United States, Japan, Korea, as well as supporting Hai Phong to connect deeply with the global supply chain. This is the premise to open up space for Hai Phong's development, creating momentum for the entire Red River Delta.
It can be seen that the turning point that changed the face of Hai Phong City is Resolution No. 32-NQ/TW and Resolution No. 45-NQ/TW of the Politburo. These resolutions have given wings to the dreams and ambitions of the City to gradually become reality. Hai Phong will be highly competitive, creating a stronger momentum and a fulcrum for the City to complete the tasks assigned by the Central Government, achieving the growth target of 15.65%/year or more in the period 2026 - 2030.
In the near future, Hai Phong will become the leading economic center in the North and Southeast Asia, one of the leading cities in seaports, industry, logistics and sustainable tourism. The people of the City always believe that!
