On the morning of November 20, the National Assembly discussed the draft Law on Teachers. Previously, Minister of Education and Training Nguyen Kim Son reported on the reception and explanation of the opinions of National Assembly deputies at the group discussion on the draft Law. Do teachers work less than civil servants and public employees? Some National Assembly deputies said that the actual time teachers spend in class is less than the working hours of civil servants and public employees. Therefore, the deputies suggested that it is necessary to fully assess the correlation between working time and income of these two groups. Regarding this, the Minister of Education and Training said that the regulation of the number of teaching hours/week for primary, secondary and high school teachers is calculated on the basis of economic and technical norms, educational programs, and tasks required by the job position associated with the professional activities of teachers. Accordingly, the professional activities of teachers include activities of preparing and organizing teaching, education, and assessment for learners; learning and training activities; scientific research; community service and other activities. Professional activities are expressed in the working regime of teachers and are converted into teaching hours, teaching periods per year or per week according to each level of education and training level, ensuring the 40-hour working week according to the Labor Code. "Thus, the regulation on the number of teaching periods/teaching hours per week does not mean that teachers only have the task of teaching according to the standard number of periods and ensuring the provisions of the law on labor like workers in other sectors and fields", the report stated. Each sector and field has its own specific professional activities. However, the Minister affirmed that there is no case of teachers working less hours than other civil servants and public employees. In addition, the Ministry assessed that the actual salary arrangement for teachers has not ensured a correlation with civil servants and public employees in other sectors. In addition, the teachers' salary table is rearranged to ensure correlation with civil servants and public employees in other sectors. In addition, teachers' preferential allowances are expected to be adjusted for preschool levels (increased by 10%) and primary schools (increased by 5%). Teachers recruited and ranked for the first time are ranked 1 higher in the administrative career salary scale system; Supplementing the beneficiaries of mobile allowances including teachers teaching in multiple schools... "The proposed contents mentioned above will still be implemented on the basis of current regulations on salaries and allowances. Regarding the contents of these regulations, the Drafting Agency will continue to research, evaluate and propose appropriate and feasible regulations," the report stated. Regarding the implementation of the new salary policy, state resources will be calculated specifically for each implementation stage, according to each content of the newly approved salary policy and are not within the scope of assessment of the draft Law on Teachers. In addition, the drafting agency has assessed the impact on the regulation "Teachers recruited and assigned salaries for the first time will be increased by 1 salary level in the administrative career salary scale system". According to the Ministry of Education and Training, this regulation stems from the fact that the starting salary of young teachers is still low, due to the nature of the profession, the opportunities for teachers to have additional income are very limited. The rate of teachers under 30 years old quitting or changing jobs in recent times is higher than that of other age groups. According to the Ministry, if the government does not have appropriate policies, it will be difficult to "retain" young teachers. To ensure that salary and allowance policies are focused, paid to the right subjects and ensure correlation with civil servants and workers in other sectors and fields, the drafting agency will continue to research, evaluate and propose appropriate and feasible regulations.
Proposal for preschool teachers to retire early According to the report, since the retirement age was increased to 62 for men and 60 for women according to the Labor Code, preschool teachers have had many concerns. The reduction of the retirement age of preschool teachers has also been of interest to many National Assembly deputies and their opinions have been expressed in the parliament. Therefore, the Law on Teachers stipulates that teachers in preschool education institutions, if they wish, can retire at a lower age but not more than 5 years older than the regulations and will not have their pension rate deducted due to early retirement. Regarding the policy of not having their pension rate deducted due to early retirement, the Drafting Agency will continue to research, propose amendments and supplements to related content to ensure the consistency and uniformity of the legal system and ensure the feasibility of implementing the policy in practice.
