Deputy Minister of Education and Training Hoang Minh Son said that to create fairness, the ministry is considering reducing the rate of early admission or eliminating the early admission form altogether.
Deputy Minister of Education and Training Hoang Minh Son said the ministry will consider reducing the rate or even eliminating the early admission method.
According to Mr. Son, early admission appeared 6-7 years ago from some training institutions. Around 2017, it started from a training institution that early admitted students based on academic records, achievements and other forms. After that, other training institutions were like "a race, rushing into a fierce competition".
Training institutions must prepare from the beginning of the year for enrollment and collecting application documents. Students in grade 12 run around to get certificates to prepare their application documents; high schools and teachers must confirm for this enrollment work.
"Everyone is working hard but the results are not high. According to the data, out of 8 candidates who passed the early admission exam, only 2 wanted to study. In other words, for every 2 candidates who passed the early admission exam, only 1 student enrolled because on average, 1 student has 4 wishes," said Mr. Son.
Early admission is both unfair and creates "virtual candidates"
According to the leader of the Ministry of Education and Training, when considering early admission, each school does it independently. When the Ministry of Education and Training conducts a general admission so that candidates can choose their wishes for schools and majors, "virtual candidates" are born.
In addition, each school and each industry cannot predict the virtual candidates, leading to schools wanting to consider admission early to meet the quota, having more early admission quotas, leading to uncertain determination of quotas and benchmarks. Usually, the benchmark for admission is lowered to have more candidates admitted.
This is the reason why the incorrect prediction of the admission rate causes great damage, and at the same time, there is no basis leading to the benchmark scores in the main admission round of some majors skyrocketing, creating unfair scores.
"Injustice leads to unassured quality. There are students with 25 points who are likely to be admitted, but then the standard score is raised to 26 points because some students were admitted through early admission," said Mr. Hoang Minh Son.
Another fact is that because of early admission, many students who have not completed the 12th grade high school program have rushed into the university admission process, which also leads to unfairness. Students who are qualified have studied the program in advance from the first semester, while all of them will not complete the high school program until May.
Besides, the negative impact is that many students have the mentality that once they are admitted, they no longer care about the high school curriculum. Some students just sit around in class or stop going to class because they know they are admitted.
Even some students who passed the entrance exam to grade 10 of specialized schools were confident of passing the university entrance exam and they only focused on studying what they liked, lacking comprehensiveness in the training process later on.
According to Deputy Minister Son, the Ministry of Education and Training believes that by adjusting and controlling this ratio, only students with outstanding abilities will be admitted directly or considered early. The rest will mostly participate in the Ministry's main exam.
With a limit of 20% of the early admission quota, the admission rate is about 5-7%, candidates focus on equal admission. "Many experts and admissions staff also suggest eliminating early admission. The ministry will consider this, consider whether to shorten this rate or eliminate early admission to create fairness," Deputy Minister Son said.
