The Ministry of Education and Training requests the People's Committees of provinces and cities to provide financial support for schools to organize meals for students in difficult circumstances and students at the end of secondary school.
The above content is stated in the official dispatch sent by the Ministry of Education and Training to localities on February 11, regarding strengthening the direction of general education.
Accordingly, the Ministry proposed that the Provincial People's Committee provide appropriate funding for schools to organize review and training for students, contributing to improving the quality of education, especially for students who still have difficulties in studying, final year students, disadvantaged groups, ethnic minority and mountainous areas, and areas with especially difficult socio-economic conditions.
Provinces and cities need to issue regulations and guidelines on extra teaching, extra learning, and primary school enrollment in their areas. At the same time, they need to strengthen inspection and examination to promptly detect, correct, and have appropriate solutions during the implementation process.

In addition, provinces and cities must ensure enough schools and classrooms, especially in big cities, industrial zones, densely populated areas and mountainous areas, ensuring fairness in access to education, all students of universal education age can go to school. Implement the correct recruitment of the assigned number of teachers, have solutions for places where there is a shortage of teachers, ensuring the principle of "where there are students, there must be teachers in the classroom".
The Ministry of Education and Training’s request was made in the context that schools and teachers must implement new regulations on extra teaching and learning. Specifically, schools are only allowed to give extra lessons to three groups: students who have not yet achieved their grades; students who are gifted; and final year students who voluntarily review for exams. This extra teaching is free.
Before this regulation, many schools stopped all extra teaching activities, making final year students worried when the transition period and university entrance exams are only a few months away.
In addition, the Ministry of Education and Training also requires schools to set up regular and periodic tests and assessments; to select students at the beginning of primary and secondary school levels and to take entrance exams for grade 10 in accordance with the requirements of the new general education program, and not to put pressure on students to take extra classes.
Schools must absolutely not slacken in organizing review and training for students with unsatisfactory academic results; organize for final year students to strengthen review for entrance exams and graduation exams according to the school's educational plan.
Schools also need to identify this as their responsibility to help students meet the requirements for each subject of each grade level according to the regulations of the 2018 general education program.
