To implement Resolution 57-NQ/TW on breakthroughs in science, technology, innovation and national digital transformation and to carry out its mission, vision and development strategy in the coming time, Hanoi National University has established the High-Tech and Innovation Park, with the goal of becoming a smart and modern science and technology center, leading trends, creating inventions and innovations with national brands.
The park will also be an important foundation to help Hanoi National University enhance its research capacity, apply high technology and improve training quality in key areas.
Associate Professor, Dr. Truong Ngoc Kiem, Director of the High-Tech and Innovation Park, shared about the Park's operating model, as well as the policies that Hanoi National University will implement so that the Park can truly become an innovation ecosystem, unleashing the creativity of scientists, unlocking resources, and creating key research products for the country.

Aiming at scientific and technological products with high practical applications
- Associate Professor, Dr. Truong Ngoc Kiem, can you share more about the operating model of the High-Tech and Innovation Park?
Assoc. Prof. Dr. Truong Ngoc Kiem: Hanoi National University is a multidisciplinary, multi-field, high-quality, high-level training, research, and knowledge transfer center, playing a leading, core role in the Vietnamese higher education system.
The implementation of Resolution No. 57-NQ/TW of the Politburo and the Action Program under Resolution 03 of the Government is of great significance for Hanoi National University to promote its pioneering role in research and training, contributing to the promotion of science, technology, innovation and digital transformation, and actively contributing to the socio-economic development of the country.
In order to effectively promote resources and unleash the potential of science and technology and contribute to the implementation of Resolution No. 57-NQ/TW, on January 13, 2025, the Director of Hanoi National University issued Decision No. 189/QD-VNU to establish the High-Tech and Innovation Park. This is a new organizational model, unprecedented in higher education institutions in Vietnam.
The park is a complex of science and technology organizations (institutes, research centers, laboratories, workshops, experimental production...), service units (training, skills development, transfer, intellectual property, incubators, consulting...) and businesses (VNU Holdings, Start-ups, Spin-offs, Investment Funds, Cooperation Offices of corporations, financial institutions...).
This is a “Lab to Market” ecosystem to incubate and develop scientific and technological products to meet social needs; incubate excellent scientists and research groups that meet international standards; promote domestic and foreign cooperation, especially with the business community; attract investment in R&D activities, transfer and commercialization of intellectual property, and develop Spin-off/start-up businesses.
The High-Tech and Innovation Park is also a strategic solution, in line with the development trend of science, technology and innovation of advanced countries in the world, of Vietnam and of Hanoi National University, as well as meeting the requirements of industrialization, modernization and international integration in the new development stage - the era of the Vietnamese nation's rise.


- What are the main professional directions that the High-Tech and Innovation Park will focus on implementing, sir?
Assoc. Prof. Dr. Truong Ngoc Kiem: In the immediate future, the main professional directions of the High-Tech and Innovation Park include: Information technology, AI & IOT applications, digital transformation; Chip technology, semiconductors and advanced components; Biotechnology serving agriculture and health sciences; High-tech agriculture and green transformation; Environmental technology and sustainable development; Chemical technology; Advanced materials; Energy; Quantum technology and applications.
Currently, Hanoi National University has diversified capital sources to invest in facilities and enhance capacity for the High-Tech and Innovation Park at the interdisciplinary research area with a total area of 22.9 hectares and a floor area of 110,000 square meters to develop an advanced research complex focusing on core and cutting-edge technologies.
From there, we aim to create scientific and technological products with high practical applications, with the potential to transfer and commercialize into national products serving the socio-economic development of the country. In 2025, the Park plans to develop new excellent research centers including: Institute of Artificial Intelligence Applications, Institute of Semiconductor Technology and Advanced Materials, Institute of Stem Cells and Regenerative Medicine, Institute of Environmental Technology, Institute of Quantum Research.
3 main tasks to become a smart, modern center of science and technology
- Can you tell us the main tasks that the High-Tech and Innovation Park will focus on implementing in the coming time?
Assoc.Prof.Dr. Truong Ngoc Kiem: The park is built and developed with the goal of becoming a smart, modern science and technology center, leading trends, creating inventions and innovations with national brands. To achieve this goal, the Board of Directors of Hanoi National University assigned 3 main tasks.
Firstly, this is a place to attract resources and create favorable conditions for research and development (R&D), training, incubation, start-up, innovation, technology transfer, and production of high-tech products in key and spearhead fields according to the development orientation of Hanoi National University.

Second, the Park is an ideal environment to attract high-quality human resources, domestic and international experts, improve endogenous capacity in science and technology for training, research, innovation and technology transfer for production, incubate high-tech enterprises, contributing to the formation of a modern production force, bringing the country into a new era, the era of national development.
Third, this is a hub for cooperation between research institutes - universities - domestic and foreign enterprises; linking training - research - production to create products with Vietnamese brands. The park is also a place to connect Vietnam with the world on the basis of effectively combining production and business with research, receiving and transferring knowledge, applying and developing high technology, creating a driving force to promote industrialization and modernization of the country.
- As you shared, the High-Tech and Innovation Park is a new organizational model, unprecedented in higher education institutions in Vietnam. So how will this model promote, concentrate and “resonate” the resources and potential of science and technology at Hanoi National University?
Assoc. Prof. Dr. Truong Ngoc Kiem: Hanoi National University is a leading multidisciplinary, multi-field, high-quality, high-level training and scientific research center in the country, and is among the top 1,000 universities in the world. With a strong team of scientists, Hanoi National University has been developing many important and key fields of science and technology, both academically and in application.
Hanoi National University currently has 12 member and affiliated universities, 5 research institutes, 213 laboratories in various fields. Of which, there is 1 state-level key laboratory, 10 Hanoi National University-level key laboratories, 45 strong research groups at Hanoi National University level with quality criteria equivalent to strong national research groups, some approaching international standards.
The member units and affiliated units of Hanoi National University are all prestigious educational, training, scientific research and knowledge transfer institutions with high status and prestige not only domestically but also regionally and internationally. By establishing the Park as a hub/platform in the field of science and technology, Hanoi National University hopes to provide another channel to support schools, research institutes, scientists and research groups.
For schools and institutes, the investment of Hanoi National University in shared facilities and equipment, especially the modern machinery system in the direction of interdisciplinary and inter-field located at the Park will help units save investment costs while having more good conditions for training, especially postgraduate training as well as conducting in-depth research, increasing the results and efficiency of scientific and technological activities.
Units that jointly exploit facilities will help increase efficiency, optimize resources, save costs, prevent waste, and have funds for maintenance, repair, and upgrades during use.
For scientists and research groups, there will be more opportunities to cooperate with domestic and foreign experts to solve major problems, develop expertise, satisfy passion for scientific research, and master technology based on exploiting and using the system of modern facilities and machinery shared at the Park.
At that time, like many universities in advanced countries in the world, scientists will be permanent lecturers of the units, teaching specialized subjects at the school and concurrently doing research at the laboratories and research institutes of the park. The scientific and technological products (articles, inventions, useful solutions...) created will still belong to the unit, and will be calculated based on the KPIs and competitive achievements of the unit.

Will apply high-level investment and key investment mechanisms
- What superior policies will Hanoi National University implement so that the Park can truly become an innovative ecosystem, unleashing the creativity of scientists and unlocking resources to create key research products for the country, sir?
Assoc. Prof. Dr. Truong Ngoc Kiem: Hanoi National University always focuses on developing breakthrough policies associated with developing high-quality human resources.
Hanoi National University will apply a high-investment mechanism, key investment through the Park for scientists and research groups with application orientation, research ordered by enterprises or with core technology and incubating strategic products. We are considering a pilot allowing scientists to preside over more than 1 scientific task, as long as they commit to completing the task on schedule and product quality according to regulations.
One of the most difficult and time-consuming tasks for scientists is to carry out administrative procedures, payment and disbursement processes for implementing scientific tasks. This issue will be supported by the Park to the maximum and there will be specialized personnel to take charge so that scientists can feel secure and focus on their professional work.
In addition, the Park will be an innovation ecosystem, in addition to science and technology organizations, there will also be intermediary organizations, service/service units, funds, investors, and businesses. Scientists and research groups operating here will strengthen networking, closely link research with the market and solve practical problems, cooperate extensively with businesses, attract private investment in R&D, promote the transfer and commercialization of science and technology products, develop spinoff/startup businesses, etc.
Currently, the Park is gathering opinions from scientists and research groups to report to the Standing Committee of the Party Committee and the Board of Directors of Hanoi National University on piloting new policies to remove barriers and difficulties to unleash the creativity of scientists, unlock resources and attract investment in R&D to develop core technologies and strategic products.
Some proposals are being submitted for consideration to attract foreign experts, over-age experts, and experts from outside of Hanoi National University to participate in the profession as senior experts (Adjunct/ visiting/ fellow professor, senior lecturer) or to participate in consulting and management (co-director, co-director of key laboratories).
In addition, there is a "co-institutional" policy for experts and scientists working at schools/institutes of Hanoi National University; pilot policies on investment, funding, capacity building for scientists and strong research groups; policies on streamlining administrative procedures, methods of managing science and technology tasks...
In particular, Hanoi National University is considering applying Sandbox in the spirit of Resolution 57 in the Park. Sandbox is a pilot mechanism and policy framework that allows institutes, research centers, and businesses to test new technologies and new business models (without knowing how to manage them) in a practical environment but with controlled scope and time, under the supervision of management agencies and with appropriate risk contingency plans.
Hanoi National University believes that the Park will be a good environment to create, support and accompany scientists, research groups, schools/institutes and partners to join hands to contribute to the development of Hanoi National University, the development of science and technology, education and training in the country.
