Ministry of Public Security organizes seminar on UPR mechanism

The seminar aims to raise awareness and effectiveness of participation in the UPR Mechanism of the Ministry of Public Security in particular and Vietnam in general in the upcoming UPR cycles.

On May 31, in Phu Yen, the Department of Foreign Affairs, Ministry of Public Security organized a seminar on the United Nations (UN) Universal Periodic Review Mechanism on Human Rights - UPR chaired by Major General Nguyen Van Ky, Deputy Director of the Department of Foreign Affairs.

The seminar was attended by more than 100 delegates from units and localities under the Ministry of Public Security, aiming to raise awareness and effectiveness of participation in the UPR Mechanism of the Ministry of Public Security in particular and Vietnam in general in the upcoming UPR cycles.

The seminar was attended by Associate Professor, Dr. Nguyen Thi Thanh Hai, Deputy Director of the Institute of Human Rights; Mr. Nguyen Vu Minh, Deputy Director of the Department of International Organizations, Ministry of Foreign Affairs and leading experts on human rights.

The speakers provided general information about the UPR mechanism; the impact and influence of the mechanism on Vietnam; assessed the reports of UN agencies and non-governmental organizations; the process of developing and presenting reports at the UN Human Rights Council, especially updating the situation and results of the dialogue session under the UPR mechanism cycle IV of Vietnam on May 7 in Geneva, Switzerland...

The UPR is one of the most important mechanisms of the UN Human Rights Council, with the task of reviewing the human rights situation in all UN member countries, thereby promoting countries to fully implement their obligations and commitments on human rights with the principles of dialogue, cooperation, equality, objectivity and transparency.

In that spirit, Vietnam has seriously participated in the UPR cycles over the past 18 years - since the UPR Mechanism was established (2006 - 2024) and fully implemented the recommendations that Vietnam accepted.

Aware of the significance of the UPR mechanism, the Ministry of Public Security always attaches importance to the implementation of recommendations, considering this not only as the implementation of the responsibilities and obligations of the Ministry of Public Security in state management in the field of national security and social order and safety, strengthening international cooperation in the field of democracy and human rights, but also as an opportunity for agencies and units in the Ministry of Public Security and local Public Security to comprehensively review policies, laws as well as the practical process of ensuring human rights in public security work.

From there, draw experiences, discover unreasonable things in the State's policy and legal system, and practical shortcomings that may affect citizens' enjoyment of human rights. On that basis, propose to the Government to amend and supplement to perfect the legal system on human rights.
