The Ministry of Education and Training requires universities to choose the subject combinations for admission based on the requirements of basic knowledge and core competencies that candidates need to have to study.

Subject combinations must be based on the basic knowledge and core competencies required by the field of study. In particular, the group of pedagogical majors needs to have clear regulations on the corresponding subject knowledge. Training institutions are responsible for explaining the scientific and practical basis in determining the admission method, admission method and admission combination.

The Ministry of Education and Training noted that from 2025, high school students will study under the new general education program and will be able to choose their own subjects. Therefore, if a combination that does not contain core subjects is used, it may result in candidates being admitted but never having studied that subject during their 3 years of high school.

Some schools have recently caused controversy when enrolling students in the Medical major without Biology, or the History Pedagogy major but the combination lacks History. Hoa Binh University enrolls students in the Medical major with the combination D01 (Math, Literature, English), A01 (Math, Physics, English)... Hanoi Capital University enrolls students in the History Pedagogy major with the combination D01, C04 (Math, Literature, Geography), C14 (Math, Literature, Economics & Law Education).

The fact that training institutions enroll students in some majors with combinations that do not include major subjects has many people worried that it will affect students' learning as well as training quality.

The Ministry of Education and Training affirmed that it will resolutely rectify violations of regulations and at the same time require schools to strictly comply with current regulations and guidelines. The organization of enrollment must aim to ensure training quality, create fairness for candidates and meet the requirements of innovation of the new general education program.
