On April 5, in New York, Deputy Minister Le Quoc Hung and the delegation had a working session with UN Deputy Secretary-General in charge of peacekeeping Jean-Pierre Lacroix and UN Police Commander Faisal Shahkar.
The United Nations highly appreciated the team of officers sent by the Ministry of Public Security to participate in the peacekeeping police force in recent times, especially the establishment of the Peacekeeping Police Unit No. 1, demonstrating the commitment of the Party, State, and Ministry of Public Security of Vietnam to international friends in actively and responsibly participating, contributing to maintaining peace, stability, and development in the region and the world. The United Nations hopes that the Ministry of Public Security will continue to send highly qualified officers, meeting the criteria to participate in United Nations peacekeeping activities, especially female officers.

Deputy Minister Le Quoc Hung proposed that the United Nations share experiences, provide guidance, documents, and textbooks for the Ministry of Public Security to build a training center for officers participating in UN peacekeeping operations, contributing to improving qualifications and increasing the number of participating officers.
*Previously , in Washington DC, in addition to the activities of Deputy Prime Minister Le Minh Khai, on April 4, Deputy Minister Le Quoc Hung and the delegation had bilateral meetings with a number of partners of the Ministry of Public Security in the United States such as: Ministry of Homeland Security, Diplomatic Security Service (Ministry of Foreign Affairs), technology corporations Asia Group and Space X.
At the working session with Mr. Robert Silvers, Under Secretary for Policy, US Department of Homeland Security, the two sides agreed on the need for legal frameworks to facilitate cooperation in law enforcement between the two countries; actively complete the final procedures to move towards signing the "Memorandum of Understanding on Cooperation in Combating Transnational Crime" between the two Ministries.

Regarding cooperation in crime prevention and control, the two sides pledged to continue to coordinate in fighting special cases, investigating and prosecuting; sharing information and experience in fighting crimes related to the two countries, especially crimes of human trafficking, drug smuggling, sexual abuse of children and women, etc.

Deputy Minister Le Quoc Hung suggested that the US Department of Homeland Security continue to support the US Department of State in objectively assessing the human trafficking situation in Vietnam and acknowledging Vietnam's efforts in preventing and combating human trafficking crimes.

Mr. Robert Silvers asked the Vietnamese Ministry of Public Security to support the Angel Watch Program, an early warning program for human trafficking and child sexual abuse, which has been effectively implemented in Vietnam, contributing to affirming Vietnam's efforts in preventing and combating human trafficking. Mr. Robert Silvers also pledged to urge relevant US agencies to support the signing of the "Extradition Agreement" and the "Transfer of Sentenced Persons Agreement" with Vietnam.

On the same day , at a working session with Mr. Carlos Matus, Deputy Assistant Secretary of State, Diplomatic Security Service (US Department of State), the US side acknowledged the effective coordination between the Ministry of Public Security and Vietnamese authorities in ensuring absolute safety for staff, headquarters of US diplomatic agencies in Vietnam, high-ranking US delegations visiting Vietnam, especially the historic visit of President Joe Biden to Vietnam in September 2023.

To promote cooperation in the field of security, ensuring security and safety for diplomatic facilities and staff, the two countries' high-ranking delegations and the two sides agreed to promote negotiations and sign a "Memorandum of Understanding on cooperation between the Ministry of Public Security of Vietnam and the US Diplomatic Security Service".

*At the working session with Asia Group and Space X Aerospace Technology Corporation , Deputy Minister Le Quoc Hung suggested that the two corporations continue to promote their role as an important bridge between the Government and the business community of the two countries; support the Vietnamese Ministry of Public Security in the process of digital transformation, modernization of the People's Public Security force through technology transfer, funding of technological equipment for crime prevention, fire prevention and fighting, and rescue, etc.
*Previously , speaking at discussions related to technology and digital transformation within the framework of VELP 2024, taking place from April 1 to 3 in Boston (USA), Deputy Minister Le Quoc Hung shared about the challenges of technology to national and global security, including the increase in cyber attacks on critical infrastructure, personal data leaks, the spread of fake news, disinformation, cybercrime, high-tech crime and the reality of militarization in cyberspace.
To cope with these challenges, Deputy Minister Le Quoc Hung proposed that the US support Vietnam in training highly specialized human resources in the fields of artificial intelligence (AI), cloud computing, database construction, etc. through short- and long-term training programs; establish joint working groups to develop a specific roadmap for cooperation in this field in line with the framework of the Comprehensive Strategic Partnership.
*During his stay in Boston, Deputy Minister Le Quoc Hung and the delegation had discussions with professors at Harvard University and the Massachusetts Institute of Technology (MIT) on the topic of spreading fake news and disinformation on cyberspace, cyberpolitics and their impacts on global security.
