On the afternoon of May 22, in Sam Neua town, Hua Phan province (Lao PDR), the Military Commands of Thanh Hoa and Hua Phan provinces held talks and signed a cooperation agreement to carry out military and defense tasks in 2023. Colonel Le Van Dien, member of the Provincial Party Committee Standing Committee, Commander of the Thanh Hoa Provincial Military Command and Colonel Phan Sy Xon My Xay, Political Commissar of the Hua Phan Provincial Military Command co-chaired the meeting. Attending the talks were representatives of the heads of departments and agencies of the Military Commands of Thanh Hoa and Hua Phan provinces.

At the meeting, the Military Commands of the two provinces informed each other about the economic, socio-cultural development and people's lives, especially in the field of national defense and security in 2022 and the first months of 2023.
In the past time, with a special spirit of friendship, the leaders of the Military Commands of Thanh Hoa and Hua Phan provinces have thoroughly grasped, directed the implementation and successfully completed the coordination work to carry out military and defense tasks according to the Minutes signed in 2022. These results have contributed to consolidating, maintaining and promoting the tradition of solidarity and friendship between Thanh Hoa and Hua Phan provinces in general and the Military Commands of the two provinces in particular, contributing to maintaining peace, stability and sustainable development in the border area.
Thanh Hoa Provincial Military Command has sent a working delegation to help Hua Phan Provincial Military Command open military and political training courses for regular troops, village secretaries, and militia and guerrillas; provide guidance on preserving and repairing weapons and equipment, providing medical examination and treatment, donating equipment to prevent and combat the COVID-19 pandemic, and providing material support and office supplies to serve the implementation of tasks for Hua Phan Provincial Military Command.
At the same time, the Party Committee, government, armed forces and people of Hua Phan province have created favorable conditions and helped the Collection Team under the Thanh Hoa Provincial Military Command to search for and collect the remains of Vietnamese volunteer soldiers and experts who died in Hua Phan province during the war. In the dry season of 2022 - 2023 alone, 16 graves of remains were collected (reaching 106.66% of the set target) ensuring absolute safety.
In the coming time, the Military Commands of the two provinces will continue to coordinate to advise the Party Committees and authorities of the two provinces to direct the promotion of propaganda work, raising awareness among the people, especially the young generation, about the viewpoints and policies on comprehensive cooperation between Vietnam - Laos, Thanh Hoa - Hua Phan; strictly manage socio-economic development projects that do not affect the national defense - security, sovereignty of each country and the special solidarity relationship of the two countries and two provinces, contributing to further fostering the tradition of solidarity, special friendship, comprehensive cooperation between the two peoples, the two Parties, the two States in general and the two provinces of Thanh Hoa - Hua Phan in particular to be increasingly sustainable and go into depth.
Continue to maintain regular and emergency exchanges of information on security and political situations; closely coordinate in propaganda, mobilization and handling of issues related to border security; promptly detect and proactively fight to defeat plots and tricks of hostile forces, and maintain a peaceful, stable and developing border.
Continue to advise the Special Working Group, local Party committees and authorities, and propagate and mobilize the people of the ethnic groups in Hua Phan province to create favorable conditions for the Collection Team of the Thanh Hoa Provincial Military Command to successfully complete the task of surveying, searching, and collecting martyrs' remains in the dry season of 2023-2024 and the following years, contributing to the successful implementation of the Cooperation Agreement between Military Region 4 and the border provinces of Laos and the signed Cooperation Agreement between Thanh Hoa and Hua Phan provinces.
