Prioritize infrastructure construction

On May 24, the Politburo issued Conclusion No. 80 - KL/TW on the Hanoi Capital Planning for the period 2021 - 2030, with a vision to 2050, and the Project to Adjust the Hanoi Capital Master Plan to 2045, with a vision to 2065.

Based on the Report of the Hanoi Party Committee, the Politburo basically agreed with the viewpoints, goals, visions and main contents of the plans; at the same time, emphasized some contents, especially mechanisms and policies to develop urban infrastructure and transport infrastructure.

Specifically, in Conclusion No. 80 - KL/TW, the Politburo proposed that Hanoi focus on building plans and urban development programs according to the models of central urban areas, satellite urban areas, urban regions... to effectively implement the two plans of the Capital.

Strengthening regional connectivity, especially traffic and logistics connectivity to promote the strengths of the waterway, road, air and railway transport systems of Hanoi Capital, gradually narrowing the gap between Hanoi and other localities in the region and the whole country.

Agree on the need to add dual-use functions to Gia Lam and Hoa Lac military airports; at the same time, research on establishing a second airport. However, it is necessary to carefully study and calculate the suitability and impacts on the socio-economic situation of the capital and neighboring localities to determine the location of the second airport, ensuring efficiency and suitability with the development practice of the capital and the Red River Delta region.

Priority should be given to early implementation of urban railway system development. Accelerate breakthroughs in infrastructure, prioritizing planning and construction of transport infrastructure and urban infrastructure.

Strive to complete the construction of 14 urban railway lines and beltways, gateway traffic intersections, and a bridge system across the Red River by 2035 to expand development space, enhance connectivity, and reduce traffic congestion; pay attention to regional and international transport systems, including railways, waterways, roads, and aviation.

Develop an integrated public transport system between bicycles, buses, and urban railways, with a roadmap, mechanism, and breakthrough policies for green transport transformation.

To effectively implement investment in urban infrastructure and transport infrastructure development, the Politburo requested that Hanoi continue to review and perfect solutions for organizing the implementation of planning.

Especially the solution to exploit, mobilize and effectively use development resources such as expanding development space through the construction of Ring Road 4, Ring Road 5 and development axes to effectively exploit land funds.

Exploiting overhead and underground spaces more effectively; promoting digital transformation, digitizing planning, building large databases, and forming digital resources.

Inheriting the urban development planning orientation according to the urban cluster model with the central urban area and cities in the capital, satellite cities, ecological towns; developing urban areas according to the TOD model, green, smart, modern, unique, creating development momentum, spillover effects, connecting the northern urban area and the whole country.

Regarding the proposal for a high-speed railway line on the North-South axis running through the center of Hanoi, through Hanoi station as proposed by the Government Party Committee, it is recommended to continue to carefully study and evaluate the feasibility, effectiveness as well as the suitability and synchronization with the Railway Network Planning.

Specifically assess limitations and shortcomings to clearly see the root causes of bottlenecks and bottlenecks, thereby having innovative thinking, breakthrough solutions, and strategies associated with priority implementation roadmaps.

Solutions to implement planning need to be associated with perfecting the legal system and enforcing laws in a synchronous, unified, effective and efficient manner with priority and outstanding mechanisms and policies to develop the Capital, associated with the Law on the Capital (amended).

Strengthen decentralization, delegation of authority, and appropriate and effective pilot mechanisms for the capital, focusing on the fields of investment, finance, attracting resources outside the state budget, public-private partnership mechanisms, planning, transportation, etc.

Traffic expert, Master Le Trung Hieu shared: “Conclusion No. 80 - KL/TW of the Politburo is a very important document, creating the premise and basis for Hanoi to approve the policy of adjusting two major planning projects.

In particular, with the revised Law on the Capital, the city will have the conditions to break through long-standing obstacles in mechanisms and policies, taking very long steps towards the goal of urban reconstruction, developing a high-capacity, modern and civilized transportation system.
