Son La Border Guard Command held talks with Hua Phan Provincial Military Command

Co-chairing the talks were Colonel Phansi Xonmixay, Political Commissar of the Hua Phan Provincial Command, Lao People's Democratic Republic and Colonel Ca Van Lap, Political Commissar of the Son La Provincial Border Guard, Socialist Republic of Vietnam.

At the talks, the two sides discussed the situation in the fourth quarter of 2023 and the first 6 months of 2024 regarding territorial sovereignty and national borders; security and order situation in Son La and Hua Phan provinces; border areas, border gates...

The two sides also exchanged border traffic activities, management and control of entry and exit; exchanged information on the situation of border management and protection, maintaining political security and social order and safety; combating drug crimes, smuggling, trade fraud; preventing free migration and unregistered marriages; patrolling and protecting the border system and national border markers...

Over the past time, the two sides have always maintained and promoted the tradition of solidarity, special friendship, cooperation and comprehensive development of Vietnam-Laos and Laos-Vietnam. From the fourth quarter of 2023 to the end of the second quarter of 2024, they have coordinated to organize 27 bilateral border patrols with the participation of 646 officers and soldiers. Of which, Vietnam has 312 officers and soldiers, and Laos has 310 officers and soldiers.

The Border Guard Command of Son La province and the Military Command of Hua Phan province presented souvenirs to each other to express solidarity and friendship between the two forces.

The two sides also coordinated to verify and fight against the activities of organizations and individuals that sabotage the Parties and Governments of the two countries, especially propaganda activities, inciting the masses to participate in the establishment of the "Mong State" and activities that sabotage the great national unity bloc, the special solidarity and friendship between Vietnam-Laos and Laos-Vietnam.

Border guards on both sides coordinate to combat, prevent, handle and resolve criminal activities of drug trafficking across the border, illegal immigration, smuggling, human trafficking across the border and illegal entry and exit.

The Border Guard Command of Son La province has presided over and coordinated with functional forces to arrest 93 cases with 118 subjects, seizing 5,920g of heroin; 341,138 synthetic drug pills; 47.68g of opium resin; 3,184g of crystal meth; 1.04g of ecstasy; 946g of explosives, 5 detonators....

In the work of controlling entry and exit, the Border Guard Command of Son La province has completed entry procedures for 18,140 people; exited 18,821 people; entered the border area for 21,270 people; and exited the border area for 16,755 people...

During the friendship exchange, the Border Guard Command of Son La province attended the ceremony to celebrate the 75th anniversary of the founding of the Lao People's Army (January 20, 1949 - January 20, 2024) in Hua Phan province; congratulated the Lao New Year Bunpimay 2024; attended the Cultural Tourism Festival between Son La province, Vietnam - Hua Phan, Laos in Hua Phan province; supported the Hua Phan Provincial Military Command with 1,000 fruit tree varieties, worth 31 million VND to build a friendship garden; maintained the program "Helping children go to school" with an amount of 500,000 VND/person/month for 12 Lao students in the border area with especially difficult circumstances...

The delegation paid a courtesy visit to Hua Phan Provincial Police and exchanged souvenirs to show solidarity between the two forces.

At the end of the talks, the two sides agreed on a number of key contents and signed memoranda of understanding. Colonel Phansi Xonmixay, Political Commissar of the Hua Phan Provincial Military Command, suggested that in the coming time, the two sides continue to increase information exchange on the situation related to border management and protection, maintain bilateral patrols, ensure safety, protect the border system and national border markers, and coordinate to maintain political security and social order and safety in the border area.

Colonel Phansi Xonmixay also proposed to promote propaganda and dissemination of legal education to raise awareness of protecting national border security and sovereignty, and awareness of law observance among people in the two border areas.

Continue to strengthen coordination in the fight against cross-border crimes; coordinate with competent authorities of both sides to deploy the construction of a control house at the Nam Lanh sub-border gate, Sop Cop district, Son La province; build construction items at the Long Sap-Pa Hang international border gate pair, Moc Chau district, Son La... based on the content of the signed interdisciplinary survey minutes between the two sides. Maintain cultural, artistic and sports activities to create more connection between the two friendly, cooperative and developing provinces of Hua Phan and Son La.
