Speaking at the Dialogue, National Assembly Chairman Tran Thanh Man expressed his pleasure to attend the Vietnam - Armenia Business Dialogue within the framework of his official visit to the beautiful and culturally rich country of Armenia.

The National Assembly Chairman stated that the Vietnam-Armenia relationship over the past 30 years has been built on the foundation of friendship, trust and mutual respect. This visit by the high-ranking delegation of the Vietnamese National Assembly to Armenia not only aims to strengthen political and parliamentary relations, but also opens up opportunities to promote economic, trade and investment cooperation - areas in which both countries have great potential to exploit together. "Today's discussion is a bridge for businesses of the two countries to meet, exchange and shape specific directions for the future," the National Assembly Chairman emphasized.

In 2024 and the first months of 2025, the world situation continues to evolve rapidly and complicatedly, with many unprecedented issues beyond forecasts. The global economy, trade, and investment recover slowly, unevenly, and unsteadily; non-traditional security issues, climate change, energy security, food security, and cyber security are increasingly serious. The world is in the process of globalization and international integration, multipolarization of political order; diversification of economic and cultural development; digitalization of all aspects of socio-economic life, requiring all countries to unite, cooperate, and fight for common interests and prosperity. Highlighting the above situation, the National Assembly Chairman said that in recent times, the Vietnamese National Assembly has directed the drastic and effective implementation of institutional improvement work, considering this a "breakthrough of breakthroughs", with the research, amendment and completion of many important laws such as the Investment Law, Bidding Law, Land Law, Price Law, Law on Exit and Entry of Vietnamese Citizens, etc., ensuring suitability and timely response to practical requirements, thereby helping to continuously improve the investment and business environment in a favorable, open and competitive direction.

Providing information about the situation in Vietnam, the National Assembly Chairman said that Vietnam has achieved many remarkable achievements in socio-economic development, which have been highly appreciated by the international community and have become a safe and attractive investment destination for investors as well as promoting exchange and trade activities, with many encouraging results. Vietnam has become one of the 40 largest economies in the world, in the top 20 trading countries, ranked 32nd in the top 100 strongest national brand values in the world; has signed 17 free trade agreements (FTAs) with more than 60 countries. The size of the economy is about 476 billion USD; the current average income per capita has reached nearly 4,700 USD. Import-export turnover in 2024 will reach nearly 787 billion USD, an increase of 15.4%. Attracting foreign investment is a bright spot. In 2024, FDI attraction reached nearly 38.23 billion USD ; realized FDI capital reached nearly 25.35 billion USD , up 9.4%, marking the highest disbursement level ever. Accordingly, to date, Vietnam has attracted more than 42,500 FDI projects with a total registered investment capital of over 507 billion USD from 149 countries and territories, including many large projects in new and potential fields such as semiconductors, electronics, energy, etc.

Regarding the investment environment, Vietnam is positively evaluated by the international community and investors; many foreign investors have chosen Vietnam as a strategic production center, connecting with global supply chains. Vietnam is increasingly affirming its role as an important link in the value chain, new investment structure of the region and the world, especially in the fields of electronics, science and technology, innovation, semiconductors, etc.

The National Assembly Chairman emphasized: Since the official establishment of diplomatic relations in 1992, the relationship between Vietnam and Armenia has achieved great achievements in national construction, socio-economic development and deep integration with the world. The relationship between Vietnam and Armenia has continuously developed on both bilateral and multilateral levels. Along with the special friendship, which has been constantly nurtured, our economies have many similarities and complement each other. Although the cooperation between the two countries in recent times has achieved remarkable results, as the Vice Chairman of the Armenian National Assembly said, the potential and space are still very large and need to be promoted and exploited strongly.

The National Assembly Chairman also pointed out that Vietnam and Armenia both have open economies, with important export roles and the ability to adapt to international trade principles. Vietnam has participated in the FTA between Vietnam and the Eurasian Economic Union, including Armenia, which is expected to bring great opportunities to develop and deepen economic and trade relations, promoting the growth of two-way trade turnover between the two countries. Bilateral relations have been increasingly strengthened, especially after the official visit to Vietnam by the Chairman of the Armenian Parliament Alen Simonyan from November 17 to 23, 2024 and the visit to Armenia by the Chairman of the Vietnamese National Assembly this time.

Encourage businesses to cooperate in developing software, artificial intelligence, and technology solutions for education, healthcare, and smart urban management.
To maximize the potential for cooperation, National Assembly Chairman Tran Thanh Man suggested a number of specific directions that businesses of the two countries could consider.

In terms of information technology and digital transformation, Armenia is known as the "Silicon Valley" of the region with a thriving information technology industry. Vietnam is also promoting digital transformation in all fields. "I encourage businesses from both sides to cooperate in developing software, artificial intelligence and technology solutions for education, healthcare, and smart urban management," said the National Assembly Chairman.
In terms of agriculture and food processing, Vietnam can supply tropical agricultural products such as coffee, cashew nuts, and seafood, while Armenia can share its experience in processing high-quality agricultural products, especially wine and dried fruits. Cooperation in this field will not only increase trade turnover but also meet the diverse needs of the two countries' markets. In terms of renewable energy, both Vietnam and Armenia are committed to sustainable development. "I propose that businesses from both sides research and invest in solar, wind, and small hydropower projects, taking advantage of Armenia's advanced technology and Vietnam's abundant resources," the National Assembly Chairman emphasized.
To promote, deepen, comprehensively and more effectively cooperate between the business communities of the two countries with a focus on investment and trade, the National Assembly Chairman suggested that both sides actively create conditions for Vietnamese and Armenian businesses to regularly have opportunities to exchange, seek and exploit cooperation and investment opportunities, especially in areas with great potential and demand. The two countries need to increase the exchange of delegations at all levels, especially high-level ones, to consolidate political trust and promote cooperation in potential areas. Vietnam is ready to act as a bridge for Armenia to strengthen relations with ASEAN and hopes that Armenia will act as a bridge for Vietnam to strengthen cooperation with countries in the Eurasian economic region.
The National Assembly Chairman requested ministries, branches and associations to promote their role as bridges to promote exchanges and cooperation according to the principle of "mutual benefit and mutual success", on the basis of mutual support, helping businesses to cooperate deeply and comprehensively, improve competitiveness, jointly exploit each other's and regional markets, participate deeply in regional and global value chains and production; requested the Governments of the two countries to continue to make efforts to improve the investment and business environment, create maximum convenience for businesses of the two countries to strengthen cooperation and successfully implement investment and business activities in accordance with legal regulations; requested the business communities of the two countries to proactively connect, learn and share information to have effective investment cooperation plans and projects, and at the same time support each other in exploiting each other's markets as well as expanding the exploitation of markets in the ASEAN region and the Central Asian region with a lot of potential and space.
“The National Assembly and the Government of Vietnam pledge to always accompany and create all favorable conditions in accordance with the law for Armenian enterprises to cooperate and invest successfully, sustainably and long-term in Vietnam. Vietnam hopes that the Armenian Government will also create favorable conditions for Vietnamese enterprises to invest and do business successfully in Armenia,” said the National Assembly Chairman.
Economic cooperation is not only a matter of business interests, but also a bond that connects the people of the two countries, deepening the friendship between Vietnam and Armenia. Affirming this, National Assembly Chairman Tran Thanh Man believes that, with the support of the National Assembly, the Government and the dynamism of the business community, we will together turn potential into real results, bringing benefits to both peoples.
With the new spirit and new efforts of the two countries, the National Assembly Chairman wished the seminar a great success, wished the businesses of the two countries to reach many valuable cooperation agreements, and wished the Vietnam - Armenia relationship to develop strongly and prosperously.
