It can be seen that Binh Duong's current traffic appearance has developed remarkably in a synchronous and seamless connection direction. Many key traffic infrastructure projects, belt roads, and radial axes have been completed and put into use. Regional connectivity projects such as My Phuoc-Tan Van Road, roads and bridges connecting Binh Duong province with Tay Ninh... have been and are being effective. The province continues to pay attention to investing in other key traffic projects such as: Bac Tan Uyen-Phu Giao-Bau Bang dynamic road, Ho Chi Minh City belt 4 through Binh Duong, Ho Chi Minh City-Thu Dau Mot (Binh Duong)-Chon Thanh (Binh Phuoc) expressway, An Tay port, Saigon riverside road connecting Binh Duong-Ho Chi Minh City...
Currently, Binh Duong is urgently constructing Ho Chi Minh City Ring Road 3. According to the Director of the Traffic Construction Investment Project Management Board of Binh Duong province, Ring Road 3 solves the problem of traffic congestion in large cities such as Ho Chi Minh City, Binh Duong... and increases the ability to connect satellite cities, effectively promoting the advantages of localities. Ring Road 3 also connects to the Ho Chi Minh City-Thu Dau Mot-Chon Thanh Expressway, creating a connection for Binh Duong with the entire Southeast and Central Highlands regions.
With the determination to develop a regional transport system, Binh Duong Provincial Party Committee issued Program No. 42-CTr/TU dated August 2, 2021 on focusing on developing transport infrastructure towards urbanization, building a smart city in the period of 2021-2025, orientation to 2030, vision to 2045. The Provincial People's Committee has implemented many plans to build key and focused transport projects and works. Currently, the province is focusing on completing the planning for the period of 2021-2030, with a vision to 2050, in which completing the connecting infrastructure system is one of the 6 strategies of the provincial planning.
Being “one step ahead” in transport development helps Binh Duong create new advantages and be more proactive in attracting investment, effectively serving socio-economic development in the direction of industrialization, modernization and urbanization. To achieve the above results, the Provincial People's Committee always pays attention to and focuses on urging departments, branches and localities to speed up the progress of projects, ensure the quality of works, strengthen inspection and supervision, promptly resolve problems and difficulties. An effective way of the province is to take public investment as the leader, activate investment, along with promoting socialization in developing the infrastructure system, effectively implementing many investment methods, such as: Public-private partnership, piloting the model of public investment - private management, private investment - public use, etc.
Binh Duong province leaders said that the locality continues to promote the construction of transport infrastructure, focusing on multimodal transport infrastructure combining different types of transportation. In addition to investing in the transport infrastructure system, the province continues to develop advanced logistics and transportation solutions, aiming at multimodal transport of goods at low cost.
Transport development for sustainable economic development
Developed transportation and inter-regional connectivity have helped Binh Duong develop a good industrial-urban-service model. This is a comprehensive development model, building a complex of industrial parks, interwoven with the urban system on the basis of a synchronous transportation system associated with the TOD model (urban development associated with public transportation). The above model has become a brand, a means to help Binh Duong optimally attract resources to develop social infrastructure, technical infrastructure, synchronously upgrade urban areas, develop industry, attract domestic and foreign investment.
Effectively mobilizing social resources in developing a synchronous transport infrastructure system, combined with building industrial park infrastructure and reasonable urbanization, has created leverage to help Binh Duong attract investment effectively. The province has 29 industrial parks in operation with an occupancy rate of over 90%. There are currently more than 64,600 enterprises operating in the province with a total capital of VND 702,000 billion. Binh Duong currently ranks second in the country in attracting foreign direct investment (FDI) with 4,185 projects and a total FDI capital of over 40.2 billion USD.
The effectiveness of the industrial-urban-service model is clearly demonstrated when by the end of 2022, the province's gross regional domestic product (GRDP) was 117.1 times higher than in 1997 (the time of separation), services increased 152.5 times, and GRDP per capita was 30 times higher than in 1997...
Also from 2021 to present, Binh Duong has focused on developing transport infrastructure towards urbanization, building Binh Duong smart city in the period of 2021-2025, oriented to 2030, vision to 2045. Accordingly, the province has drastically deployed and implemented tasks and solutions to speed up progress, complete projects early, and effectively promote investment goals.
Up to now, the province has completed 12 projects including: My Phuoc – Tan Van Road; upgrading DT.743 road from Ong Cu temple to Song Than overpass; My Phuoc – Tan Van extension road; Thu Bien – Dat Cuoc road (phase 1); construction of roads and bridges connecting Binh Duong province and Tay Ninh province...
Currently, the province is constructing 4 road traffic projects: BOT project to upgrade and expand National Highway 13; Bac Tan Uyen - Phu Giao - Bau Bang dynamic road; construction of a bridge across Dong Nai River (Bach Dang 2 bridge); Ho Chi Minh City Ring Road 3 section through Binh Duong province (phase 1) and 3 projects with approved feasibility study reports, including: Binh Duong province public transport infrastructure improvement project; construction of an underpass at Phuoc Kien intersection; pilot investment in a traffic monitoring and control system.
The province also has 11 projects that have been approved for investment policies such as: Ho Chi Minh City Ring Road 4 - section through Binh Duong province (phase 1); Ho Chi Minh City - Chon Thanh Expressway (phase 1); project to create landscape, prevent traffic congestion on My Phuoc - Tan Van route, build Song Than intersection; build Binh Duong province's intelligent traffic system and provide information at parking lots in real time (reaching 50% of total parking lots)...
To promote the disbursement of public investment capital and strive for the highest results, the province has issued many documents with strong directives, urging agencies and units to implement tasks and solutions. The directives are comprehensive, covering all public investment processes, from the stages of capital planning, project appraisal and approval, negotiation, contract signing, construction to payment and settlement of projects...

In order to speed up the implementation of projects in the coming time, the province continues to coordinate with ministries and central agencies to review and propose a number of road traffic projects that need to apply specific mechanisms and policies to remove obstacles stipulated in a number of laws related to investment in road traffic construction. At the same time, the province continues to propose the Central Government to approve investors who are investing and exploiting traffic routes under the BOT form to upgrade and expand routes; in parallel with the survey and evaluation of BOT projects in the province to proceed to arrange and eliminate BOT toll stations.
In order to ensure capital for investment projects, especially highway and belt projects, in the coming time, the province will study solutions to propose capital sources such as: Central support for routes under the Central Government's management authority; calling for investment and investment from many other legal capital sources; proposing plans to exploit land funds, creating revenue from land to serve socio-economic development in the period of 2023-2024.
The province has increased its call for socialized resources to invest in projects using the PPP method and other legal forms; researched and implemented plans to exploit land revenue, organized planning of urban development areas, TOD along key traffic routes to call for bidding and auction according to regulations to create revenue for the budget to serve construction investment.
