On the evening of June 9, Lai Chau Provincial Police announced that they had just issued an order to detain people in emergency cases, temporary criminal detention and an order to arrest people in emergency cases for Ms. Dang Thi Phuong (65 years old; residing in Doan Ket Ward, Lai Chau City, Lai Chau Province), Ms. Nguyen Thi Tuoi (67 years old, residing in Dong Phong Ward, Lai Chau City) and Ms. Vu Thi Thuy (44 years old, residing in Nung Nang Commune, Tam Duong District, Lai Chau Province) to investigate gambling behavior .

According to Lai Chau Provincial Police, after a period of investigation, the agency discovered that there was a large-scale sale of lottery numbers in the area, taking place over a long period of time, so a special project was established to crack down on it.
At around 5:15 p.m. on June 8, Lai Chau Provincial Police mobilized many professional departments and deployed 3 working groups to simultaneously arrest Phuong, Tuoi and Thuy.
Lai Chau Provincial Police blockaded the suspects' houses to facilitate the search.
Initially, Lai Chau Provincial Police identified that the 3 suspects organized the sale of lottery numbers at 23,000 VND/lottery point. Players bought numbers that matched the last 2 numbers of the 27 prizes announced on the day of the Northern Lottery . If they won, the player would be paid 80,000 VND/point, and if they matched 2 prizes, the money would be doubled.
For lottery numbers, players also buy 2 random numbers. If they match the special prize of the Northern lottery of the day, they will be rewarded 70 times the amount of money spent on buying the lottery numbers.

Initially, the three suspects confessed to selling lottery tickets for a long time. The investigation team determined that the amount of money involved in the gambling of these three women was more than 9 billion VND.
During the emergency search of the three suspects’ residences, the task force seized many papers and documents related to gambling activities. In particular, when searching Ms. Phuong’s residence, the police also seized opium and wild animal bile.
Lai Chau Provincial Police are expanding the investigation into the case to handle the suspects according to regulations.
