At the end of March 2025, walking along the Nam Non River in Hong Tien Village, Chieu Luu Commune, Ky Son District, we observed two households constructing two solid houses close to the edge of the Nam Non River. The concrete foundation pillars have been completed and construction on the upper part continues.

Along the Nam Mo River in Chieu Luu Commune, there are many other households building makeshift houses along the river. Some households said: Due to the scarcity of flat land, local people still have to take risks to build houses along the river to live. During the flood season, if the water rises, they can bring their belongings to evacuate .
Faced with this situation, Mr. Lo Van Cang - Chairman of the People's Committee of Chieu Luu commune said that currently in the commune, there are more than 10 households building temporary houses along the banks of the Nam Mo river. Of these, 2 households of Mr. Luong Van Di and Mr. Luong Van Huy, residing in Hong Tien village, are illegally building permanent houses with concrete foundations right on the riverbank.
Mr. Cang also emphasized that the commune has repeatedly propagated and mobilized people not to build houses in dangerous areas, especially along rivers, where there is a high risk of landslides during the rainy season. In addition, this illegal construction also affects the traffic safety corridor of National Highway 7, the main road passing through Ky Son district.

Not only in Chieu Luu commune, the situation of people building houses along the river is also common in other communes such as Ta Ca, Pha Danh, Muong Tip, Muong Ai, Huu Kiem, My Ly, Muong Xen town,... Currently, the whole district has about 500 households living in areas at high risk of flash floods, landslides and landslides.
Mr. Nguyen Viet Hung - Chairman of the People's Committee of Ky Son district said: Planning and arranging resettlement land for these households encountered many difficulties due to limited land fund. The local government has propagated and issued documents strictly prohibiting the construction of houses along the river, assigning communes to directly inspect and handle, but the implementation has encountered many obstacles.

Faced with the above situation, Ky Son district has implemented solutions to minimize risks for people. For example, the State has invested over 90 billion VND to build a system of embankments along the Nam Mo River to limit landslides and protect residential areas.

In the coming time, Ky Son district will continue to review households living in high-risk areas, and at the same time seek support sources from the Central and provincial governments to implement the population relocation policy.
