Today, July 4, the Standing Committee of the Provincial Party Committee worked with the Standing Committee of the Vietnam Fatherland Front Committee of Quang Tri province to approve the 13th Congress of Vietnam Fatherland Front of Quang Tri province, term 2024-2029. Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation Le Quang Tung; Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang; members of the Standing Committee of the Provincial Party Committee attended the meeting.
The report on the preparation for the Congress of the Vietnam Fatherland Front of Quang Tri province for the 2024-2029 term presented by Chairman of the Vietnam Fatherland Front Committee of Quang Tri province Dao Manh Hung said that up to now, 125/125 communes, wards, towns and 10/10 districts, towns and cities in the province have successfully organized the congresses of the Vietnam Fatherland Front, ensuring the progress, content and requirements set out. In general, the congresses of the Vietnam Fatherland Front at the commune and district levels have been carefully prepared in terms of document content and personnel plans; the congress management process was serious, ensuring the prescribed program and time.

After the congresses of the Vietnam Fatherland Front at the commune and district levels, the Standing Committee of the Vietnam Fatherland Front Provincial Committee has basically completed the steps to qualify for organizing the 13th Provincial Congress of the Vietnam Fatherland Front for the 2024-2029 term.
In the process of drafting the political report of the congress, the Standing Committee of the Provincial Vietnam Fatherland Front Committee closely followed the guidance outline of the Standing Committee of the Central Committee of the Vietnam Fatherland Front; the results of the Front's work over the years; the direction and orientation of the Provincial Party Committee Standing Committee and organized 3 workshops to collect additional opinions, edit and complete.
The congress personnel plan was built in strict accordance with the Charter of the Vietnam Fatherland Front, regulations and guidelines of the Central Committee of the Vietnam Fatherland Front and the Standing Committee of the Provincial Party Committee, ensuring the re-election rate does not exceed 60%. The number of members of the Provincial Vietnam Fatherland Front Committee for the 2024-2029 term is 75, an increase of 3 compared to the previous term, ensuring the expansion of members and social strata.
The Standing Committee of the Vietnam Fatherland Front Committee for the 13th tenure has 9 members, an increase of 1 member compared to the previous term; including 3 proposed vice chairmen. The theme of the congress's political report is: "Promoting the tradition of patriotism, the strength of great national unity, the core political role of the Vietnam Fatherland Front; building a rich, beautiful and civilized Quang Tri".
The Standing Committee of the Provincial Vietnam Fatherland Front Committee proposed to the Provincial Party Committee Standing Committee to organize the Provincial Vietnam Fatherland Front Congress in 2 days, August 8-9, 2024, solemnly opening at 8:00 a.m. on August 9, 2024, at the Quang Tri Provincial Party Committee Guest House. The number of official delegates attending the congress is 279, an increase of 27 delegates compared to the 12th Congress; 150 invited delegates.
The report on the appraisal of the personnel plan presented by the Head of the Provincial Party Committee's Organization Board, Phan Van Phung, basically agrees with the plan developed by the Standing Committee of the Provincial Vietnam Fatherland Front Committee. However, the proportion of ethnic minorities and non-Party members is still low, so it is recommended that the Standing Committee of the Provincial Vietnam Fatherland Front Committee pay attention to supplementing and ensuring the proportion of the structure in the middle of the term.
The appraisal report of the Draft Political Report of the Provincial Congress of Vietnam Fatherland Front Delegates presented by Head of the Provincial Party Committee's Mass Mobilization Commission Le Thi Lan Huong requested the Standing Committee of the Provincial Vietnam Fatherland Front Committee to more clearly assess the implementation of the program of coordination between the Fatherland Front and the grassroots government; solutions to further improve coordination and the effectiveness of supervision and social criticism of the Fatherland Front and its member organizations.
Regarding the breakthroughs in the work of the Front for the 2024-2029 term, the draft political report proposes 3 breakthroughs with many contents covering the entire action program of the provincial Fatherland Front, which is too broad, so it is necessary to consider choosing 1-2 contents to focus resources on implementing high quality and effectively in practice. The title of the political report is proposed to be revised to "Promoting the tradition and strength of great national unity; the core role of the Vietnam Fatherland Front; contributing to building Quang Tri increasingly rich, beautiful and civilized".
Speaking at the meeting, Standing Deputy Secretary of the Provincial Party Committee Nguyen Dang Quang suggested that in the objectives section of the political report of the Provincial Congress of Delegates of the Vietnam Fatherland Front for the 2024-2029 term, it is necessary to include the content that the Provincial Fatherland Front participates in completing the objectives of the project to eliminate temporary and dilapidated houses for people in the province by 2025 according to the Resolution issued by the Provincial People's Council. Regarding the personnel plan, consider evaluating the quantity, composition, quality and effectiveness of activities, especially for cases of very old age.
Concluding the meeting, Provincial Party Secretary Le Quang Tung highly appreciated the preparation of the contents of the Provincial Vietnam Fatherland Front Congress for the 2024-2029 term by the Standing Committee of the Provincial Vietnam Fatherland Front Committee.
Regarding the content of the draft political report and review report, the Standing Committee of the Provincial Vietnam Fatherland Front Committee has carefully prepared and collected comments from district-level congresses and workshops; requested the Standing Committee of the Provincial Vietnam Fatherland Front Committee to further absorb the opinions of members of the Provincial Party Committee Standing Committee on the theme of the congress, clarify the contents of the political tasks and key tasks of the province, affirm the core role of the Fatherland Front to lead, direct, gather and promote the strength of the great national unity bloc to further perfect the report contents.
Regarding the personnel plan for the 13th Provincial Congress of the Vietnam Fatherland Front, term 2024-2029, the Standing Committee of the Provincial Party Committee basically agreed with the personnel plan developed by the Standing Committee of the Provincial Vietnam Fatherland Front Committee, and at the same time suggested paying attention to the contents of religious and ethnic structure to complete the structure, quantity of the total number of followers, parishioners, and security and order situation at the grassroots level among the people; paying attention to non-Party personnel and expanding members and social strata.
Unify the time to organize the Provincial Vietnam Fatherland Front Congress to take place in 2 days, from August 8-9, 2024, in the spirit of compact, economical and effective organization.
