'Deal, not postpone' high-speed railway project

On the afternoon of November 20, continuing the 8th Session, the National Assembly discussed the investment policy for the North-South high-speed railway project.

At the conference hall, delegates agreed with the project investment policy with the spirit of working and not retreating, because this is the development trend of the country.

High-speed rail is a strategic breakthrough

Delegate Ta Van Ha (Quang Nam Delegation) emphasized that this is the country's development trend, a preparation step, a strategic breakthrough for our country to enter a new era, an era of development.

Regarding the overall planning, delegates suggested a harmonious balance between the types of transport: railway, air, water and road. When building the North-South high-speed railway, it is necessary to calculate the exploitation of airports, roads and water ports so that there is no waste.

The delegate also emphasized the need for a truly effective implementation and exploitation plan from the stage of selecting technology to appropriate divergence. In particular, it is necessary to pay attention to the implementation organization stage to avoid capital increase and future losses; avoid large investments but ineffective exploitation, having to spend money to compensate for losses.

From the reality that some important national projects after being approved by the National Assembly have had many problems that led to the need to request policy adjustments, delegate Nguyen Ngoc Son (Hai Duong) suggested that the Government should pay attention and consider the issues of this project to ensure feasibility.

In particular, synchronization in planning, especially forest planning, provincial planning, transport network planning, national land use planning for the period 2021-2030, with a vision to 2050. The allocation and zoning of land for the project in the provincial planning where the project passes through must ensure synchronous connection so that the collection and clearance of goods is convenient, promoting the efficiency of connection between transport modes, reducing costs. Choosing modern technology but must ensure universality to enhance competitiveness in choosing partners to supply products and be ready to transfer technology to Vietnam.

Regarding the route, delegate Nguyen Ngoc Son proposed adding comparison options to ensure the route is as straight as possible but at the same time avoid going through most of the forest and rice fields and ensure connectivity between the high-speed railway line and the regional and international railway network and other transport systems.

Regarding stations, according to the project documents, passenger stations in some localities are basically not located in the urban center, while the station locations need to be arranged conveniently to attract the most passengers. Delegates requested to clarify the reasons for choosing the station locations of the project, especially the connectivity between vehicles and to evaluate carefully.

Regarding the capital source for the project, many delegates suggested focusing on mobilizing domestic capital, foreign preferential loans, and limiting ODA loans. Some opinions noted that investment in the North-South high-speed railway project must be carried out through technology transfer so that we can master the investment process and develop the domestic railway industry.

From the experience of successfully implementing the 500kV line 3 with lightning-fast completion time, delegate Hoang Van Cuong (Hanoi) believes that domestic enterprises have enough capacity to receive railway technology transfer and continue to research, improve and develop further.

"By doing so, we will not only have a high-speed North-South railway but also develop our own railway industry. Therefore, choosing a supplier does not depend on which country, but on which technology to choose so that there are many competitive suppliers ready to transfer technology" - delegate Hoang Van Cuong shared.

Further improve the effectiveness and efficiency of monitoring activities

Also in this afternoon's session, the National Assembly held a plenary session in the hall to listen to reports on the draft Law amending and supplementing a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils.

Regarding the National Assembly's supervision, the draft law amends and supplements the provisions on the authority and responsibility of the National Assembly, the National Assembly Standing Committee, the National Assembly's agencies, and National Assembly deputies in supervision activities; criteria for selecting groups of questions to be questioned at National Assembly sessions, supervision topics of the National Assembly, the National Assembly Standing Committee, the Ethnic Council, and the National Assembly's Committees, issues to be explained at the explanation session of the Ethnic Council and the National Assembly's Committees; methods, order, procedures, time, and deadline for implementing supervision activities;...

At the same time, the draft Law adds 3 articles stipulating: Reviewing the implementation of resolutions of the National Assembly and the National Assembly Standing Committee on questioning and thematic supervision in the form of questioning; The National Assembly delegation supervises the settlement of complaints, denunciations and recommendations of citizens.

Opinions emphasized a number of requirements that need to be thoroughly grasped and synchronously implemented in the process of building and promulgating the Law, such as: Closely following the Party's policy on innovation, improving the effectiveness and efficiency of supervision activities; the content of amendments and supplements must be based on the results of summarizing practices, ensuring focus and key points, avoiding spreading or overlapping; Fully and seriously implementing solutions to innovate thinking in law-making work, not legalizing contents that are not under the authority of the National Assembly, contents that need to be flexible to suit practical requirements...
