Starting in 2012, after a decade of persistently implementing 7 strategic plans, Quang Ninh province has affirmed the special role of planning work for long-term development goals. In the spirit of inheritance, closely following the new context and development trends, the province continues to plan for the period 2021-2030, with a vision to 2050, and was approved by the Prime Minister in early 2023. This has become the "compass" for Quang Ninh to develop rapidly, comprehensively and sustainably in the future.
Orientation of synchronous space development
On February 11, 2023, the Prime Minister approved Decision No. 80/QD-TTg, Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050. Quang Ninh became the first locality in the Red River Delta to complete the establishment and approval of the provincial planning. According to the assessment of the Appraisal Council and experts and scientists, this is one of the exemplary planning documents, fully converging the intelligence and development aspirations of Quang Ninh. The planning both inherits the strategic orientations identified from the 7 strategic plans established 10 years ago, and clearly identifies breakthroughs in the new period.
Accordingly, the planning scope and boundaries include the entire Quang Ninh province with a total natural land area of 6,206.9 km2, including 13 administrative units, bordering China to the North, the Gulf of Tonkin to the East and South, and the localities of Hai Duong, Hai Phong, Bac Giang and Lang Son to the West. The sea area has an outer boundary of 6 nautical miles from the sea level.
The goal by 2030 is to build and develop Quang Ninh into a typical province of the country in all aspects; a model province rich, beautiful, civilized, modern, improving all aspects of people's lives; a growth pole of the Northern region; one of the dynamic and comprehensive development centers; an international tourism center, a marine economic center, a gateway to the Northern Key Economic Zone with an average economic growth rate (GRDP) in the period 2021-2030 of 10%/year, GRDP per capita reaching 19,000-20,000 USD.
The development space orientation of Quang Ninh province is “One center, two multi-dimensional routes, two breakthroughs, three dynamic regions”, creating traffic corridors linked with economic corridors, urban corridors, aiming to build a centrally-run city and promote intra-regional and regional linkages. At the same time, assigning and cooperating territories, ensuring the potentials, strengths, comparative advantages, and competitive advantages of each locality of the province, in the Northern dynamic triangle, the Northern Key Economic Zone, the Red River Delta are maximized, supplemented and developed together... By 2030, Quang Ninh will become a centrally-run city on the basis of forming an inner-city area including 7 cities (Ha Long, Cam Pha, Uong Bi, Mong Cai - Hai Ha, Dong Trieu, Quang Yen, Van Don) and re-establishing Tien Yen town.
Assessing the planning of Quang Ninh, Deputy Minister of Construction Nguyen Tuong Van said: Quang Ninh province's planning is integrated into the national planning, built in accordance with the country's development orientation, ensuring scientific nature and meeting the requirements stipulated in the Law on Planning. The planning is public and transparent in a long-term development framework, as an important guide for the province to eliminate fragmented and localized approaches and create an important foundation for development, brand building, to become a comprehensive growth pole of the Northern region. This is not only significant for the locality, but also for the whole country, the Northern Delta region; playing a particularly important role in socio-economic development, ensuring security and national defense.
The planning of Quang Ninh province for the period of 2021-2030, with a vision to 2050, has determined a new vision, affirming the new nature, role and position of the province. In particular, priority is given to focusing on rapid and sustainable socio-economic development, strongly innovating the growth model, restructuring the economy, transforming the development method from "brown" to "green"; synchronously and effectively resolving conflicts and challenges, aiming to accelerate the pace of industrialization, modernization, urbanization, closely combining industry, services and agriculture. At the same time, organizing a reasonable development space to ensure the goal of connection, synchronization, promoting the strengths of each locality and the province; Closely combine rapid and sustainable economic development with cultural and human development, building a culture rich in Quang Ninh's identity... This is an important basis for the province to organize the implementation of urban planning and construction investment projects to ensure viewpoints, principles, and compliance with spatial development orientation; infrastructure system orientation... In addition, exploiting different potentials and competitive advantages.
Compliance with strategic plans
With the strategic directions and steps identified in the Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050, immediately after the planning was announced, with the determination of the entire political system, Quang Ninh quickly started implementing the general urban planning, district planning of localities and the General Planning for the construction of economic zones. The province prioritizes directing and implementing the development of roadmaps, policies and solutions to organize the implementation of programs and projects, in order to effectively implement the goals and tasks set out in the Provincial Planning.
By the end of August 2024, Quang Ninh has basically completed the approval of local planning. Of which, there are 6 urban planning of cities and towns: Ha Long, Cam Pha, Uong Bi, Mong Cai, Dong Trieu and Quang Yen; 6/7 construction planning of district areas: Ba Che, Tien Yen, Dam Ha, Binh Lieu, Co To and Van Don. Particularly, Hai Ha district, because it is located in the planning of Mong Cai border gate economic zone, is still in the planning stage, expected to be completed in 2024.
Regarding the general planning for the construction of economic zones, 3/5 economic zones have been approved by the Prime Minister: Van Don coastal economic zone, Mong Cai border gate economic zone and Hoanh Mo - Dong Van border gate economic zone. At Quang Yen coastal economic zone, the Ministry of Planning and Investment is currently taking the lead in collecting opinions from ministries and branches on adjusting the economic zone boundaries to report to the Prime Minister for approval. Bac Phong Sinh border gate economic zone is also being developed and is expected to be completed in 2024.
To ensure that the planning is closely followed and implemented in accordance with the Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050, with a proactive and receptive spirit, the province is promoting coordination with central ministries, branches, and localities in the Red River Delta to build and perfect the region's institutions, identify key and significant projects that are meaningful in creating breakthroughs for regional development. Specifically, the Project to build mechanisms and policies to pilot the implementation of the Vietnam - China Cross-border Economic Cooperation Zone; Project to build mechanisms and policies to pilot the development of Van Don Economic Zone; Project to develop Quang Ninh into a tourism center connecting with the region and the world...
In the current period, taking advantage of new opportunities in the "wave" of investment shift that is taking place strongly to promote growth model innovation, economic restructuring... Quang Ninh relies on 4 pillars (economy - society - environment - security) and 3 resources (nature - people - culture) to prioritize the implementation of infrastructure projects that create great spillover effects, especially strategic transport infrastructure, ensuring synchronization, modernity, comprehensiveness, promoting regional and intra-regional connectivity, associated with economic development corridors to attract investment, promote land potential and space; effectively exploit tourism potential, improve the quality and people's lives in the direction of happiness...
To ensure resources for implementation, the province has calculated and structured capital sources according to 3 specific areas in 2 phases from 2021-2025 and 2026-2030 with a total estimated social investment capital of 2.8 million billion VND. In particular, priority is given to attracting investment in industries and fields such as seaport systems, inland waterway ports, logistics infrastructure; infrastructure of industrial parks and industrial clusters; high-tech processing and manufacturing; high-tech agricultural, forestry and fishery zones; development of infrastructure for education, health, culture, sports, environment, trade and services, etc.
In the spirit of inheritance, perseverance, and compliance with strategic planning as an important guideline, Quang Ninh positions values, opportunities, and challenges to implement new development goals, shortening the roadmap for implementing planning goals, becoming a typical province of the country in all aspects, the growth pole of the Northern region.
