Competition associated with tasks

Recognizing the role, position and importance of emulation and reward work in the implementation of political tasks at the unit, the Ha Giang Social Policy Bank has made many innovations and creations, creating strong changes in all activities of the unit. Along with that, fairness and transparency in emulation and reward have become a strong motivation for each officer, employee and worker in the Branch to strive to excellently complete their tasks, contributing to poverty reduction and socio-economic development for the locality.

For example, in the emulation movement "The whole country joins hands to build new rural areas", the Branch has focused on disbursing capital to borrowers in the province's new rural construction areas and investing in the agricultural and rural sectors. The results have contributed to helping 51/193 communes meet new rural standards; on average, each commune meets 12.2 new rural criteria; 1 commune is recognized as meeting advanced new rural standards.

With the movement "The whole country joins hands for the poor - No one is left behind", the Branch has launched an emulation movement to promote the spirit of solidarity and strength of the staff and workers in joining hands for the poor. Thanks to that, over the past 5 years, union members and workers in the Branch have donated 6,165.5 million VND to the fund and other funds to carry out humanitarian, social and charitable activities.

In particular, to narrow the information technology "gap" between people in the province and provinces and cities in the lowlands, as well as adapt to the digital transformation task, the Branch has focused on effectively implementing the application of digital technology such as SmartBanking Mobile, biometric installation using chip-embedded CCCD, Mobile Banking App...; applying new technology to internal management processes and providing products and services; modernizing banking products and services to save time and costs in carrying out lending procedures, debt collection, interest collection... for the poor and other policy subjects.

In the period of 2020 - 2025, the Director of the Ha Giang Branch of the Vietnam Bank for Social Policies recognized the title of advanced worker for 76 collectives and 670 individuals; commended emulation movements for 649 collectives and 559 individuals.

Along with that, propaganda work is always one step ahead to guide customers to access and use Mobile Banking services; manage and use capital for the right purpose, right target, effectively, flexibly manage capital planning, disburse to the poor and other policy subjects...

Director of the Ha Giang Social Policy Bank Le Tuan Quang said that in addition to the above movements, the movements "The whole country competes to build a learning society, promote lifelong learning in the period of 2023 - 2030"; "Studying and following Ho Chi Minh's ideology, morality and style"; "Good at banking, good at housework"; "Good worker, creative worker"; "The whole country competes to build a learning society, promote lifelong learning in the period of 2023 - 2030"... were strongly responded to by the Branch, bringing about a vibrant competitive atmosphere throughout the system, contributing significantly to the completion of assigned political tasks.

Spread to the entire political system

Not only stopping at actively participating in movements launched by the Central, the province and the industry, with its unique operating method, the Ha Giang Social Policy Bank also spreads the spirit of emulation to the local political system. Therefore, it is not surprising that the transfer of preferential credit capital undertaken by the Social Policy Bank has attracted the participation of Party committees, authorities at all levels and associations and unions in the area.

By providing policy advice, in the period of 2020 - 2025, the Ha Giang Social Policy Bank and its transaction offices have pushed the wave of Directive No. 40-CT/TW and now continue with Directive No. 39-CT/TW of the Secretariat on improving the effectiveness of social policy credit as well as other directives of the Provincial Party Committee to a climax. As a result, from 2020 - 2025, Ha Giang transferred entrusted capital with the amount of 236,232 billion VND, by March 26, 2025, the locality transferred entrusted capital to the branch with the amount of 288,397 billion VND...

Effectively coordinate with entrusted socio-political organizations, departments and unions from the province to the grassroots level in implementing 19 policy credit programs (an increase of 4 programs compared to the beginning of 2020).

By March 26, 2025, the total capital of the Branch reached VND 5,551.7 billion, an increase of VND 2,648.1 billion compared to the beginning of 2020, the average annual capital growth rate reached 18.2%. Of which, mobilized capital was VND 493.3 billion, accounting for 8.8% of the total capital, an increase of VND 279.1 billion compared to the beginning of 2020; capital entrusted for investment at the local level was VND 288.4 billion, accounting for 5.2% of the total capital, an increase of VND 236.2 billion compared to the beginning of 2020; balanced capital from the Central Government was VND 4,770.0 billion, accounting for 85.9% of the total capital, an increase of VND 2,132.8 billion compared to the beginning of 2020.

Total outstanding loans as of March 26, 2025 reached VND 5,535.4 billion with 93,640 borrowers, an increase of VND 2,640.2 billion compared to the beginning of 2020; the average annual growth rate reached 13.5%. Loan turnover in 5 years reached VND 7,706.7 billion, with 147,418 poor households and other policy beneficiaries receiving loans. Debt collection turnover was VND 4,971.4 billion, accounting for 64.5% of loan turnover. In particular, the Branch has proactively directed and implemented many synchronous solutions to consolidate and improve credit quality. As of March 26, 2025, the total bad debt (overdue and frozen debt) was VND 7.6 billion, accounting for 0.07% of the total outstanding debt.

With the motto "No one is left behind", over the past 5 years, the Social Policy Bank has effectively implemented interest rate support and interest rate reduction for loans at the Social Policy Bank, helping people quickly overcome difficulties, especially when the Covid-19 pandemic or super typhoon Yagi hit.

The results in professional and technical activities as well as other social and charitable activities that the Ha Giang Social Policy Bank has achieved in the past 5 years have once again demonstrated the spirit of solidarity and charity towards the people of Ha Giang in general, poor households and other policy beneficiaries in the area in particular. That spirit has contributed to helping people overcome poverty, rise up to become rich and build a rich and beautiful homeland.
