Bac Ninh launched the emulation movement "Digital transformation period 2024-2025"

On October 10, in response to National Digital Transformation Day, the People's Committee of Bac Ninh province held a conference to launch National Digital Transformation Day 2024; launched the emulation movement "Digital transformation for the period 2024-2025", an online contest to learn about digital transformation and administrative reform.

Comrade Vuong Quoc Tuan, Chairman of Bac Ninh Provincial People's Committee attended and gave a speech. Attending the conference were representatives of departments, agencies, socio-political organizations, and mass organizations of Bac Ninh province.

Create a powerful shift in perception and action

Speaking at the opening of the Conference, Chairman of the Bac Ninh Provincial People's Committee Vuong Quoc Tuan informed that the Resolution of the 20th Bac Ninh Provincial Party Congress determined: "Promoting the application of information technology and digital transformation in management and operation activities. Continuing to build e-government and smart cities to ensure practical and effective results".

After more than 2 years of implementing Resolution No. 52-NQ/TU dated March 18, 2022 of the Provincial Party Committee on the Digital Transformation Program of Bac Ninh Province to 2025, with a vision to 2030 and the programs and implementation plans of the Provincial People's Committee, Bac Ninh has achieved positive and outstanding results in digital transformation. This effort is clearly demonstrated in the methodical, scientific, creative and effective approach, creating a solid foundation for building a modern and sustainably developed digital Bac Ninh.

However, besides the important results achieved, the Chairman of the People's Committee of Bac Ninh province also acknowledged that digital transformation and administrative reform in Bac Ninh province still have some limitations, difficulties and challenges.

To continue to promote digital transformation, we need higher determination, greater efforts and more drastic actions. We need to focus on key points, prioritize key tasks, and avoid spreading and fragmenting. The assignment of tasks must be clear and specific, including the performer, tasks, responsibilities, time, process and expected results.

It is necessary to direct, operate and organize implementation in a synchronous, flexible, scientific and methodical manner, focusing on key points and in order of priority.

In addition, it is necessary to create a healthy and beneficial working environment, encouraging cadres, civil servants and public employees to exchange and learn experiences in administrative reform. From there, discover, evaluate and replicate new and effective ideas, models, initiatives and solutions, contributing to improving the quality of administrative reform work.

According to the Department of Information and Communications of Bac Ninh, the emulation movement "Digital transformation in the period of 2024 - 2025" is deployed with the goal of creating a strong change in the awareness and actions of all levels, sectors, business communities and people about the role and importance of digital transformation. Thereby, mobilizing the participation of the entire political system, creating a strong driving force to accelerate the progress and improve the effectiveness of digital transformation in the province.

The specific objectives of the emulation movement include: Propagating and widely disseminating the Party's guidelines and policies, the State's policies and laws on digital transformation; raising awareness and responsibility of cadres, civil servants, public employees and people.

Accelerate investment progress, develop synchronous and modern digital infrastructure, including telecommunications infrastructure, information technology infrastructure, data infrastructure; ensure information security.

Building a streamlined digital government that operates effectively and efficiently, serving people and businesses better; improving the leadership, direction and management capacity of all levels of government using digital technology.

Applying digital technology to production and business, creating new products and services, improving labor productivity and business competitiveness; promoting the development of e-commerce and digital economy.

Applying digital technology in the fields of health, education, culture, environment, security, order; improving people's quality of life.

8 key tasks

At the Conference, Chairman of Bac Ninh Provincial People's Committee Vuong Quoc Tuan proposed 8 key tasks that need to be focused on for all levels and sectors to implement in the coming time.

Firstly, closely follow the policies, strategies, and orientations on national digital transformation, issued resolutions, programs, and plans, and require agencies, units, and localities to effectively develop and implement the proposed digital transformation tasks.

Second, strengthen communication about the benefits and effectiveness of digital transformation so that state management agencies, people and businesses clearly understand and actively participate.

Third, continue to invest in upgrading the provincial data center infrastructure, IT infrastructure, mobile telecommunications network coverage; strengthen connectivity, database sharing, ensure information security and research, advise on building, and provide a digital platform to synthesize and analyze provincial-level data.

Fourth, improve the quality and effectiveness of administrative reform, improve the investment environment, create favorable conditions for start-ups, innovation, and digital technology application.

Fifth, continue to review and effectively deploy solutions to ensure network safety and security and protect personal data in digital transformation.

Sixth, effectively deploy public services for issuing criminal records on the VNeID application, speed up the progress of advising competent authorities to issue policies and mechanisms to exempt/reduce fees for criminal records applications via the VNeID application; exempt/reduce fees for applications certifying electronic copies from originals.

Seventh, promote the application of information technology and digital transformation in health sector activities, combined with administrative procedure reform to support people. Deploy electronic health records (EHR) connected and linked with electronic medical records.

Eighth, effectively implement the administrative reform initiative contest according to the set plan; widely propagate the importance of administrative reform to attract the participation of a large number of cadres, civil servants, public employees, businesses and people.

With the strong determination of the entire political system and the active participation of people and businesses, the emulation movement "Digital transformation in the period of 2024 - 2025" is expected to create a breakthrough in the digital transformation process of Bac Ninh province, contributing to building Bac Ninh into a province with comprehensive and sustainable development, one of the leading provinces in the country in digital transformation by 2030.

Within the framework of the Conference, the Provincial Digital Transformation Steering Committee also launched an online contest to learn about digital transformation, administrative reform, Project 06 and the Administrative Reform Initiative Contest in Bac Ninh province. These are practical activities to raise awareness, disseminate knowledge about digital transformation, and at the same time encourage creativity, exploration and research on solutions to apply digital technology into practice.

Outstanding results of digital transformation in Bac Ninh

- Leading the country in the proportion of digital economy to GRDP at 56.83%

- Digital Transformation Index (DTI) ranked 7th out of 63 provinces and cities (of which, digital government ranked 10th; digital economy ranked 5th; digital society ranked 7th).

- Bac Ninh has completed connecting and sharing 100% of online public services at levels 3 and 4 to the National Public Service Portal.

- 100% of work records at government agencies are processed online.

- Application of information technology in management, operation and provision of online public services is promoted.

- The rate of people using online public services at levels 3 and 4 reaches over 80%.

- More than 50,000 digital signatures were issued to people and businesses.

- 9 industrial parks install automatic environmental monitoring systems.
