The People's Committee of Bac Ninh province has just held a conference to evaluate the progress of BT projects in the field of transport infrastructure in the province authorized by the People's Committees of Tien Du district, Bac Ninh city, Tu Son and Thuan Thanh town.
Accordingly, for Tien Du district, including the investment project to build a secondary school and roads in Lac Ve commune. Tien Du district People's Committee proposed to stop the unimplemented sections, stop the school construction and settle the completed work; allow the use of corresponding land at the planned location.
In response to the proposal of Tien Du District People's Committee, Vice Chairman of Bac Ninh Provincial People's Committee Ngo Tan Phuong agreed with the proposal of Tien Du District People's Committee and assigned Tien Du District to work with the investor to stop the project and select a location to use the corresponding land, adjust the investment policy and other contents to be completed by August 2024.
As for BT projects in Thuan Thanh town, currently implementing traffic projects T6, T7, T8 (center of Thuan Thanh town) have completed investment, construction, handover and put into use.
The investor has submitted and requested approval of the completed capital settlement dossier; is urgently completing the dossier and submitting it to the competent authority for review and approval of the settlement in accordance with regulations.
Regarding the counterpart project, the town plans to assign investors to implement the housing area in the urban area south of Ho town and the housing area in Ho town and Song Ho commune, with an area of 4.39 hectares. Vice Chairman of Bac Ninh Provincial People's Committee Ngo Tan Phuong has requested Thuan Thanh Town People's Committee to finalize and implement other tasks by August 2024.
For Tu Son city, the project to renovate and upgrade Ly Thai To street (section from TL 295B to new QL1A) in the city center and some works in the city is being implemented. The project has been completed and handed over for use; the capital settlement dossier is being prepared.
Currently, BT projects are stuck in negotiating and signing contract appendices for the amount of money offered to pay to the State budget and stopping the loan interest when the construction period ends; completing documents, submitting to competent authorities for review and approval of the final settlement of construction investment capital to complete the BT project. Therefore, the People's Committee of Bac Ninh province requires that it be completed in the third quarter of 2024. For the counterpart project, it is required to terminate the implementation of the housing project in Dong Ky ward.
As for Bac Ninh city, 4 BT projects are being implemented, including: Project to complete the intersection of National Highway 1A - National Highway 38; road to the center of Van Duong ward; extended Binh Than road, section from Le Lai street to Ly Quoc Su street, Kha Le area; technical infrastructure system of H2 route. BT projects are basically completed, put into use, and finalized.
As for the H2 road project, the road surface is being paved; the city is urging the completion of site clearance in October; the project is scheduled to be completed in 2026. For counterpart projects, investors are coordinating to select locations and develop plans for site clearance compensation.
Vice Chairman of Bac Ninh Provincial People's Committee Ngo Tan Phuong requested departments and branches to coordinate and quickly resolve issues related to land use conversion for counterpart projects; approve investment policies..., and assign the Department of Planning and Investment to advise on solutions.
Propose that the People's Committee of Bac Ninh city and the investor re-determine the location and value to carry out the next steps, especially site clearance, determined to complete in August 2024.
At the same time, request departments and branches to strictly implement the conclusions in Notice No. 121 dated October 31, 2023 of the Provincial People's Committee on removing difficulties and obstacles for BT projects and counterpart projects.
Investors review and specifically report all difficulties and problems so that the People's Committee of Bac Ninh province can assign specialized agencies to resolve them, ensuring the overall progress of the projects.
