Bac Binh invests in developing ethnic minority areas

The whole Bac Binh district has 18 communes and towns and 18 ethnic groups living together, of which 17 ethnic minorities live concentrated in 4 mountainous communes, 5 plain communes and 4 mixed villages.

In recent years, the People's Committee of Bac Binh district has directed the district's functional departments to coordinate with local authorities to focus on investing in economic and social development in ethnic minority areas. Organizing cultural, sports and traditional festivals of ethnic groups, contributing to preserving and promoting traditional cultural values ​​of ethnic minorities. Arousing the spirit of solidarity, self-reliance, self-reliance, emulation in production and building the great national unity bloc. Agricultural production in ethnic minority areas is increasingly stable, farmers know how to apply scientific and technical advances in production and intensive cultivation, using new rice varieties and hybrid corn for high yield and quality. The total area of ​​food crop production is about 13,737 hectares, with a total food output of over 43,046 tons, of which rice is 6,724 hectares and hybrid corn is 233 hectares. The communes have transformed the crop and livestock structure towards commodity production, expanded the area of ​​rice, corn, cassava, sesame and invested in raising cows, goats and sheep. Forest owners have assigned 27,003 hectares of forest to 679 ethnic minority households, with an average of 39.7 hectares of forest/household, to create jobs and increase family income. Schools in the communes have been invested in and built spaciously, meeting teaching and learning requirements. The total number of ethnic minority students attending class in the 2022-2023 school year is 11,446, including: 2,337 kindergarten students, 5,082 primary school students, 3,114 secondary school students and 911 high school students. The grassroots health care network in ethnic minority communes continues to be strengthened in terms of organizational structure, facilities and equipment; 100% of communes have health stations, 5/9 commune health stations have doctors and 9/9 communes meet national health standards. The rate of people participating in health insurance is 62.46% (36,240 health insurance cards). At the same time, communes have promoted the movement of the whole people uniting to build a cultural life, build new rural areas, civilized urban areas and strengthen propaganda and dissemination of laws in ethnic minority areas. The District People's Committee has developed Plan No. 226, preserving and developing the traditional pottery craft of the Cham people, Binh Duc village, Phan Hiep commune. On festival days, local authorities have organized art and sports competitions to promote the unique cultural traditions of each ethnic group.

In addition, the district's functional departments have supported ethnic minorities in borrowing preferential credit capital, vocational training associated with job creation. Implementing infrastructure investment policies has contributed to promoting the effectiveness of poverty reduction in mountainous communes and ethnic minority areas. Currently, the number of poor households in ethnic minority areas is 783 households/3,182 people, accounting for 6.8% and near-poor households is 949 households/3,982 people, accounting for 8.24%. By the end of 2022, the total outstanding debt in ethnic minority areas is 230,067 million VND/1,927 households, creating conditions for ethnic households to invest in developing production, raising livestock, and improving family life. The District People's Committee has coordinated with the Provincial Ethnic Committee to organize training and knowledge and skills training for 32 people and organize study tours and experience learning in the Central provinces for 14 prestigious ethnic minority people. The Provincial Mountain Service Center has made advance investments for 145 ethnic minority households to produce 307.9 hectares of hybrid corn and wet rice, with a total amount of about 3.11 billion VND.
