All three defendants have criminal records, of which Hung and Tuan both served sentences for drug-related offenses and were released from prison in 2017. Manh has three previous convictions for gambling, extortion, and breach of trust and was released from prison in 2018.
According to the indictment, at noon on April 12, 2019, at Nuoc Ngam bus station, Le Van Manh was caught red-handed while walking, carrying a bag containing 18 heroin cakes weighing more than 6.1 kg.
At the scene, Manh said he was transferring the "white" goods to Pham Phi Hung, who was waiting nearby. The police quickly found Hung sitting in a car waiting for Manh nearby. Through a quick interrogation on the spot, Hung said he planned to receive the drugs from Manh and then transfer them to Nguyen Anh Tuan, who was waiting on Giai Phong Street. Tuan was immediately arrested shortly after.
Investigation determined that in February 2019, Hung was being treated at Bach Mai Hospital when Tuan, a fellow inmate, visited him and ordered 20 heroin bars. Hung agreed and called a Laotian named Vong (identity unknown) to request the goods.
About 2 months later, Vong reported that he had heroin, so Hung asked defendant Manh to go to Huong Son district (Ha Tinh province) to receive the goods and then take a bus back to Hanoi. Hung planned to pick up Manh at Nuoc Ngam bus station and deliver the goods to Tuan together, but before they could meet, he was arrested.
In the case tried on August 2, all three were prosecuted for transporting and trading 6.1 kg of heroin.
Based on the evidence, the Trial Panel sentenced all three defendants to death.
