79 years of Vietnam Sports Day: Improving the health and fitness of Vietnamese people to enter a new era

(PLVN) - On March 27, 1946, President Ho Chi Minh signed Decree No. 38 establishing the Central Sports Department, marking the birth of the Vietnamese Sports industry.

He wrote an article titled "Health and Physical Education" published in the National Salvation Newspaper, calling on all people to exercise and improve their health: "To preserve democracy, build the country, and create a new life, health is needed for success in everything. Every weak citizen makes the whole country weak; every healthy citizen contributes to the health of the whole country." On January 29, 1991, the Chairman of the Council of Ministers (now the Government) signed Decision No. 25/CT to make March 27 every year "Vietnam Sports Day." The decision clearly stated that Vietnam Sports Day is held annually to attract all classes of people and the movement of physical training and healthy cultural and sports activities. March 27, 1946 was officially the founding day of the Vietnam Sports Industry.

It can be said that Vietnamese sports have been constantly developing, from the first steps to brilliant successes in the international arena. Gold medals at the SEA Games, ASIAD, or miracles at the Olympics have affirmed the talent and will of Vietnamese athletes.

The country is entering a new era of opportunity, an era of growth. In the article “The Future for the Growth Generation”, General Secretary To Lam pointed out: “The world is entering an unprecedented period of breakthrough development in technology and science. The rapid and strong development of artificial intelligence, biotechnology, big data and automation is strongly and rapidly shaping the way of working, living and communicating globally. This requires each country, including Vietnam, to carefully prepare a young generation that meets strict standards of human resources for integration and sustainable development”.

And according to the General Secretary, one of those preparations is: “In parallel with intellectual education is the strategy to improve the health and physical fitness of Vietnamese people. It is necessary to encourage the development of school sports in a systematic and effective manner to improve the stature of Vietnamese people. We need to set a specific goal that by 2045, the average height of Vietnamese youth must reach a certain level equal to that of developed countries in the region. To realize this goal, promoting universal health care and building modern sports infrastructure has become an urgent requirement. We also need to set a goal of increasing the number of high-performance athletes, aiming to win medals at major tournaments such as ASIAD and the Olympics, not only in sports that require skills but also in sports that require outstanding physical strength and power.”

From a legal perspective, reality has shown that, in addition to the achievements after 10 years of implementing Resolution No. 08 of the Politburo on strengthening the leadership of the Party, creating strong development in physical education and sports, the development of sports has also revealed many shortcomings, requiring early completion of policies and laws to meet the requirements in the new period.

Conclusion 70-KL/TW of the Politburo on sports development in the new situation dated January 31, 2024 required enhancing the responsibility of Party committees, Party organizations, authorities, political systems and people for the development of physical education and sports.

For the mass sports movement, the whole people practice physical training, the grassroots cultural and sports institutions are very important. The Prime Minister has approved Decision No. 2164/QD-TTg on the master plan for the development of the system of grassroots cultural and sports institutions for the period 2013 - 2020, with a vision to 2030. This is considered a very important legal basis and orientation for ministries, branches and localities, especially the Ministry of Culture, Sports and Tourism, to deploy the construction and development of the network of grassroots cultural and sports institutions nationwide over the past many years. However, from a legal perspective, it is still necessary to continue to perfect the legal corridor, mechanisms and policies to encourage cultural socialization activities in investing in the construction of cultural centers and venues, and soon form and develop a new system of grassroots cultural and sports institutions established by the private sector in addition to the existing national grassroots cultural and sports institutions, to enrich and diversify the spiritual and cultural life and improve the health of the people in residential areas across the country...
