4 expressway projects will start construction in 2024

Dong Dang - Tra Linh, Cho Moi - Bac Kan, Dau Giay - Tan Phu, Cao Lanh - Rach Soi expressways are expected to start construction in 2024.

The 93 km Dong Dang - Tra Linh Expressway (Lang Son, Cao Bang) will start construction on January 1, 2024, with the first phase having a total investment of VND 14,300 billion under the form of public-private partnership (PPP). The starting point of the route is at the Tan Thanh border gate intersection, Van Lang district, Lang Son province; the end point is at the National Highway 3 intersection, Chi Thao commune, Quang Hoa district, Cao Bang province.

In phase one, the expressway is designed at 80 km/h, with a road surface width of 17 m; in difficult terrain, the road surface width is 13.5 m. The route will have 7 intersections, 4 rest stops, 7 toll stations, and a synchronous intelligent transportation system (ITS). The project is expected to be completed in 2026, with a payback period of 24 years and 10 months.

Due to being implemented in mountainous areas with low traffic volume forecast, the project has had difficulty mobilizing investment capital for many years. At the end of November, the National Assembly approved a special mechanism for the project by increasing the state capital ratio to 70% (instead of 50% according to the PPP Law). This is the first PPP project with a state capital contribution ratio of over 50%.

The Dong Dang - Tra Linh project is expected to be allocated 5,720 billion VND from the central budget, 4,080 billion VND from the local budget, equity capital and mobilized over 4,360 billion VND. The consortium of Deo Ca Group Joint Stock Company - ICV Vietnam Investment and Construction Joint Stock Company - Deo Ca Transport Infrastructure Investment Joint Stock Company - Construction Joint Stock Company 568 is the investor selected by Cao Bang province.

Currently, the distance from Hanoi to Cao Bang is 280 km, taking 5-6 hours by car. After the Huu Nghi - Chi Lang and Dong Dang - Tra Linh expressways are completed, connecting to the Bac Giang - Lang Son expressway, the travel time from Hanoi to Cao Bang will be shortened to 2.5-3 hours. The completed project will meet the transportation needs to the northeastern mountainous provinces, promote socio-economic development and ensure national defense and security in border areas.

Cho Moi - Bac Kan Expressway (Bac Kan) is 28.8 km long, starting point connecting Thai Nguyen - Cho Moi road, in Thanh Thinh commune, Cho Moi district; ending point intersecting National Highway 3B, connecting Bac Kan - Ba Be Lake road project, Bac Kan city, Bac Kan province.

The project has a scale of 4 lanes, a 22 m wide roadbed, a 20.5 m wide road surface, a design speed of 80 km/h, and some favorable terrain sections have a speed of 100 km/h.

The preliminary total investment of the project is about 5,750 billion VND from the budget, of which construction costs are more than 4,140 billion VND, site clearance costs are 490 billion VND, and the remaining costs are consulting and contingency.

The Cho Moi - Bac Kan Expressway will connect the Hanoi - Thai Nguyen and Thai Nguyen - Cho Moi routes to create a synchronous traffic network, promoting socio-economic development and ensuring national security and defense in the northeast of the country.

The Dau Giay - Tan Phu Expressway (Dong Nai) is about 60 km long, with a design speed of 100 km/h. The Government has approved the investment policy under the PPP method, with a total investment of VND 8,365 billion. Of which, the investor's capital and enterprise capital are about VND 7,065 billion, and the state's participation is about VND 1,300 billion.

This is a component project within the overall Dau Giay - Lien Khuong expressway, over 200 km long, to connect Ho Chi Minh City with the Central Highlands provinces. The two remaining component projects on this route, Tan Phu - Bao Loc and Bao Loc - Lien Khuong, have also been proposed for investment by Lam Dong province with total capital of VND19,500 billion and VND12,500 billion, respectively.

The Dau Giay - Tan Phu route will connect the current Ho Chi Minh City - Long Thanh - Dau Giay expressway, helping to reduce traffic congestion and ensure traffic safety on National Highway 20. The route will also contribute to promoting the socio-economic development of Dong Nai province in particular and the Southeast region in general.

The project to upgrade the western longitudinal axis of the Mekong Delta from Cao Lanh (Dong Thap) to Rach Soi (Kien Giang) according to the expressway scale. Of which, the Cao Lanh - Lo Te (Can Tho) section is about 28.8 km long, with an investment capital of 950 billion VND. The existing road will be offset and reinforced with asphalt concrete, and a number of service roads will be built, and intersections will be completed to reorganize traffic and operate according to expressway standards.

The Lo Te - Rach Soi section (Kien Giang) has a total investment of 750 billion VND. The 51.5 km long route, currently with 4 lanes, will have its road surface reinforced with asphalt concrete, existing emergency stops expanded, and the traffic safety system completed to operate according to expressway standards.

According to the Ministry of Transport, 19 transport projects are expected to start construction in 2024. In addition to the above 4 projects, the projects that will start construction include the Ho Chi Minh Road section Rach Soi - Ben Nhat, Go Quao - Vinh Thuan (Kien Giang) and Cho Chu - Trung Son Intersection section (Thai Nguyen, Tuyen Quang); the project to renovate and expand National Highway 2 section Vinh Yen - Viet Tri, Vinh Phuc province; the expansion of National Highway 46 section Vinh City - Nam Dan town (Nghe An); the project to upgrade and renovate 3 national highways (53, 62, Nam Song Hau) in the Mekong Delta; National Highway 4B Lang Son.
