The shape of Tuyen Quang - Ha Giang highway is gradually revealed

Currently, contractors are focusing on cutting hills, crossing rivers to open roads to create construction sites with millions of cubic meters of earth and rock being dug and filled. At Km23, the section passing through Tu Quan commune (Yen Son), dozens of mechanical vehicles and hundreds of workers have been mobilized to level the ground. This section is currently in the stage of opening roads and filling the ground. Some other items such as underground sewers and underpasses for people on the route are also under construction. However, the current difficulty is that the entire route is lacking a large amount of earth to fill the ground, due to related regulations.

Tuyen Quang - Ha Giang Expressway section through Yen Son district is gradually taking shape.

According to the Provincial Traffic Construction Investment Project Management Board, by the end of October, all 6/6 construction packages for roads and bridges on the route had been deployed simultaneously with 90 construction teams. The implementation value reached about 14.55%.

Mr. Le Duc Tranh, Director of the Executive Board, Deo Ca Group said: The unit is in charge of the construction of package 24, worth 720 billion VND. By the beginning of November, the contractor had completed about 25% of the project's output. Previously, from June until now, the province has often experienced heavy rain, with up to 20 days of rain each month. Especially in September, after experiencing storm No. 3, workers on the route had to temporarily stop to overcome the consequences. To ensure the progress of the contract signed with the investor, and in the spirit of the Prime Minister's call for a peak competition of "500 days and nights to complete 3,000 km of expressway", the construction unit has come up with plans for overtime and extra shifts. Currently, the unit has the construction site for 15/20 bridges and deployed 15/20 construction teams. At each bridge point, the unit also divided into 2 or 3 construction teams to speed up progress with a total of 250 workers and 150 pieces of equipment and machinery.

Package No. 21, located in Ham Yen district, is being constructed by a consortium of Hiep Phu Company Limited and 68 Construction, Service and Trading Joint Stock Company from Km 43 to Km 43+600, with a total construction length of 1.82 km and a total package value of about 200 billion VND. On the construction site these days, a series of excavators and trucks are operating one after another to serve the transportation and coordination of soil, the sound of machinery echoing through the mountains and forests. Currently, the highway has gradually taken shape after each turn of excavators and bulldozers.

Mr. Nguyen Thanh Hai, Deputy Director of Hiep Phu Company Limited, directly in charge of the construction at the site, shared: Currently, the unit has achieved about 22% of the project volume, including the technical sewer system, roadbed and concrete items. During the recent flood season, the unit mainly focused on drainage works and casting components.

Strive to hand over 100% of the site to the construction unit

According to Mr. Hoang Van Hai, Deputy Director of the Provincial Traffic Construction Investment Project Management Board, in order to ensure the progress of the project as planned, in the last months of 2024, the unit strives to hand over 100% of the site to the construction unit; direct contractors to focus resources to implement construction in 3 shifts and 4 teams to compensate for the slow progress due to problems with site clearance (GPMB) and unfavorable weather conditions. It is expected that in 2024, construction will complete 30% of the contract value and the entire project will be completed in 2025 in accordance with the Prime Minister's direction.

According to the report of the Provincial Traffic Construction Investment Project Management Board, one of the current difficulties in implementing the Tuyen Quang - Ha Giang Expressway Project is the issue of site clearance with many bottlenecks related to 265 households that have not approved the compensation plan and paid compensation for construction due to problems that need to be resolved: Land of the forestry farms under management; land of households related to land of the forestry farms. In addition, there are some difficulties related to the source of earth filling materials in some bidding packages... At the inspection to speed up the progress of the Tuyen Quang - Ha Giang Expressway by Chairman of the Provincial People's Committee Nguyen Van Son and leaders of departments and branches at the end of October, the Chairman of the Provincial People's Committee requested the Department of Natural Resources and Environment to urgently guide investors and localities to implement in accordance with the provisions of law. Regarding the difficulties and obstacles in mobilizing people to relocate and resettle, the Chairman of the Provincial People's Committee requested localities to mobilize all levels, the Fatherland Front, and socio-political organizations to participate in the people's movement. Localities must take drastic action, have specific implementation plans, consider site clearance work as a key task; resolve difficulties and obstacles wherever they arise. The head is responsible for site clearance work, considering this as a criterion for evaluating the implementation of tasks in 2024.

He emphasized that the Tuyen Quang - Ha Giang Expressway Project is of great significance, being a national key project, responding to the peak emulation campaign "500 days and nights of emulation to complete 3,000 km of expressway" launched by the Prime Minister. Therefore, investors, construction units, and localities must make more efforts to overcome difficulties, take advantage of favorable weather, and urgently speed up the project's progress; requiring progress to be ensured along with technical and quality assurance.

With the drastic participation of provincial leaders and the proactive implementation of contractors and construction units, the early completion of the Tuyen Quang - Ha Giang expressway will create conditions for people in the two localities of Tuyen Quang and Ha Giang in particular and the northern midland and mountainous provinces in general to develop comprehensively and sustainably.
