TPO – Faced with the risk that the Tuyen Quang – Ha Giang expressway project through Tuyen Quang province will not be completed on schedule, the Ministry of Transport has just issued a document requesting the People's Committee of Tuyen Quang province to implement many measures to speed up the project.
The document sent by the Ministry of Transport to the People's Committee of Tuyen Quang province came right after the Vietnam Expressway Administration assessed that the construction progress of the Tuyen Quang - Ha Giang expressway through Tuyen Quang province was "very slow", with the risk of the project not being completed by the end of 2025 as set out.
Specifically, the Ministry of Transport requested the People's Committee of Tuyen Quang province to direct the investor to urgently review and enhance professional capacity, organize the apparatus and project management personnel to ensure that they have the capacity and experience to deploy and implement the project in accordance with the correct procedures and ensure the required quality and progress.

The Ministry also requested the People's Committee of Tuyen Quang province to focus on site clearance work, direct units to resolve difficulties and problems to promptly recover the remaining land area to ensure completion progress in accordance with the direction of the Prime Minister.
Regarding construction implementation, the Ministry recommends that investors, based on the actual implementation conditions of each bid package, rebuild the detailed progress, propose appropriate solutions to compensate for the delayed progress; specifically determine the control time milestones, especially the construction of the roadbed and works on the route, pay attention to building appropriate contingency time, as a basis to meet the project completion schedule in 2025 in accordance with the Government's direction.
During project implementation, units must comply with the provisions of technical regulations and technical standards, and technical instructions approved for the project; at the same time, regularly review and update reports to competent authorities for consideration and approval of adjustments and supplements to the list of standards and technical instructions applicable to the project according to current regulations.

According to the report of the People's Committee of Tuyen Quang province, the Tuyen Quang - Ha Giang expressway project through Tuyen Quang province has handed over 56.96 km of the total 69.7 km (81.72%), while 12.74 km has not been handed over due to problems with land managed by forestry farms and rice fields exceeding the limit approved by the Prime Minister to change their use to other purposes. The work of relocating technical infrastructure and building resettlement areas is still slow.
The project started in January 2024 with 7 construction packages, and has so far implemented 6 packages, while the remaining package for the construction of the lighting system (package 25) has not yet been implemented. The project has been implemented for 11.5 months out of 24 months according to the contract, however, the output has only reached about 14.55% of the contract value (58% compared to the plan).
