Forecast to improve from the second quarter
We have gone through a difficult and challenging economic year. In many countries, inflation has shown signs of decreasing, consumption has shown signs of increasing again, unemployment rates are decreasing and interest rates are unlikely to continue to increase to cope with other negative developments... All of these developments have helped the cash flow of developed countries return and Vietnam is among the countries receiving these capital sources. These positive signals are forecast to impact the Vietnamese and Ho Chi Minh City economies. In particular, industries with high science and technology content and high added value such as digital economy, green economy, circular economy... will have more advantages for development. I expect this because in the past year, despite the impact of the world economy and domestic economic difficulties, we have prepared and invested a lot of resources to welcome new opportunities. Regarding innovation, we have had a series of policies to encourage development, credit incentives, focusing on manufacturing, technology, science and technology, digital transformation, etc. In 2023, Vietnam will attract many foreign investors, in which we will attract key and encouraged sectors such as technology. This will create expectations for new momentum for high-quality investment capital flows, creating spillover effects. We have also developed markets, opened many new markets in addition to traditional markets such as the Middle East, Americas, etc. In particular, we have established and upgraded diplomatic relations with many major partners. These cooperations do not stop at the state and government levels but also at the local level. From there, I believe that all of the above efforts will create the foundation and momentum for us to take off in 2024, especially from the second quarter. Such reform efforts, infrastructure investment as well as development orientation will help Vietnam take advantage of opportunities to strongly develop industries with higher added content. The important issue is how we implement policies, create connectivity and support businesses to further enhance competitiveness and resources for development in the upcoming recovery period. I hope that the State, Government and localities will always accompany and support businesses to take advantage of all available opportunities so that Vietnam's economy can accelerate again.

Believe that the country will grow strongly in 2024
When discussing the socio-economic situation at the 6th session (15th tenure), many National Assembly deputies expressed concerns when the Government set a GDP growth target of 6 - 6.5% in 2024 while the domestic and international situation continues to face many difficulties. I believe that with the efforts of the Government and the support of the National Assembly, this goal can be achieved. The reason: We are focusing on the three pillars of investment, consumption, and export. With the Government's determination to disburse public investment capital, especially key transport projects, I believe that when transport is open, other activities will meet expectations, especially exports in the past have shown positive signs. We expect Vietnam to continue to maintain the upward momentum of the economy in 2023, especially not only achieving the GDP growth target of 6 - 6.5% in 2024 but also creating a comprehensive socio-economic development environment. In addition, 2024 is the premise for transforming investment flows, there has been a shift in investment opportunities not only in the direction of production and processing, but also investing in high-tech industries that create high added value for the country. We also expect to attract large corporations in the world to Vietnam. Therefore, if 2024 takes advantage of that opportunity, Vietnam may create a wave of investment attraction and create investment confidence, promote manufacturers, service activities, promote consumption...

Hope to link between domestic and foreign universities
As a recent graduate, I can somewhat feel that the quality of training at Vietnamese universities in recent years has made many strides compared to about 5-10 years ago. Training programs are constantly updated and standardized. In particular, international links between domestic and foreign universities are increasingly diverse, with cooperation in programs, research and exchange activities. I think that can be considered one of the many driving forces for development when universities can learn and take advantage of resources from schools in many countries. In 2024 and the coming time, I expect that the links between domestic and foreign universities will increase. Students will also benefit a lot. You will have more international exchanges and exchange semesters, and participate in academic and research activities with students from all over the world. I think that one day, when international connections are sufficient in both quantity and quality, a student, even though studying at a Vietnamese university, will have experiences no different from studying abroad. Higher education needs a breakthrough
We all expect that in 2024 Vietnam will have many positive changes, because looking back in the context of the world's socio-economic difficulties, in fact in 2023 we still achieved initial results, although not really satisfied. In the field of education alone, especially higher education in 2024, I see that the most important thing is to have a breakthrough to develop, improve the quality of training, and bring to society students who are guaranteed to meet the requirements of the market and businesses. In which, it is very necessary to complete full and synchronous legal mechanisms and policies to fully and deeply implement university autonomy. At the same time, there is a mechanism for scientists to have a very high level of autonomy to be creative and demonstrate their responsibility in research. Along with that, there needs to be a large enough source of investment from the budget to support scientists in researching projects and topics. In addition, ensuring salary, income and treatment policies commensurate with teachers is very necessary. Another content that needs to be focused on in 2024 is to strengthen university rankings in Vietnam and schools need to participate more deeply in global university rankings. Because this will create competition leading to better training and research quality.

I believe that Vietnam will develop more strongly in 2024 and firmly affirm its position in the eyes of international friends. We need to continue to make unremitting efforts to overcome challenges and make the most of the opportunities that the new era brings. In the field of mechanics, Vietnam can focus on developing advanced technology, improving production capacity and creating higher quality products. This will not only help improve the economy but also create more job opportunities for the people. I also hope that Vietnam will continue to promote international cooperation in this field, learn from advanced countries and apply those lessons in its own practice. I hope that young Vietnamese people will continue to promote the spirit of innovation and creativity, and persevere and make efforts to overcome all challenges and contribute to the overall development of the country. In 2023, the world continues to face serious political crises. Meanwhile, with a stable political system, in 2024 Vietnam will certainly continue to become an ideal country to attract diverse domestic and international investment capital. "Bamboo diplomacy" has affirmed that Vietnam is consistent with its independent and self-reliant policy, a peace-loving country and a safe destination for tourists. The World Bank (WB) forecasts that Vietnam's economic growth will recover strongly to 5.5%, while Fitch Ratings forecasts 6.3% in 2024. However, for Vietnam to develop sustainably, I hope that education needs to be focused on, cared for, invested in and improved further in 2024. The famous saying "Talent is the vital energy of the nation" by Than Nhan Trung more than 500 years ago is an affirmation that it is the intelligence of the Vietnamese people that will decide the destiny of the Vietnamese nation. When I share these things, I am in China, preparing to perform for Hunan TV's New Year's Eve show with many artists from other countries. The weather is very cold, but from the organizers, colleagues to the audience, everyone is very attentive to me, making me feel very warm. In 2024, I hope to witness our Vietnam develop strongly. I hope everyone has the opportunity to study, work, develop and contribute to the country.
