At the monitoring session, Deputy Director of the Department of Planning and Investment Pham Trung Kien said that in the 2021 - 2025 period, the central budget capital allocated to Ho Chi Minh City is more than 33,000 billion VND, of which more than 32,100 billion VND has been allocated. Ho Chi Minh City's budget capital is more than 142,500 billion VND, of which nearly 140,000 billion VND has been allocated in detail.
According to statistics in 2021, Ho Chi Minh City disbursed 34.8% of the total central budget capital plan and 63.82% of the total local budget capital plan. In 2022, Ho Chi Minh City disbursed 62.44% of the total central budget capital plan and 71.9% of the total local budget capital plan. In the first 5 months of 2023, Ho Chi Minh City disbursed 43.3% of the central budget capital and 5.1% of the local budget capital.
Mr. Nguyen Van Dat, Deputy Head of the Legal Committee of the Ho Chi Minh City People's Council, mentioned the issue of project settlement. Specifically, the settlement of completed projects according to the People's Committee's report is very low. For example, in 2021, the settlement approval was 923 projects (accounting for 41.8% of completed projects); in 2022, it was 1,195 projects (accounting for 59.63% of completed projects). Not to mention, there were 200 projects in the past 2 years that violated the settlement time regulations.
Speaking at the meeting, Chairwoman of the Ho Chi Minh City People's Council Nguyen Thi Le requested the Ho Chi Minh City People's Committee, specifically the Department of Finance, to seriously carry out project settlement, completely resolve outstanding debts in basic construction and completely resolve problems in public-private partnership projects. At the same time, focus on site clearance, increase discipline and effective coordination between departments, branches and localities.
