According to Point a, Clause 2, Article 12 of Circular 32/2023/TT-BCA, the 04 types of documents that traffic police check with car drivers include:
- Driving license.
- Vehicle registration certificate or certified copy of Vehicle registration certificate with original valid receipt from credit institution (during the period the credit institution holds the original Vehicle registration certificate).
- Inspection certificate, technical safety and environmental protection inspection stamp, Certificate of validity of Inspection Certificate and Inspection Stamp (also known as Registration Certificate)
- Certificate of compulsory civil liability insurance of motor vehicle owners.
Using VNeID instead of vehicle registration when traffic police stop for inspection?
Point a, Clause 2, Article 12 of Circular 32/2023/TT-BCA stipulates as follows:
When the databases are connected to the electronic identification and authentication system and information about the status of documents is determined, control through checking and comparing information of those documents in the electronic identification account is as valuable as directly checking the documents.
Thus, VNeID can be used to replace vehicle documents when traffic police stop vehicles for inspection if the databases are connected to the electronic identification and authentication system, identifying information about the status of the documents.
In case the vehicle operator provides information of documents in the electronic identification account, the information of those documents in the electronic identification account shall be checked and compared. During the inspection process, if the electronic identification account is found to be forged or if the individual or organization has committed a violation that requires temporary detention, revocation of the right to use, revocation, or confiscation of documents, or violations requiring verification of documents, the request shall be made to present those documents for handling in accordance with the provisions of law.

The duties of traffic police when patrolling, controlling and handling violations are stipulated in Article 7 of Circular 32/2023/TT-BCA as follows:
- Comply with legal regulations and orders, patrol, control and violation handling plans issued by competent authorities.
- Patrol, control, and handle violations to ensure order and road traffic safety within assigned routes and areas.
- Timely detect, prevent and handle violations of road traffic and other violations of law according to regulations; coordinate with road management agencies to detect and prevent violations of regulations on protection of road works and road safety corridors.
- Investigate and resolve traffic accidents according to the provisions of law and the Ministry of Public Security.
- Directly coordinate with units inside and outside the People's Public Security force to combat crimes and other law violations on road traffic routes. Participate in preventing and combating terrorism, riots; preventing and combating epidemics, natural disasters, fires; and rescue on road traffic routes according to regulations.
- Through patrolling, controlling and handling violations, perform the following tasks:
+ Detect loopholes, shortcomings and inadequacies in state management of security, order and road traffic to report and propose to competent authorities to recommend to functional agencies to take timely remedial measures;
+ Guide, propagate and mobilize people to participate in ensuring order and safety of road traffic and comply with road traffic laws.
- Perform other tasks of the People's Public Security force as prescribed by law.
