Road Management Area III inspected the scene and made a record requesting the contractor to repair the damaged road surface of National Highway 26 by scraping and peeling off the substandard asphalt layer and re-construct.
On January 10, Mr. Le Phan Duy, Deputy Director of Road Management Area III, said: "The investor has inspected and corrected the construction work of the project to repair damage to the National Highway 26 road surface for Construction Company No. 01 (headquartered in Nha Trang City, Khanh Hoa Province) as reported.
The contractor scraped and peeled off the poor quality construction plastic layer to re-carpet.
Accordingly, on January 8, when the weather was sunny and dry, ensuring conditions for hot asphalt concrete construction, the investor requested the contractor to re-process the locations Km119+107 - Km119+159 (left of route), Km119+212 - Km119+252 (right of route) and Km119+207 - Km119+243 (right of route).
The remaining positions will be processed soon in the coming days, the implementation process will be recorded with construction images for reporting.
Previously, according to the reporter of Giao thong Newspaper, on the evening of December 25, at the location of the damaged road surface repair on National Highway 26, the contractor Construction Company No. 01 was constructing asphalt pavement.
At around 7 p.m., at the construction site in Ea Phe commune (Krong Pak district), it was raining, but a group of workers and machinery were still laying asphalt.
According to the reporter's records, in the rain, the contractor still carelessly laid the asphalt.
Two three-axle dump trucks continuously dump asphalt into the paving machine, while behind them a group of workers scrape asphalt from the wet road surface.
The road roller rolled up mud and dirt, turning the road surface yellow. Although the road surface had just been paved, the reporter could easily put his hand on it and in many places the rocks were no longer bonded together.
Workers wear raincoats to lay plastic carpets.
Speaking to reporters, Mr. Bui Xuan Tra, Project Commander, admitted: "The unit had already scraped the road surface, but it was raining so the unit agreed with the consultant to make a record of the patching to ensure traffic safety because they were afraid that people would fall. After that, we will agree to scrape and redo it."
Mr. Le Van Hieu, Director of Construction Company No. 01, said: "The project needs to be completed by the end of December 31, but this season the weather is constantly raining, so it is very difficult. We are trying our best to do the construction, we transport plastic, and wait until the rain stops before starting.
The plastic carpet still ensures the temperature because there is a tarpaulin to keep the heat. If the heat is not enough, the technician will know and not do it. We ensure the quality because there is also a warranty. However, I will let the technician check and handle it, it cannot be done carelessly."
The road surface was not of good quality on December 25. On January 8, the investor requested that it be scraped and resurfaced.
After receiving feedback from Giao Thong Newspaper, Mr. Le Phan Duy, Deputy Director of Road Management Area III, directed an inspection and requested the contractor to report. At the same time, the Area directed that any location that did not meet quality standards would be scraped off and repaved.
According to the site inspection report, the contractor scraped off the damaged road surface from Km119+107 to Km119+159 (off-route), however, it was dark and the wet road surface was not suitable for hot asphalt concrete construction.
Therefore, the consulting and supervising unit requested the construction unit to return the C19 asphalt concrete to ensure traffic safety. When the weather is sunny, they will scrape and redo the above route.
