One of the "secrets" to that achievement is that the Party Committee and the People's Committee of the commune have promoted the grassroots democracy regulations well, implementing the motto "people know, people discuss, people do, people check, people enjoy". Thanks to that, the model new rural area is gradually coming into existence.

Yen Phuong is a purely agricultural commune located in the South of Yen Lac district, Vinh Phuc province with a natural land area of 544.75 hectares, divided into 10 residential villages, with a population of 10,641 people. In the process of building advanced new rural areas, the Party Committee, People's Council, and People's Committee of the commune always determine that building new rural areas is a continuous task with a starting point, but no end. Building new rural areas is essentially implementing specific contents to industrialize and modernize agriculture and rural areas. Therefore, after being assigned by Yen Lac district to build advanced new rural areas, the Party Committee of the commune issued 16 thematic resolutions, 12 action programs, 38 plans, and 15 conclusions to comprehensively lead and direct the goals and criteria for building new rural areas. In particular, focusing on promoting production development, developing infrastructure, shifting economic structure, and improving people's lives. Comrade Do Hoang Truong, Secretary of the Yen Phuong Commune Party Committee, said: “In the process of implementing the National Target Program on New Rural Construction, our Party Committee and government have focused on leading, directing, propagating, and organizing the launching of a widespread emulation movement to build new rural areas among the people, especially promoting the people's mastery. Thereby, the awareness of cadres, party members and people has changed positively, mobilizing people's contributions in terms of working days, materials, land donation, and money to build transport infrastructure and develop production. To successfully implement the model of new rural construction, we have selected villages 1 and 8 as pilot villages, evaluated and learned from experience to replicate throughout the commune. The Party Committee and the People's Committee of the commune have developed plans, directed and guided the villages to register for implementation. During the implementation process, the Party Committee, People's Council, and People's Committee of the commune regularly and continuously strengthen leadership, direction, inspection, and work with the village base to grasp the progress and propose solutions to implement the criteria in accordance with the actual situation of each village. After a period of implementing the construction of model new-style rural villages, the commune has had 2 villages recognized by the district as achieving model new-style rural areas.

It is known that the "secret" for the commune to accelerate the progress of building advanced new rural areas is due to the good implementation of the motto "people know, people discuss, people do, people inspect, people enjoy", based on the resolution of the Party Committee of the commune, the villages organized meetings to deploy to cadres, party members and people. Each criterion when implemented was publicly announced by the Party Committee and the commune government for the people to know, discuss and decide on the implementation method, contribution level, assign supervisors and collect opinions to assess people's satisfaction with the results of building new rural areas, so the mobilization of contributions and construction was very favorable. Ms. Nguyen Thi Yen, Zone 8, Dong hamlet said: "This is a very correct policy of the Party and State, bringing a prosperous life to the people; so when the commune implemented it, my family supported 23 cubic meters of concrete for the commune to build village roads, with a total amount of 21 million VND. As for the neighbors around my house, some donated land to build roads, others donated money as well. Thanks to the strength of "the Party's will and the people's will", after only one year, Yen Phuong mobilized 128,217 billion VND to build the new rural area. Of which, the commune budget capital was more than 5,447 million VND. At the same time, the commune has proactively transformed the structure of crop varieties, increasing the proportion of commercial crops on ineffective rice land. Promoting trade and services, which are the commune's strengths, such as Lung Ha carpentry village; traditional market, Phuong Tru commercial area; implementing the land accumulation program to form concentrated production areas to build production linkage models with enterprises.

In addition, the commune has promoted the application of scientific and technical advances and synchronous mechanization in production to increase the production value of the agricultural sector, such as building a concentrated commodity production area in Yen Thu village, introducing high-yield and high-quality varieties into rice production, such as: Ha Phat 3; Sen Cu; ADI28; Que Lam; TBR225. In the field of livestock, the scale and form of livestock farming are developed in a semi-industrial direction linked to the consumer market, ensuring stable output for products. Therefore, the total herd of livestock and poultry in the commune is always maintained at over 10,000. At the same time, making the most of the surface area of ponds and lakes for aquaculture exploitation, actively applying technical advances to introduce new fish varieties with high yield and good quality into livestock farming, thereby the aquaculture yield reaches 41 quintals/ha. The industrial, handicraft and commercial service sectors have developed rapidly and sustainably. Currently, the commune has 54 households participating in business, trade and freight transport activities; 150 establishments and households producing and trading in many industries, such as: civil carpentry, food processing, straw mushroom growing... Of which, Lung Ha traditional carpentry alone has 175 households working in the profession, creating regular jobs for 532 workers, with an average income of 5.6 to 8 million VND/person/month. In 2023 alone, the commune has mobilized concentrated resources to build modern infrastructure, with an investment of 125 billion VND to upgrade and asphalt 10.64km of rural roads and 4.5km of intra-field roads worth 62,408 billion VND; installing lighting and decorative electricity systems with a total value of 16,234 billion VND; Renovation, upgrading and construction of new schools 21,373 billion VND, healthcare 9,993 billion VND, culture 14,448 billion VND. Hunger eradication, poverty reduction, and income increase for people are always focused on. In 2021, the rate of poor and near-poor households was 2.4%, then by 2023 it decreased to 0.76%, average income per capita increased by 68.68 million VND/person/year; the rate of trained workers with jobs reached 95%; the average rate of people participating in health insurance reached 95.04%; the rate of households using hygienic sanitation reached 100%, of which 100% of households had access to clean water and stable electricity; 100% of households in the commune have solid houses, meeting the standards of the Ministry of Construction, ensuring the 3 hard requirements (foundation, frame, hard roof), housing area reaching 14 m2/person or more.

This is the result of promoting the grassroots democracy regulations in building new rural areas, so most of the commune's targets have been achieved and exceeded the set plan. Comrade Ta Van Chung, Chairman of Yen Phuong Commune People's Committee, said: "In implementing the new rural construction program, under the leadership and direction of the Party Committee, People's Council, People's Committee, the drastic participation of the entire political system and the consensus and support of the people. Up to now, we have fully completed 19/19 criteria for building advanced new rural areas; the economy and society have made new developments, achieving many outstanding achievements, the total production value of the commune in 2023 reached 782.0 billion VND, equal to 107% of the plan, up 7.14% over the same period. Specifically: Agricultural and fishery production reached 119.0 billion VND, equal to 101.9% of the plan, up 1.97% over the same period; Industry, handicrafts, and basic construction reached 431.0 billion VND, up 8.43%; trade and services reached 232.0 billion VND, up 7.56%. Infrastructure was invested in and built synchronously, education and healthcare were built to national standards. Thanks to that, the appearance of Yen Phuong countryside is increasingly prosperous, contributing significantly to the economic restructuring, promoting sustainable poverty reduction, improving and raising income and quality of life for the people.
