Specifically, Mr. NAH's family, residing in Hamlet 1C, Phuoc Thai Commune, has two dogs. Although they have been vaccinated against rabies since April 2024, the owner does not keep them in captivity but habitually lets them roam free and without muzzles.

Mr. H. said that recently (April 4, 2025), one of his family's two dogs showed strange signs, was very aggressive, fought with the neighbor's dog and bit a cat to death. That evening, this dog continued to bite the foot, ankle, and left leg of NNMC, 6 years old, who lives in the same hamlet.

When he saw a ferocious dog biting someone, Mr. NAH suspected that his dog had rabies, so he chained it up to monitor it, but he was also bitten on the hand by the dog. Worryingly, just a few days later, this dog died, so Mr. H. quickly locked up the remaining dog for further monitoring, and reported it to the Phuoc Thai Commune Health Station.

Immediately afterwards, Mr. H. and his grandson C. were taken to medical facilities for rabies vaccination and anti-rabies serum. At the same time, the Long Thanh District Medical Center coordinated with the Long Thanh District Livestock and Aquaculture Station to collect samples for testing. The results showed that the dog was positive for rabies virus.

According to the epidemiological investigation of the Long Thanh District Animal Husbandry and Aquaculture Station, around Mr. H's house, there are 31 households raising a total of 58 dogs. All of these dogs are free-range, without muzzles. Of these, 45 dogs have been vaccinated against rabies, 37 of these dogs have been vaccinated but the protection has expired, and 13 dogs have not been vaccinated against rabies.

According to the Long Thanh District Medical Center, the current situation of dogs being left free-range, without muzzles, combined with expired or incomplete rabies vaccines, is making rabies control and vaccination difficult, potentially posing a risk of disease outbreaks. Especially in the current hot weather conditions, combined with people's habit of keeping dogs free-range, it will create favorable conditions for rabies to spread widely.

Worryingly, the habit of raising dogs freely, without muzzles, and without control of many households has been causing the risk of spreading infectious diseases from animals to humans, especially rabies or dog tapeworm, parasites that can invade the liver, lungs, eyes, and even the human brain.

Faced with the complicated situation of rabies epidemic and the risk of silently spreading in the community, Long Thanh District Medical Center proposed that the District Animal Husbandry and Aquaculture Station, the commune veterinary office and the People's Committee of Phuoc Thai commune implement measures and sanctions to manage households raising dogs and cats in the commune. At the same time, households are required to strictly keep dogs and cats in captivity, wear muzzles when going out and fully vaccinate against rabies.

Given the complicated developments of the rabies epidemic occurring in many localities, people absolutely must not be negligent or subjective when bitten by a dog or cat, whether it is a pet dog or a neighbor's dog, a stray dog of unknown origin, a dog that has been vaccinated against rabies or not. Because just a small bite but if it carries the rabies virus, the bitten person can die if not vaccinated properly and promptly, and subjectivity can cost a lot.
