At the Hoa Binh hydropower dam, the water discharge gates have strong currents, creating many air bubbles, and the amount of water is much larger than before. According to the Department of Industrial Safety and Environment, on June 23, the water level at the Hoa Binh hydropower reservoir increased compared to June 22 by 101.65/80m, with the amount of water flowing into the reservoir being about 572m3/s.

However, the water level measured at Hoa Binh 1, 2, 3 bridges when viewed from above still clearly shows the foundation piles and riverbed.
People can still easily move to a part of the lake. People said that in previous years at this time, the water level at the foot of the bridge could reach milestones 8 and 9, but this year, despite continuous rain for many days, the water level has not risen.
At the foot of Hoa Binh 3 bridge (Thinh Lang ward) on the other side of the river, some ships and rafts are still stranded and cannot move.
The water level at the buoy hamlet (Thinh Lang ward) on the afternoon of June 23 was somewhat higher, the lives and activities of households began to improve.
The water level rises above people's heads, so young people and children here can swim right near their homes.
"Last night the water level rose about 5m but this morning it receded. I'm worried that the water will rise and fall erratically in the next few days, so I took the opportunity to move the chicken coop and fence the duck coop to a higher location," said Nguyen Van Luyen (Thinh Lang ward).
Mr. Linh (Thinh Quang ward) has lived in the buoy village for more than 20 years and said that people here mainly rely on the Da River water for daily activities as well as for their livelihood from fishing. In the past two days, catching fish and shrimp has become easier because the water level has improved somewhat.
The sandbanks emerging in the middle of the Da River at the foot of Hoa Binh 2 Bridge have remained a "beach" for the people in the past 2 weeks.
"Whether the water level rises or not depends on whether the Hoa Binh Hydropower Plant releases water or not, but rain like this is useless," said Mr. Quyen (Thinh Lang ward).
Thang Long Bridge connects Bac Tu Liem and Dong Anh districts. In recent days, the water level of the Red River has risen higher, making it easier for ships and boats to move.
The water level in the alluvial plains in the middle of the Red River is no longer exposed or people can walk to 1/3 of the riverbed as they have been for nearly a month. On June 23, Vietnam Electricity (EVN) said that the water level in hydroelectric reservoirs has been raised. Some thermal power plants that encountered problems have been fixed, and the power supply situation has improved. The Northern power system will basically meet the electricity needs of the people.
