How does Thua Thien - Hue Lottery regulate the payout for torn lottery tickets?

(NLDO) – Thua Thien – Hue Lottery Company has issued very clear regulations regarding the case of torn winning lottery tickets being considered for prize payment.

On November 30, Ms. Nguyen Thi Ng. (born in 1971; residing in Binh Nguyen commune, Thang Binh district, Quang Nam province) - the person who won a lottery ticket worth 2 billion VND but did not receive the prize because the ticket was "a little torn", said that she was completing additional documents to send to the People's Court of Hue City (Thua Thien - Hue province) according to the court's instructions.

According to the investigation of the reporter of Nguoi Lao Dong Newspaper, on November 22, 2021, Thua Thien Hue Lottery State-owned Company Limited (abbreviated as Thua Thien - Hue Lottery Company) issued a decision on the regulations for paying prizes for Thua Thien - Hue lottery tickets. The regulations clearly state the process for considering paying prizes for torn lottery tickets.

Specifically, in Clause c, Sub-section 3, Section I, Part B of this regulation stipulates: In case due to objective reasons, the winning lottery ticket is torn apart but there is still enough basis to determine the original shape, authenticity of the ticket, the ticket is not suspected of fraud, the torn position does not affect the factors to determine the winning prize, the Thua Thien - Hue Provincial Lottery Company shall organize an examination, verification and decide to pay or refuse to pay the prize to the customer.

Lottery tickets with a prize value of 3 million VND or more must have a form stating the reasonable reason of the customer, the form must follow the company's regulations. If the ticket has a prize value of 10 million VND or more, it must be confirmed by the local ward or commune authorities where the ticket resides as stated on the form. If necessary, the company will request an appraisal from the police before paying the prize. The appraisal fee (if any) will be paid by the owner of the winning lottery ticket.

Thua Thien - Hue Lottery Company has issued regulations, clearly stating that winning lottery tickets that are torn apart will be considered for prize payment.

If the winning ticket is torn and meets the above conditions, it will be handled as follows: Tickets with a prize value of 500,000 VND or less will be under the authority of the head of the prize distribution department; above 500,000 - 10 million VND, the deputy director in charge of the prize distribution department will pay; above 10 - 50 million VND, the director will pay.

Lottery tickets that win the special prize (2 billion VND) must form a council to resolve with the following members: Chairman of the company, director, deputy directors, head of the prize distribution department (secretary), head of the financial accounting department. In which, the chairman of the company is the chairman of the council, the head of the prize distribution department is the secretary of the council.

According to the investigation of Nguoi Lao Dong Newspaper, Thua Thien – Hue Lottery Company is a 100% state-owned enterprise, operating in the field of issuing lottery tickets. According to the publicly disclosed financial report, this enterprise is making a large profit.

In 2023, the company's production and business activities will have increased revenue and profit compared to 2022. Specifically, the company's total revenue in 2023 will reach more than 529.8 billion VND, an increase of 10.2% compared to the set plan. Pre-tax profit will reach more than 30.4 billion VND, after-tax profit will reach more than 24.3 billion VND.

In 2024, the company set a target of total revenue of more than 535.1 billion VND. In the first 6 months of the year, the company's total revenue reached more than 252.9 billion VND (nearly 7 billion VND lower than the same period in 2023).

Total pre-tax accounting profit in the first 6 months of 2024 of Thua Thien - Hue Lottery Company reached more than 12 billion VND (more than 6 billion VND lower than the same period last year), profit after corporate income tax reached more than 9.6 billion VND.

According to the company, the number of traditional lottery tickets issued in 2024 will increase by 24.77% compared to 2023, equivalent to an increase of 53 million tickets (due to the implementation of the Ministry of Finance's official dispatch allowing an increase in the issuance limit of 1 million more tickets/period from July 1, 2024).

Thus, the revenue of Thua Thien - Hue Lottery Company in the last 6 months of 2024 is expected to increase much higher than the first 6 months of the year, thanks to an increase in the number of issued tickets by 53 million more.

As reported by Nguoi Lao Dong Newspaper , on October 14, Ms. Ng. bought 2 lottery tickets from the Thua Thien - Hue Province Lottery Company. Then, she clipped the 2 lottery tickets into a polymer bill and put it in her pocket. Due to carelessness, they got wet in the rain and stuck together. That same afternoon, Ms. Ng. took out the lottery tickets to check and the lottery ticket that won the special prize of 2 billion VND had a very small tear at the bottom.

On October 15, Ms. Ng. brought 2 winning lottery tickets to the Thua Thien - Hue Lottery Company. There, the company's leaders gave instructions, then together with her, they took the 2 lottery tickets to the Thua Thien - Hue Provincial Police to request an appraisal. Ms. Ng. was the one who paid 12 million VND for the appraisal. Afterwards, the Thua Thien - Hue Lottery Company received the appraisal results but refused to provide them to Ms. Ng.

On October 29, Thua Thien - Hue Lottery Company announced that it would only pay the prize for the winning secondary prize ticket, but would not pay the jackpot prize ticket. In a document sent to Ms. Ng on November 14, Thua Thien - Hue Lottery Company stated the reason for not paying the prize was "due to the shrinkage, partial deformation and tearing of the lower right corner of the number series, the foot of the unit digit is missing (the torn part is no longer there), there is not enough basis to determine the original shape, the location of the tear affects the factors to determine the prize".

Currently, Ms. Ng. has filed a lawsuit against Thua Thien - Hue Lottery Company at the Hue City People's Court.
