Proposal to postpone the submission of the 2024 minimum wage plan

The Ministry of Labor, War Invalids and Social Affairs (MOLISA) has just sent an official dispatch to the Government Office regarding the time to submit a Decree regulating regional minimum wages for employees working under labor contracts.

The Ministry of Labor, Invalids and Social Affairs has requested the Government Office to report to the Prime Minister to remove the content of the draft decree regulating the regional minimum wage for employees from the ministry's work program for 2023. The drafting of the above decree will be carried out after the National Wage Council recommends to the Government the minimum wage plan for 2024.

Saving 500,000 billion VND to prepare for salary reform

On the morning of September 30, at the regular Government meeting in September and the Government's online conference with localities, Government members unanimously assessed: The socio-economic situation continues to show a positive recovery trend, with each month being better than the previous month, each quarter being higher than the previous quarter, and achieving important results in many areas.

It is noteworthy that in recent years, in the context of both preventing and overcoming the consequences of the Covid-19 pandemic and ensuring social security, the whole country has still saved VND 500,000 billion to prepare for salary reform in 2024, 2025 and 2026 according to Resolution 27 of the 12th Central Committee. GDP in the first 9 months of 2023 increased by 4.24%

According to the General Statistics Office, GDP in the third quarter is estimated to increase by 5.33% over the same period last year. Although GDP is only higher than the growth rate of the same period in 2020 and 2021 (in the period 2011-2023), the above results show that the trend is gradually becoming more positive compared to previous quarters.

Thus, GDP in the first 9 months of the year increased by 4.24% over the same period last year and was only higher than the growth rates of 2.19% and 1.57% in the first 9 months of 2020 and 2021 (in the period 2011-2023). (See more)

3 economic growth scenarios, striving for 6% GDP growth for the whole year

Reporting at the regular Government meeting in September 2023 and the Government's online conference with localities (morning of September 30), Minister of Planning and Investment (MPI) Nguyen Chi Dung updated the growth scenario for the fourth quarter and the whole year of 2023 based on the results of the first 9 months, forecasting the context and situation in the world and the country in the coming time. The MPI proposed three growth scenarios for this year at 5-6%. To achieve this target, the growth in the fourth quarter must reach 7-10.6%.

Prime Minister Pham Minh Chinh requested to choose a scenario of GDP growth of about 6% for the whole year to continue striving to achieve the highest possible results. (See more)

Construction of 500kV line worth over 1,100 billion VND started to import electricity from Laos

The 500kV Monsoon - Thanh My transmission line project (section in Vietnam) was launched by Vietnam Electricity Group (EVN) on September 30.

According to Tuoi Tre Newspaper, the total investment of the project is more than 1,100 billion VND, with the project construction investment capital arranged from credit loans from Agribank and counterpart capital from EVN.

EVN has just sent a proposal to the Ministry of Industry and Trade to consider speeding up the import of electricity from Laos, promptly submitting to competent authorities for approval the policy of importing electricity from wind and hydropower plants such as Nam Mo, Houay Koauan and the connection plan with the Savan 1 and 2 wind power projects.

EVN believes that adding imported power sources from Laos (total capacity of 225.5 MW) to the Northern region will contribute to enhancing the ability to ensure power supply in the North in 2024-2025 and the following years.

Proposal to apply global minimum tax from 2024

On the morning of September 28, at the 26th session, the National Assembly Standing Committee gave opinions on the draft Resolution of the National Assembly on applying additional corporate income tax according to regulations against global tax base erosion.
Presenting the report, Minister of Finance Ho Duc Phoc said that Vietnam supports and proactively applies the global minimum tax regulation from 2024, creating a favorable mechanism to encourage businesses to pay additional taxes in Vietnam.

Airlines asked to change flight names due to risk of confusion

Recently, Vietnamese airlines have been using flights with similar names and call signs, many of which have close take-off and landing times, leading to the risk of confusion in flight operations and receiving instructions from flight crews.

Therefore, according to Tien Phong, the Civil Aviation Authority of Vietnam requires airlines to review their flight plans and schedules, and not allow flights with similar flight numbers that are easily confused to operate at the same time and in the same flight control area. Airlines also need to take measures to adjust and change the names of flights with similar names to reduce the risk of confusion and improve the ability to ensure flight safety.

Request for verification of information of securities transaction participants

On September 23, the Government Office conveyed the direction of Deputy Prime Minister Tran Luu Quang requesting ministries, branches and localities to urgently review and implement tasks that are behind schedule according to the assessment of the Ministry of Public Security, and to be responsible to the Prime Minister for tasks that do not ensure the implementation roadmap of Project 06.

In particular, the Deputy Prime Minister requested to quickly verify personal information of securities trading participants and report the implementation results to the Prime Minister before November 30.

Project of 100 resort villas 'devours' 12 hectares of forest in Nui Chua National Park

The Ministry of Natural Resources and Environment is consulting the community on the environmental impact assessment report of the Vinh Hy Luxury Resort project in Ninh Thuan province, invested by Syrena Vietnam Company.

To build 100 resort villas, the investor of Vinh Hy Luxury Resort will exploit 12 hectares of forest, including more than 10 hectares of natural forest. (See more)

A0 'leaves' EVN, may bring 2 million USD debts to the Ministry of Industry and Trade

The State Capital Management Committee at Enterprises has just sent a document to the Ministry of Planning and Investment regarding the project to separate the National Power System Dispatch Center (A0) from EVN to be under the Capital Committee before transferring it to the Ministry of Industry and Trade.

If A0 'leaves' EVN, it will transform into the 100% state-owned National Electricity System and Market Operation Company Limited, providing dispatching services and operating electricity market transactions. Leaving EVN, A0 may carry 2 million USD in debts. (See more)
